About this file
This document is an amendment to a solicitation for the production of .300 Norma Magnum XM1163 ball ammunition and .338 Norma Magnum XM1162 armor-piercing ammunition. The amendment provides responses to industry questions to clarify requirements. Key details include that offerors have the ability to qualify alternative sources for components if they meet specifications. The government also clarified that reference cartridges produced to more stringent specifications than contract requirements will be used to establish testing parameters and ensure proper equipment function rather than to set performance standards. Additionally, the accuracy requirement for XM1163 was changed from 0.65 to 0.80 MOA on average with no group larger than 1 MOA.

*** End of Narrative A0000 ***
The purpose of Amendment 0003 is to provide responses to questions from industry.
Q1. It has come to our attention that the Retumbo Powder that is required by the TDP to produce XM1162 and XM1163 (P/N 13065027 identified in Drawing 13065024, 300NM Cartridge and Drawing 1305432 338NM AP Cartridge) is currently unavailable and may not be available for the remainder of 2021. It is in our opinion that the volumes of powder that are necessary to fulfill this contract will be heavily constrained, not be available periodically/annually or potentially unavailable for the duration of the contract in the quantities required. As a note, producing 4.5M rounds of XM1163 and 2.25M rounds of XM1162 (max quantities indicated on the pricing matrix) will require 82,608 pounds of Retumbo Powder (54,322 lbs. for XM1163 and 28,286 lbs. for XM1162).
Q1a. Would the US Government consider substitutions of Retumbo powder for both XM1162 and XM1163 that meet the requirements outlined in Section 3 of MIL-DTL-32619 and MIL-STD-32618?
R1a. Offerors have the ability to qualify an alternate source. Reference L.4.1.2 and M.3.2.2, paragraph e, which states in part
"This includes the Offeror's plan for source(s) of supply for key components and each components quality controls (including, but not limited to, the profile, case, primer and propellant), and subcontractor qualification procedures, risk mitigation and management of simultaneous subcontractors/sources of supply to include single point failure materials/single supplier issues and material obsolence." Further reference Section C, paragraphs 3.4.1 and 3.4.2.1, which states in part, "Any changes to the previously qualified designs that are on file with the U.S. Government shall require review and approval by the PCO. Additional qualification testing at the contractor's expense may be required to qualify design changes." "The U.S. Government shall review the submission of any proposed changes and shall provide a written determination from the PCO as to what additional qualification testing shall be required. All required test data and related documentation to support the change shall be submitted to the PCO for review and approval."
Q1b. Would the government provide support in attaining the Retumbo approved powder or provide relief in delivery if a secondary option is not approved?
R1b. It is unclear the support expected by the Offeror from the Government in obtaining the Retumbo Powder. Reference L.4.1.2 and
M.3.2.2 as stated above, to include the Offeror's plan for source(s) of supply in order to provide the Government with how the
Offeror intends to meet these requirements and overcome any schedule and availability challenges.
Q2. The required projectile/bullet for the 338NM AP is currently built in 50,000 size lots by the manufacturer. Due to the verification requirement listed in MIL-DTL-32619 and MIL-DTL-32618, Section 4, paragraph 4.4.2 that states that each lot of ammunition requires that the cartridge, the bullet, the powder and the primer must come from one lot (individually) it will limit the lot size for XM1162 338NM
AP to lot sizes of 50,000 rounds. In our interpretation, this will require that a LAT be accomplished for each LOT of 50,000 AP projectiles based on order size. In an instance of a Deliver Order of 250,000 rounds, it will require five separate LAT's to be conducted for a single DO. As a note this is not as profound of an issue with XM1163 as the projectiles generally built in 150,000 to
200,000 size lots.
Q2a. Would the US Government consider allowing 338MP AP projectiles from multiple lots used for manufacturing and consider this as a singular manufactured lot if all other lot requirements are met?
