About this file

This document contains questions and answers regarding solicitation number W15QKN-20-R-5069 from the United States Army Contracting Command - New Jersey for the construction of a new paved parking lot and installation of solar pole lamps at the Berry-Rosenblatt Armed Forces Reserve Center in West Hartford, Connecticut. The scope of work includes supplying and installing four standalone pole-mounted solar powered LED lighting systems around the newly expanded parking lot area. Each pole must have photovoltaic panels, LED lighting fixtures, and an enclosure for batteries, charging system, and lighting control system sized to provide illumination for a minimum of three nights before recharging. Poles should match the approximately 30-35 foot height and material of existing poles on site.

Question and Answer in Response to solicitation W15QKN-20-R-5069, Amendment 0001

(Amendment 0001) No. 6 Response : The 4 requested LED light poles powered by PV (photovoltaic) cells with minimum 72 hour battery capacity - no specific model/manufacturer required, however it must match material/height/diameter/base/lumens output of the other existing light poles in the POV.

Question in Response to Amendment 0001 No. 6 Response: Please provide material/height/diameter/lumens output of the existing light poles in the POV. That is not information we can gather from a site visit and the information was not provided in the Solicitation.

Response: Please see attached Unified Facilities Criteria (UFC) and PV Sketch diagram. Match existing poles, Aluminum, 35' high on a 2'x 2' concrete base

Question and Answer in Response to solicitation W15QKN-20-R-5069

Question: What is the height of the poles?

Response: 11.3.2.9 Work shall include, but not be limited to, the supply and installation of four (4) standalone pole mounted solar powered Light Emitting Diode (LED) lighting systems to illuminate the newly expanded parking lot area. Contractor shall make precise measurements to ensure the proposal is accurate, and that the height and diameter of the new poles match the preexisting poles in the POV parking lot. Estimated height is 30'- 35' feet

Question: Is there is a manufacture for the pole and light in mind? Same question for the batteries and PV system? If no luminaire is picked, how much light output is required (lumines)?

Response: 11.3.2.10 Provide the electrical and lighting system in accordance with current Unified Facilities Criteria (UFC) for Electrical Engineering (UFC 3-501-01), Interior Electrical Systems (UFC 3-520-

01) and Interior and Exterior Lighting Systems and Controls (UFC 3-530-01). POV Lot lighting shall follow the requirements for "basic" illuminance (UFC 3-530-01, Section 5-3). LED fixtures shall meet the requirements of the National Electrical Manufacturer Associations (NEMA) Standard 410 for Performance Testing for Lighting Controls and Switching Devices with Electronic Drivers and Discharge Ballasts.

11.3.2.11 Solar Lights - Furnish and install four (4) pole mounted self-contained solar powered lighting fixtures around the newly expanded parking lot area. Each pole shall have photovoltaic panels, LED lighting fixtures and one enclosure for the batteries, charging system and lighting control system. The energy storage system shall be sized to keep the lights illuminated for a minimum of three nights (dusk to dawn) before needing to be recharged by the photovoltaic system. The battery and lighting control system enclosure shall be mounted low on the pole for maintenance but at a minimum require a six foot ladder for access. The lighting system shall be mounted on metal poles with concrete foundations (See attached PV sketch). The lighting control system shall be in compliance with UFC requirements. LED fixtures shall provide either Type III or Type IV light distribution patterns. Mounting arm/tenon and installation hardware shall be included as recommended by the manufacturer and match the finish of the LED fixture and pole. The mounting height of the lighting fixtures shall be coordinated with the Government to ensure their installation does not interfere with Motor Pool traffic. The lighting system, equipment and components shall be provided with a minimum 5-year warranty, except the luminaires which require a minimum 10-year warranty.

Question: Is the pole a direct buried or will it sit on a base? Is the EC responsible to provide the precast base if the pole is not direct buried?

Response: 11.3.2.12 Light pole foundation and anchoring requirements shall follow detail shown in attached PV sketch, and the manufacturer's recommendations.

11.3.13 Contractor shall provide all lifts and equipment to install new solar lighting systems. All work shall be done to industry standards and meet local building and electrical code requirements.
