1.0 Background

1.1 U.S. Army Office of The Judge Advocate General's (OTJAG)

The Judge Advocate General's (JAG) Corps provides legal services for the Army, its Soldiers, family members and retirees. Judge advocates serve as prosecutors and defense attorneys for criminal trials under the Uniform Code of Military Justice. In addition, they practice international, operational, labor, contract, environmental, tort, and administrative law. Judge advocates also provide routine legal services for the Soldier, retirees and their families. They practice in military, state, and federal courts. Judge advocates practice throughout the continental United States, Alaska, Hawaii, Japan, Korea, Germany, Italy, and other countries. The OTJAG

Information Technology Division (ITD) is responsible for all Information Technology (IT) systems and initiatives in support of the

OTJAG.

1.2 OTJAG Network (JAGCNet)

The OTJAG Network (JAGCNet) is the Army JAG Corps enterprise knowledge management portal on the Internet. JAGCNet consists of 96 enterprise applications and over 6000 total databases. Migration to a Microsoft.Net platform from the current IBM platform began in

2019. This migration from the Domino platform to a Microsoft.Net platform must be complete by the end of this contract (base and all option years). Attachment 0003 of this PWS lists the applications to migrate. Collectively, these include web enabled business applications, information repositories, public and private websites, and administrative utilities. The JAGCNet serves over 10,000 end-users, including Department of Defense (DoD) attorneys, paralegals and support personnel around the globe. These end-users access

JAGCNet in order to use these enterprise tools to accomplish their legal support missions.

1.2.1 Application, customer and help desk support is provided from a centralized application within the JAGCNet website. The centralized help desk addresses questions concerning the JAGCNet website, all of the JAGC business applications, and other online tools for its end-users. On average, the help desk handles approximately 28,000 help desk tickets per year.

1.2.2 The OTJAG ITD provides virtual support and maintenance to their environment which resides in a cloud based network environment consisting of 50+ virtual servers and more than 10,000 end-users.

1.2.3 All actions within the division are entered, approved and tracked within the Change Management Request (CMR) system. This is a required system for Certification and Accreditation that manages all changes, whether developmental or administrative, that occur on the servers.