R2a. As stated in paragraph 4.4.2 of MIL-DTL-32619 and MIL-DTL-32618, the cartridge lot shall contain cartridge cases from one lot number; primers from one lot number; bullets from one lot number; and propellant from one lot number. Further, reference Section C, paragraph 3.1.5, which states in part, "Prior to delivery and acceptance of either the XM1163 and/or the XM1162 ammunition, the
Contractor shall satisfactorily perform a LAT on each lot of manufactured cartridges." Since these are precision cartridges, traceability of components is required with every lot produced.
Q3. In our testing we have found that requiring an accuracy requirement of .65 MOA will require a high level of precision at multiple levels. Any variance in components, manufacturing and/or testing can prevent the performance standard from being met. As the US
Government is requiring that the cartridges be built to a TDP Standard and does not allow for variance in components, there is a high risk factor and probability of the inability to meet the performance standards for items that are out of the manufacturers control.
Q3a. Would the US Government consider a revision of the accuracy threshold of XM1163, 300NM to an accuracy average of .80 MOA while maintaining that no group can be larger than 1 MOA?

R3a. Reference the attached Engineering Change Proposal (ECP) (Attachment 0015) for the requirement change to the specifications of paragraph 3.4 in MIL-DTL-32618. Note, this document has Limited Distribution Data Information, Distribution Statement D. A copy will be provided upon request, provided the Government is in receipt of AMSTA-AR 1350, DD Form 2345 and a Non-Disclosure and Non-
Use Agreement as required by the solicitation.
Q4. Reference ammunition will be provided by the US Government for both XM1162 and XM1163.
Q4a. Does the reference ammunition meet the specification requirements outlined in MIL-DTL-32619 and MIL-DTL-32618, Section 3 for each ammunition type?
R4a. Reference cartridges are produced to their own specifications, which are more stringent than the above referenced specifications for the XM1163 and XM1162. The purpose of the reference ammunition is to ensure that the equipment used for testing is functioning properly and that the appropriate correction factors are applied, as needed.
Q4b. In the event that the reference ammunition does not meet the specification requirements, would the US Government consider the vendor be held to the reference ammunition standards for velocity, accuracy, pressure, etc. rather than to the specification requirements in MIL-DTL-32619 and/or MIL-DT-32618?
R4b. Reference R4a response. Further, reference Section C, paragraph 3.12.1, which states in part "Reference cartridges shall be used to establish range and equipment corrections prior to firing an ammunition lot for acceptance."
Q5. It is our understanding that the vendor will supply their own test barrel in accordance with the TDP.
Q5a. Can the US Government confirm?
R5a. Correct, the vendor is responsible for supplying their own test barrel.
Q5b. Are there any requirements for specific vendors for the test barrels or is it determined by the vendors?
R5b. Test barrels shall be IAW the barrel and chamber drawings and shall meet the requirements as outlined within these drawings;
reference paragraph 4.5.2.4 and 4.5.3.1 of MIL-DTL-32618 & MIL-DTL-32619.
Electronic Pressure, Velocity, and Action Time (EPVAT) barrels:
.300NM = Drawing 13071686
.338NM = Drawing 13052438
Accuracy barrels:
.300NM = Drawing 13071687
.338NM = Drawing 13052439
Q5c. Are there any requirements for specific vendors for the test actions or is it determined by the vendors?
R5c. Reference R4b response. Further, reference L.4.1.2 and M.3.2.2, paragraph e, which states in part "This includes the Offeror's plan for source(s) of supply for key components and each components quality controls (including, but not limited to, the profile, case, primer and propellant), and subcontractor qualification procedures, risk mitigation and management of simultaneous subcontractors/sources of supply to include single point failure materials/single supplier issues and material obsolence." Further reference Section C, paragraphs 3.4.1 and 3.4.2.1, which states in part, "Any changes to the previously qualified designs that are on file with the U.S.
Q6. Referencing the dispersion requirements listed in MIL-DTL32619 and MIL-DTL 32618, Section 3, Paragraph 3.5, it states that dispersion testing will be done at a minimum of 200 yards, indoors.
