Statement of Work
For procurement of Phased Array Ultrasonic Test Immersion Inspection System
(UNCLASSIFIED)
1.0 BACKGROUND
The Combat Capability Development Command Armaments Center (CCDC AC)
Research and Development organizations require a wide range of specialized equipment to support Picatinny Arsenal Research and Development (R&D) projects, production programs and theatre requirements. Specifically, CCDC AC requires state of the art inspection technologies to ensure highest quality product is given to the Warfighter.
2.0 SCOPE
Contractor shall provide end deliverable ultrasonic test system with both conventional immersion and phased array immersion capabilities, with necessary hardware and software to inspect a vast range of components to high precision. Specifically, this ultrasonic system will provide a robust capability to effectively and efficiently inspect weapon and munition system components as well as a variety of hardware components produced by the CCDC AC Prototype Integration Facility (PIF).

4.0 REQUIREMENTS
4.1. The contractor shall provide end deliverable phased array ultrasonic system and provide installation and training within the period of performance. The system must be able to inspect cylindrical parts up to eight (8) inches in diameter and up six (6) feet in length. These cylindrical components may be solid, hollow, and/or have complex geometries such as ogives. These inspections will be performed externally, from the outside Diameter (OD). For non-cylindrical parts, the system must be able to inspect up to six (6) feet length, three (3) feet width, and six (6) inches thickness. The system shall support the inspection of parts up to 500 pounds. This system will also eliminate potential operator error by manual inspection. The contractor shall provide a deliverable with the following conventional immersion and phased array immersion minimum capabilities:
A high speed industrial scanner, which functions as an electronic controller/encoder for the ultrasonic inspection.
A controller console with a CD/DVDWR drive, at least 32GB ram, at least 512GB
Solid State Drive, at least 4TB Hard Drive, motherboard with at least six (6) SATA ports, two (2) 23 inch LCD widescreen monitors (two (2) Megapixel/1080p) with DP2 or
HDMI ports on each, at least 3.2GHz processor with quad core, includes dedicated graphics processing unit, heavy duty power supply with a high output fan, and a case intake filter.
The controller console must utilize Windows 10 operating system. The immersion tank shall be constructed of a corrosion resistant 300 series stainless steel frame assembly.
A sand filtration system will be integrated into the ultrasonic inspection system. The system must have three (3) servo linear actuators (which operate independently) that are capable of operating up to at least 200mm/sec.
Servo based rollers will integrated into the system and be capable of rotating at a minimum of 45 degrees/sec. The system shall have a home location for the transducer(s) that is outside of the immersion tank.
The system must have a specialized fixture to hold the phased array elements and conventional transducers with an ability to vary their angles from 0 to 90 degrees. The transducer holder must be capable to switch transducer(s)/arrays quickly and easily.
Gimbal must be programmable and automatic
An insulated electrical box which functions as a water resistive and protective case for all electrical components.
The system must have a lightweight cover that can removed and placed quickly and easily.
A flat plate accessory which functions by supporting immersion UT inspection of non-cylindrical metal parts and the flat plate has the ability to rotate around the z-axis. The rotation of the motor and plate must be controllable from one (1) deg/sec to 45 deg/sec.
The system shall include 5 conventional immersion transducers (5MHz, ½” diameter) with BNC connection; and a 128 element phased array (5MHz) with Omni connection.
An ergonomic control station will function by allowing direct observation of the physical UT inspection.
A controller workstation will function as an ergonomic space for human interface devices.
4.2 Safety. Equipment purchases shall be Nationally Recognized Testing Laboratory
(NRTL) listed and used as intended in accordance with DA-PAM 385-26. Military equipment released to the field under the auspices of AR 700–142 will be considered as equivalent to NRTL-listed equipment. Conformité Européenne is not accepted by the
Occupational Safety and Health Administration or the Army as a NRTL. NRTL-listed equipment must be purchased and used if available, even if a less expensive unlisted product is available. Equipment that cannot be purchased with an existing NRTL Listing must be assessed by the Armaments Center Risk Management Office (RMO) both prior to purchase, and upon installation prior to use to verify that the equipment is in compliance with DA PAM 385-26 Appendix I; NFPA 70, 70E, and applicable incorporated Safety references.
4.3 Training.
4.3.1 The contractor shall provide two (2) printed and/or electronic copies of an updated
Operator’s Manual. The contractor may use MIL-HBK-29612-2A – Department of
Defense Handbook, Instructional Systems Development/Systems Approach to Training and Education (Part 2 of 5), 31 August 2001 as guidance. (CDRL A001, DI-TMSS-

4.3.2 The contractor will provide a minimum of 16 hours training based on the user manual and Usability Testing. Usability Testing is a means of verifying training effectiveness IAW the training criteria and as a means by which to evaluate whether the
Target Audience users can operate and troubleshoot the system safely IAW established criteria for operational modes and failure modes. Usability Testing would include an evaluation of human-system performance to determine system reliability and effectiveness with humans in the loop, as well as assess risks to humans who operate, maintain and support the system. The contractor may also employ metrics such as the
System Usability Survey (SUS) and targeted questionnaires to gather Usability data and feedback from the participants.
5.0 PERFORMANCE
5.1 Period of Performance shall be 12 months from date of award.

