1. Instead of a scanner (X, Y, Z, Gimbal) can we propose a robot for improved flexibility?

Government Answer – Offerors may propose any alternate solution that will meet the minimum specifications of the solicitation; however, offerors should note that in accordance with the FAR 52.212- 1 addenda contained in the solicitation, award is based on lowest priced technically acceptable criteria.

Proposals will not receive any additional credit for exceeding the established minimum defined requirements of technical acceptability.

2. They refer to a phased array and conventional UT instrument. Should we include the instrument and the software in the proposal?

Government Answer - Yes. In accordance with the attached revised Statement of Work (SOW), paragraph 2.0, the phased array and conventional array should contain all necessary hardware and software.

3. What is the distance between rollers (min length and max length of components would be required if we had to define the number of rollers)?

Government Answer – The Government intends to inspect tubular objects and truncate cone style geometries which vary in length between 8” and 72”. Roller distance needs to be capable of supporting a wide variety of lengths. In accordance with the revised SOW paragraph 4.0, inspection of cylindrical components shall be from the outside only.

4. What is the V angle for the rollers (min and max diameters would be needed if we wanted to define the V angle)?

Government Answer – The Government intends to inspect tubular objects and truncate cone style geometries up to 8” in diameter. In accordance with the revised SOW, paragraph 4.0, inspection of cylindrical components shall be from the outside only.

5. Do rollers need to be adjustable (manually or automatically)?

Government Answer - Roller solution must be capable meeting our spacing and diameter requirements, adjustable rollers are an acceptable however, any solution that meets our length and diameter requirements will be evaluated for technical adequacy. Offerors should note that in accordance with the FAR 52.212-1 addenda contained in the solicitation, award is based on lowest priced technically acceptable criteria. Proposals will not receive any additional credit for exceeding the established minimum defined requirements of technical acceptability.

6. Cylindrical components to be inspected only from the outside?

Government Answer - Yes. Please see attached revised SOW, paragraph 4.0 includes language about inspection of cylindrical components shall be from the outside only.

7. Fixture for the probes can be defined by the inspection angles needed. Can we have more information on the scan plan or the angles needed for the inspection in UT and PA?

Government Answer - 0-90 degrees is necessary, the Government requires the flexibility to accommodate a wide variety of components in accordance with the revised SOW, paragraph 4.0 which states that “The system must have a specialized fixture to hold the phased array elements and conventional transducers with an ability to vary their angles from 0 to 90 degree”. The Government cannot provide scan plans/angles at this moment.

8. Gimble function needs to be automated? Do we need a single Gimble option?

Government Answer – The Gimble function needs to be automated and needs to be programmable such that various angles can be accounted for in a single scan path. See paragraph 4.0 of the revised SOW which includes Gimbal must be programmable and automatic.

9. UV filtration to remove algae is desired or not?

Government Answer – This is not a requirement of the solicitation. Offerors may proposed their own solution; however, offerors should note that in accordance with the FAR 52.212-1 addenda contained in the solicitation, award is based on lowest priced technically acceptable criteria. Proposals will not receive any additional credit for exceeding the established minimum defined requirements of technical acceptability.