Q6a. Is it the intent of the US Government that testing must be done in an indoor facility or is testing allowed to be conducted outdoors provided it is at a minimum of 200 yards?
R6a. The question indicates paragraph 3.5, dispersion. However, the Government believes the intent was for paragraph 3.4, dispersion. As stated in paragraph 3.4 of MIL-DTL-32618 and MIL-DTL-32619, it states in part "at minimum 200 yards, indoor."
Q6b. Can the US Government please clarify that dispersion testing will be accepted at distances greater than 200 yards?
R6b. Reference the R6a response. The minimum is 200 yards, indoor, therefore Offerors have the ability to fire at distances greater

than 200 yards, indoor.
Q7. Does the US Government possess any of the TDP's for the required components for XM1162 and XM1163, Q7a: The Government does not possess rights for the propellant, primer and projectiles.
Q7a. Would the US Government consider allowing the winning vendor to either manufacture or alternatively source the manufacturing of those components?
R7a. In response to the clarification received from the Offeror on the specific components in question, reference is made to the projectiles. As stated in Q7a. above, the Government does not possess rights for this component. Offeror's have the ability to qualify an alternate source. Reference L.4.1.2 and M.3.2.2, paragraph e, which states in part "This includes the Offeror's plan for source(s) of supply for key components and each components quality controls (including, but not limited to, the profile, case, primer and propellant), and subcontractor qualification procedures, risk mitigation and management of simultaneous subcontractors/sources of supply to include single point failure materials/single supplier issues and material obsolence." Further reference Section C, paragraphs 3.4.1 and 3.4.2.1, which states in part, "Any changes to the previously qualified designs that are on file with the U.S.
Q8. The TDP requirements for both XM1162 and XM1163 require components from domestic and foreign manufacturing sources.
Q8a. Will the contract be DPAS rated to assist with the procurement of components?
R8a. Yes, the DPAS rating is DOA6; reference the SF33, Block 1 and FAR 52.211-14 (p. 80) of the RFP.
Q8b. As DPAS requirements do not apply to foreign owned businesses, will the US Government assist in the procurement of or provide the components necessary if foreign businesses do not prioritize or make available?
R8b. It is unclear as to how a DPAS rating is associated with a US contractor obtaining components from a foreign business would be applicable. However as stated above, a DPAS rating does apply and the Government is unaware of any regulations prohibiting DPAS ratings for foreign owned businesses.
Q9. Per the section D.4.2.2 (page 85, perhaps should be L.4.2.2), we understand Offerors shall submit a list of all recent Federal
Government contracts (prime and major subcontracts) performance or awarded to the Offeror and any of its major subcontractors within the past three years and that contract descriptions should be included in Section 1 per D.4.2.2.
Q9a. Could the US Government please confirm if past performance information, including Attachment 0014 - Past Performance
Questionnaires, are required for the vendors currently performing on the .300 Norma Magnum (NM) XM1163 Ball Ammunition and .338 NM
Armor Piercing (AP) XM1162 cartridge contracts and specified in the TDP?
R9a. For clarification purposes, starting on p. 85 of the RFP, paragraphs D.4.2.1 should be L.4.2.1 and D.4.2.2 should be L.4.2.2.
This amendment updates these paragraph numbers in Section L. Reference D.4.2.2 (re-numbered to L.4.2.2), which states in part, "Offerors shall submit a list of all recent Federal Government contracts (prime and major subcontracts) in performance or awarded to the Offeror and any of its major subcontractors within the past three years, or awarded earlier than three years ago, but for which deliveries/performance occurred or were scheduled to occur within the past three years, which are relevant to the effort required by the solicitation. Data concerning the prime Offeror shall be provided first, followed by each proposed major subcontractor, in alphabetical order."
Q10. Per the section D.4.2.2 (page 85, perhaps should be L.4.2.2), we understand Offerors shall submit a list of all recent Federal
Government contracts (prime and major subcontracts) performance or awarded to the Offeror and any of its major subcontractors within the past three years and that contract descriptions should be included in Section 1 per D.4.2.2(1). Furthermore we understand per D.4.2.2(5)
Past Performance Questionnaires must be completed for all contracts identified in Section J.