6.0 SECURITY
6.1. This requisition is UNCLASSIFIED.
6.2. AT Level I Training: All contractor employees, including subcontractor employees, requiring access to Department of Defense installations, facilities, or controlled access areas shall complete AT Level I awareness training within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies and within 12 months prior to travel outside of the US, then annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within
14 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at http://jkodirect.jten.mil/.

6.3. Access and General Protection/Security Policy and Procedures: All contractor employees, including subcontractor employees, shall comply with all installation and facility access and local security policies and procedures (provided by the http://jkodirect.jten.mil/
Government representative), and security/emergency management exercises. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost
Marshal Office, Director of Emergency Services, or Security Office. Contractor workforce must comply with all personal identity verification requirements (CFR clause 52.204-9, Personal Identity Verification of Contract Personnel) as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection
Condition (FPCON) at any individual facility or installation change, the
Government may require changes in contractor security matters or processes.
During FPCONs Charlie and Delta, services/installation access may be discontinued/postponed due to higher threat. Services will resume when FPCON level and or threat is reduced to an acceptable level as determined by the
Installation Commander. Contractor personnel working on an installation are required to participate in the Installation Random Antiterrorism Measures Program as directed. Contractors may be subject to and must comply with vehicle searches, wearing of ID badges, etc. Failure to comply with policies and procedures could result in barred access onto the installation.
6.4. iWATCH (See Something, Say Something) Training: All contractor employees, including subcontractor employees, shall receive training and participate in the local iWATCH program (training standards provided by the requiring activity ATO).
This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the
COR. This training shall be completed within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies, and then annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within
14 calendar days after completion of training by all employees and subcontractor personnel. (CDRL A002, DI-MISC 80678)
6.5. For contractors that do not require CAC, but require access to a DoD facility or installation: Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information
Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database
(Army Directive 2014-05/AR 190-13); applicable installation, facility and area commander installation and facility access and local security policies and procedures (provided by Government representative); or, at OCONUS locations, in accordance with status-of-forces agreements and other theater regulations.
6.6. Export Control Laws/International Traffic in Arms Regulation: DFARS Clause
252.225-7048, Export-Controlled Items applies to this effort. All documents determined to contain export controlled technical data will be marked with the following notice: WARNING: - This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., App.
2401 et seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25.
6.7. For Contracts That Require a Government Provided OPSEC Standing
Operating Procedure/Plan: The contractor is subject to compliance with the
CCDC-AC Operations Security Plan, per AR 530-1 (or DoDM 5205.02-M),. This
SOP/Plan will specify the government's critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it.
6.8. For Contracts That Require OPSEC Training: Per AR 530-1 (or DoDM
5205.02-M), new contractor employees, including subcontractor employees, must complete initial (Level I) OPSEC training within 30 calendar days of reporting for duty and must also complete annual OPSEC awareness training as provided by the appropriately designated OPSEC level II trained OPSEC Officer/Coordinator. The

6.9. For Contracts that Involve the Public Release of Information: Per AR 530-1 (or
DoDM 5205.02-M), an OPSEC review is required prior to all public releases. All government information intended for public release by a contractor will undergo a government OPSEC review prior to release.
7.0 ACCIDENT/INCIDENT REPORT
7.1. The contractor shall report immediately (within 24 hours) any major accident/incident (including fire) resulting in any one or more of the following: causing damage of Government property exceeding $10,000; affecting program planning or production schedules; degrading the safety of equipment under contract, such as property damage may be involved; identifying a potential hazard requiring corrective action which are related to this contract. The contractor shall prepare an Accident/Incident report for each incident. (CDRL A003, DI-SAFT-81563)
7.2 The contractor employees, including subcontractor employees, shall comply with all building, installation, facility and security policies and procedures such as all fire drills and building evacuations. The contractor shall report their evacuation immediately to their COR to confirm compliance.

9.1. The contractor shall deliver a fully functional conventional immersion and phased array ultrasonic system and demonstrate its functionality prior to acceptance and during installation. This shall include a demonstration of the functional equipment at the contractor facility. System will be delivered and installed at B3150, Picatinny Arsenal, NJ.
