EXECUTIVE SUMMARY

This executive summary highlights some of the important features of this solicitation. If conflicts exist between this summary and the provisions of the solicitation, the provisions of the solicitation govern.

1. Background: The Office of the Project Manager for Maneuver Ammunition Systems (OPM-MAS) has a requirement to obtain 5.56mm M1071 and

M1042 marking cartridges that are compatible with the Close Combat Mission Capability Kit (CCMCK). The CCMCK is a user-installed weapons modification system that allows the Soldier to employ an individual weapon (M16/M4/M249) at short range using low velocity marking ammunition while precluding the weapon from firing standard service ammunition. The system will provide normal environmental/weapon employment cues (aiming, firing, ejection, immediate action, load, and re-load, etc.) and immediate target feedback through force-on-force, interactive live fire scenario task, and mission execution.

2. Contracting Strategy: The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Project Manager for Maneuver

Ammunition Systems (PM-MAS), will coordinate the issuance of a production contract for the procurement of 5.56mm M1042 Loose & M1071

Linked Marking Cartridges Closed Combat Mission Capability Kit (CCMCK) M1071 & M1042 Marking Rounds for the U.S. Armed Forces. The acquisition strategy for this is to award a single Indefinite Delivery/Indefinite Quantity (ID/IQ) full-scale production contract on a

Sole Source basis to Ultimate Training Munitions (UTM) Ltd., United Kingdom. The contract is for 5.56mm Closed Combat Mission Capability

Kit (CCMCK) M1071 & M1042 Marking Rounds. This solicitation is being issued subject to the availability of funds.

This is an Indefinite Delivery, Indefinite Quantity (ID/IQ) type contract with Firm Fixed Price (FFP) Delivery Orders. The Government's minimum ordering obligation will be satisfied after issuance of Delivery Order 0001. The following guarantee and maximum obligation amounts are for the items being procured under this contract, which has a period of performance of five (5) years.

Minimum Guarantee: $3,000,000

Maximum Contract Value: $92,996,200