Q10a. Could the Government please confirm if it is the expectation that Attachment 0014 - Past Performance Questionnaire be completed by all technical representative responsible for the past/current sub-contractors contracts?
R10a. Reference R9a regarding the re-numbering of paragraph numbers. It is at the Offeror's discretion to determine which
Government point of contacts they provide the Attachment 0014 - Past Performance Questionnaire to for completion. Reference this attachment which identifies/highlights the areas in which the Offeror is to complete and areas in which the Point of Contact is to complete.
Q10b. If so, is it a correct interpretation that Part I.B (Identification of the Offeror's Representation) of the Attachment 0014 be completed by the Offeror as opposed to the contract holder/Major Subcontractor?

R10b. Reference the R10a response.
Q11. Per Note 6 on Drawings 13065026 and 13052434, the initials of the manufacturer shall be stamped on the head of the shell case. In the event that the shell case manufacturer and the manufacturer loading the cartridge are different, which manufacturer's initials should be placed on the head of the shell case?
R11. MIL-STD-1168, section 3.2.4.1, states: "A combination of one, two, or three alpha-numeric characters used to indicate the unique identity and location of the arsenal, plant, depot, station, contractor, vendor, etc. which manufactured, assembled, regrouped, or loaded a specific item of ammunition or ammunition component." It is preferred that the head stamp be for the manufacturer loading the cartridge.
Q12. For shoulder hardness at 2.00" location for drawings 13065026 and 13052434, can this location be shifted onto the shoulder for ease of measurement?
R12. As stated in drawings 13065026 and 13052434, it shall be at 2.00".
Q13. For head hardness locations on drawing 13065026 it appears that the fractions have been converted to decimals. To match what is listed on drawing 13052434, can the locations remain fractions and use the +/- 1/64 tolerance listed?
R13. Reference the attached Engineering Change Proposal (ECP) (Attachment 0015) for changes to drawing 13065026. Note, this document has Limited Distribution Data Information, Distribution Statement D. A copy will be provided upon request, provided the
Government is in receipt of AMSTA-AR 1350, DD Form 2345 and a Non-Disclosure and Non-Use Agreement as required by the solicitation.
Q14. In similar military rounds, the U.S. Government has previously accepted the Olin Winchester WI1039 primer as an acceptable replacement for the GM215M primer. For example, see US Government drawing 8347822. Please confirm that use of a primer other the one listed on drawing 13065028 is acceptable.
R14. In accordance to Section C, Paragraph 3.3.5 (b) "The Contractor shall utilize the primers IAW MIL-DTL-32618 and MIL-DTL-
32619." Reference drawing Number 1065028 for the. 300 Norma Magnum and drawing number 13065028 for the .338 Norma Magnum. Reference
L.4.1.2 and M.3.2.2, paragraph e, which states in part "This includes the Offeror's plan for source(s) of supply for key components and each components quality controls (including, but not limited to, the profile, case, primer and propellant), and subcontractor qualification procedures, risk mitigation and management of simultaneous subcontractors/sources of supply to include single point failure materials/single supplier issues and material obsolence."
Q15. In MIL-DTL-32618, Para 3.7, should the requirement be "and the average force shall not be less than 40 lbs." rather than the currently stated "shall not be greater than"?
R15. Reference the attached Engineering Change Proposal (ECP) (Attachment 0015) for the requirement change to the specifications of paragraph 3.7 in MIL-DTL-32618. Note, this document has Limited Distribution Data Information, Distribution Statement D. A copy will be provided upon request, provided the Government is in receipt of AMSTA-AR 1350, DD Form 2345 and a Non-Disclosure and Non-
Use Agreement as required by the solicitation.
