The scope of work involves excavating and disposing of existing material, installing a reclaimed asphalt paving base course, asphalt paving layers for the parking area and sidewalk, and four solar-powered LED light poles with 72-hour battery capacity to match existing poles. The period of performance is 180 calendar days after notice to proceed. No specific manufacturers are required for the light poles, batteries, or photovoltaic systems, but they must match the material, height, diameter, base, and lumens output of existing poles. The government intends to award a firm-fixed price contract.

PDF and CAD. What should the Contractor anticipate submitting for as-built drawings for this project considering that the documents provided consist of a sketch and SoW narrative? Will a sketch be sufficient?
Response: Please reference Attch 001 Drawing Paving Parking drawing from our CAD section
3. Reference SoW sections 11.3.1.4 - 6 “All excavated material to be disposed of off-site”. Is it know if the existing material is contaminated or contains any hazardous material?
Response: There are no known contaminated or hazardous materials at this time in the project area
4. Refer to SoW 11.3.2.8, how many parking spaces are anticipated? Any hashed or handicap stalls?
Response: Exact number of spaces unknown at this time, however, each space must be 9' wide by 18' long.
5. Do you have an approximate size or stone and asphalt quantity for this project?
Response: See the following and Attch 001 Drawing Paving Parking to help answer your question, per the
SOW:
11.3.1.4. Contractor shall excavate turf and organic surface to a depth of approximately 14" for new parking area, approximately 137' x 165'. Area shown on attached plan, to be verified by RFOS/COR. All excavated material to be disposed of off-site IAW all local, state and federal regulations, laws and guidelines.
11.3.1.5. Contractor shall excavate turf and organic surface to a depth of approximately 8" for a new sidewalk, approximately 5' x 120' from driveway to NW corner of training center then alongside front of training center terminating/connecting to existing sidewalk on South side of building. See attached plan, verify location with RFOS/COR. All excavated material to be disposed of off-site IAW all local, state and federal regulations, laws and guidelines.
11.3.2.2. Contractor shall provide and install Reclaimed Asphalt Paving (RAP) base course mechanically compacted to approximate 12" depth obtaining a uniform density of 95% of the maximum density. Density shall be determined in accordance with Standard or Modified Proctor density (ASTM D698 or ASTM D1557) in new POV parking area.
11.3.2.3. Contractor shall provide and install mechanically compacted 2" course of Class 1 Asphalt Paving Binder material in new POV parking area.
11.3.2.4 Contractor shall provide and install mechanically compacted 2" course of Asphalt Paving Wear Course in new POV parking area.
11.3.2.5. Contractor shall provide and install RAP base course mechanically compacted to approximately 6" depth for new sidewalk.
11.3.2.6. Contractor shall provide and install mechanically compacted 2" course of Asphalt Paving Wear Course for new sidewalk.
6. Refer to Specification of Work Item 11.3.2.9 LED Light Poles Can you please provide;
* Manufacturer/Make/Model and/or o Height of Poles o Wattage and Minimum Lumens o Color/Design o Base Size (Diameter, height, etc.)
o Material Type (aluminum, steel, etc.)
Response: The 4 requested LED light poles powered by PV (photovoltaic) cells with minimum 72 hour battery capacity - no specific model/manufacturer required, however it must match material/height/diameter/base/lumens output of the other existing light poles in the POV.
7. Please provide spec on the 4 LED Lights to be provided including height and manufacturer desired etc.
Response: The 4 requested LED light poles powered by PV (photovoltaic) cells with minimum 72 hour battery capacity - no specific model/manufacturer required, however it must match material/height/diameter/base/lumens output of the other existing light poles in the POV.
8. Could you provide me with more details on the (4) PV light poles to be installed?
What is the height of the poles
* Is there is a manufacture for the pole and light in mind
* Same question for the batteries and PV system
* If no luminaire is picked, how much light output is required (lumines)
Response: The 4 requested LED light poles powered by PV (photovoltaic) cells with minimum 72 hour battery capacity - no specific model/manufacturer required, however it must match material/height/diameter/base/lumens output of the other existing light poles in the POV.
* Is the pole a direct buried or will it sit on a base
* Is the EC responsible to provide the precast base if the pole is not direct buried
Response: All four light poles should be placed on a 2' X 2' concrete base, poured by the contractor
