# Question Answer Q&As added per Amendment 0003
1 In Section L-22.1.1.6, the solicitation asks for a description of required personnel training and certifications including x-ray skills.
From the performance specifications, there does not appear to be a reference to any x-ray requirements for these items. Please clarify if we need to include personnel training and certification related to x-ray skills.
Personnel training and certification related to x-ray is not required. However, offerors are encouraged to have x-ray skills available in case of any failures and their subsequent investigations.
2 I-109 (b), 52.209-3 FIRST ARTICLE APPROVAL -- CONTRACTOR TESTING (p.55). What is the correct due date for the first article test report? This paragraph states “30 calendar days from the date of this contract”. Section A, Supplemental Information, states “FAT Delivery – 360 days after contract award”.
The First Article Test report is due 360 days after contract award. I-109 (b) will be updated.
3 L-22.2.2 (3) Section 3 Subcontracts (p.104). Please clarify what information is required in Past Performance Volume II, Section 3 Subcontracts. The data specified does not appear to align with past performance data
As stated in the solicitation “The information provided for the prime Offeror and each proposed major subcontractor must include the entire company name, company address, CAGE Code, DUNS Number and type of work to be performed by citing the applicable solicitation requirement.”
4 L-22.4.2 (p.105). Please confirm that the calculation of the total contract price (for small business participation) is correct. Per the instructions, “the total contract price is determined by adding the unit price for a single M19, M21, M23, and FAT costs from each ordering period at the max quantity range price, which is the estimated maximum number of assemblies to be purchased on this contract.”
Yes, the calculation of SB Participation is based on the max contract price.
5 M-5.4 (P. 113) – The price computation chart demonstrating how the total evaluated price will be calculated was not included. Can you provide this chart?
A Price Matrix will be added as Attachment 0024.
6 Please clarify what the requirements are for CDRL A025 Management Plan, Process Capability, Control, and Improvement (PCCI). Block 5, Contract Reference, on CDRL A025 specifies “Section J, QA Requirement 31” which we were unable to locate.
There was no reference to PCCI in the scope of work (section C of solicitation W15QKN-20-R-0072) or the Quality Assurance Requirements (Attachment 17 Contract Addendum).
Attachment 0017 will be amended to reflect QA Requirement 31.
Q&As added per Amendment 0004 7 The price matrix provided in Amendment 0003 did not include any weighting or formula showing how this will be calculated. Can you provide the price computation chart that demonstrates how the total evaluated price will be calculated?
Refer to Section M 5.3 of the Solicitation which discusses how pricing will be calculated. Weighting shall not be provided.