Q16. Section L.4.1.2.a states that the offeror shall illustrate how they intend to achieve the programs critical path to produce 18.8 M cartridges of .300NM, XM1163 ball ammunition and up to 8.7 M cartridges of .338NM AP, XM1162 cartridges. The overall volumes in this section conflict with the max annual volumes listed in the pricing matrix which state a max annual volume of 4.5 M .300NM, XM1163 ball ammunition and 2 M .338NM AP, XM1162 cartridges. Should the pricing matrix be updated to reflect the maximum volumes in Section
L.4.1.2.a? Doing so would also match the max annual volumes stated in the synopsis of the RFP listing on sam.gov.
R16. The 18.8M and 8.7M quantities, as listed in section L.4.1.2, are representative of the total maximum quantity throughout the life of the contract. The quantity ranges in the pricing matrix, and listed in Section B, represent the quantity ranges for the
XM1163 and XM1162 cartridges. Since this is an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, the Government can place multiple orders throughout the life of the contract equating to the maximum total quantity of 18.8M and 8.7M quantities, for the
XM1163 and XM1162 respectively. However, it is noted Section C, paragraph 3.0 stated those quantities per year. The amendment removes the "per year" language.
Q17. In Solicitation W15QKN-21-R-0018, there does not appear to be any requirement for Letters of Commitment from suppliers for the key components (primer, propellant, case, and bullet). We believe that not having Letters of Commitment for these components significantly increases the risk to the U.S. Government for a potential awardee to be unable to produce these cartridges. Would the U.S. Government consider adding a requirement for Letters of Commitment for these components?
R17. Letters of Commitment are typically not required on supply efforts, however the Offeror has the ability to submit any information they deem necessary to ensure their initial proposal is submitted with the most favorable terms in order to reflect

their best possible potential, as stated in M.1.3.
Q18. Per L.4.5.1, we understand each Offeror shall complete (fill-in and signatures) solicitation sections A, B, G, J and K as listed in
Volume V: Solicitation, Offer and Award Documents and Certification/Representation. We have the following questions in reference to this section:
Q18a. Could the Government please confirm if price, Section B Supplies or Services and Prices/Costs, is to be included in Volume V
Solicitation, Offer and Award Documents and Certifications/Representations or limited to the Price Factor as indicated in
L.2.3.1.b?
R18a. Reference L.3.1 which states in part, "The Offeror's proposal shall be submitted in severable volumes based on the Factors as set forth below and all information specific to each Factor shall be confined to that volume." "Volume III: Price Factor (No
Maximum)". Further, reference L.4.3 Volume III Factor 3: Price, which states in part "The Offeror shall submit pricing in the Price
Matrix for all priced CLINs, including all quantity ranges, when applicable." Also, reference L.4.5.1, which states the required documentation to be submitted under Volume V: Solicitation, Offer and Award Document and Certification/ Representation.
Q18b. Could the Government please clarify if there are fill in requirements for Section G Contract Administration Data?
R18b. No, Section G does not have to be filled in, however should be included in the volume per L.4.5.1 as an acknowledgement of understanding the payment instructions contained under the clause in this section.
Q18c. Section J Contract Data Requirements List does not include DD1423, could the Government please provide that form so we can complete blocks 17 & 18; additionally could the Government please confirm if the completed Price Matrix is to be included within the Section J fill ins in Volume V Solicitation, Offer and Award Documents and Certifications/Representations or limited to the
Price Factor as indicated in L.2.3.1.b?
R18c. Reference L.4.5.1, which includes "Section J Contract Data Requirements List (DD1423)". Reference Section J, Exhibit A, Contract Data Requirements List, which are the DD1423s. These were provided in the the Beta.SAM solicitation posting. Regarding the
Price Matrix question, reference the R18a response.
Q18d. Could the Government please confirm if providing SAM registration satisfies the requirements of completing Section K fill ins?
R18d. Reference 52.204-8(b)(1) which states, "If the provision at 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies." Paragraph (d) states in part, "The Offeror has completed the annual representations and certifications electronically in SAM accessed through https://www.sam.gov ."
