Solicitation # W15QKN-19-Q-1257 Plattsburgh, NY USARC Ramp Project Questions CSS 9246
Q1: See SOW paragraph 11.8.4.3 mentions that Page 6 of the DWG CAD Drawings includes details on the railings to be installed. Only 5 Pages are included in the DWG CAD File including the Cover Page.
Please clarify if there is an additional page of the drawings and if so will it be provided A1: Specifications are listed on page 5 of 5 of the CAD Drawings.. The SOW states page 6 – this is a typo.
Q2: See SOW paragraph 11.8.5.3 : "Contractor shall provide and install new storefront system at Door #2 to match existing dimensions. Storefront is to be institutional grade, contain 1 (one) Door at proposed location, be black anodized finish."
Scope does not mention Blast Resistant Glass, regulations require when exterior glass i.e. windows and doors are replaced they must be replaced with Blast Resistance Glass and/or Glazing.
Will the Government be requiring Blast Resistant Glass wherever called for in the SOW and Drawings?
A2: New door will receive glazing as part of the FP upgrades separate from this project.
Q3. Will the Government accept FRP Wall Paneling in lieu of all glass being requested and needing to be Blast resistant as per UFC?
A3: No.
Q4: As per Line 11.8.5.11 "Contractor shall provide and install any and all ADA approved pushbuttons for automated entry." There is an inherent conflict between physical security and ADA requirements. Physical security requires exterior doors to be locked at all times with electronic access control. ADA requirements provide automatic doors with Push Buttons for anyone to walk through the door. There is no mention of order of operation or what will take precedence in this project. Will access control for these doors be deleted and push buttons left for anyone to walk through the door?
A4: No. Egress shall allow for push-button exit only at both doors.
Q5: Will push buttons and automation for door be required due to the fact that access control currently exists for granting access to only authorized personnel?
A5: Same as A4.
Q6: Will automatic doors and push buttons be tied into access control and what order of operation will be required?
A6: No.
Q7. Will existing Access Control and Intercom be relocated for visitors requiring handicap access to a more suitable location? Typically access control, intercom and automatic push button door controls are located together for convenience and accessibility.
A7. No.
Q8: In previous Scopes of Work that required asbestos work verbiage was incorporated specifically for the contractor's use and direction. Please advise if this pertains to this project?
A8: It is our understanding that ACM is present if the floor-tile mastic in the location of the work. ACM abatement procedures shall be followed and adhered to while abatement is underway.
SEE: 11.8.1.2 "Contractor shall strictly adhere to all Federal and Local EPA Regulations to the extent possible in the Abatement of Asbestos Floor Tile and Mastic."
SEE 11.8.3.2 "Contractor shall Abate Asbestos Containing Tile and Mastic in effected hallway (from door to door) including steps to be demolished."
Q9: Will facility inhabitants be relocated for the duration of asbestos removal, air sampling and testing period?
A9: Coordination with the COR/RFOS shall be mandatory in order to plan accordingly. At this meeting, the contractor shall present abatement plan and procedures to Government personnel.
Q10: Is Plattsburgh NY054 slated for any Force Protection upgrades i.e. Blast Resistant Doors/Windows based on current USARC initiatives? If so, how would this contract be affected?
A10: Door (store-front) is not slated for replacement at NY054 however, BR film is slated to be installed on the store-front independent of this project.
Q11: FA Pull Station in Hallway where new storefront is being installed will be further than 5 foot from egress. Does Government want Pull Station moved to accommodate 5 ft from egress code?
A11: Yes.
Q12: There are Bulletin Boards Cork Boards, Mirrors in hallway not mentioned in Scope of Work. Will the Contractor be responsible for removal, storage and reinstallation after construction?
A12: Yes.
Q13: Kitchen Doorway, removal and reinstallation will generate a fair amount of construction dust and debris. Will contractor be responsible for safing off all existing equipment in Kitchen?
A13: Yes.
Q14: In regards to asbestos abatement, it appears floor tile and mastic was abated in last renovation approximately 2-3 years ago. Hallway Tiles and Glue appear to be new and non-asbestos containing material. Please confirm asbestos abatement is applicable to this contract.
A14: Refer to DPW Environmental Review and Record of Environmental Consideration (REC) which was uploaded to the CSS Ticket.
Q15. As per 11.8.3.9 “Contractor shall remove and dispose of double doors at the assembly area.” Scope of Work calls for the removal and disposal of Double Doors at Assembly Area but does not call for the replacement and/or reinstallation. Please confirm this is accurate.
A15: See answer to question 16.
Q16: Plan Page 2 of 5 calls for new Doors to be installed that are Fire Rated. Please be advised existing Drill Hall Doors are 2-3 years old, Metal Reinforced and Fire Rated and do not need to be replaced. Please advise.
A15: Since the existing doors meet fire protection requirements, they do not need to be replaced.
Q17: It does not appear that double set of doors from POV Entrance where new Ramp is called for are to be replaced. Existing Doors are smaller than ADA Compliance, existing masonry opening is too small for (2) ADA Compliant Doors. Suggestion would be to install new Storefront with Single 3.6 Door with FRP side paneling. Please advise on how the Government would like to proceed.
A17: Do not alter exterior door at POV Entrance.
Q18: Will Government require Vestibule Doors from POV Parking Area to be removed for free passage through after entering POV Main Door Entrance?
Q18: No, the doors will remain.
Q19: As per 11.8.5.10 “ Contractor shall provide and install concrete sidewalk, outside storefront to provide ADA approved entry way into new door location.”
There does not appear to be any drawings provided similar to the POV Lot Entrance Drawings for concrete work. Will the Government be providing more detail for the requested entry way into new Door Location?
A19: Government will provide drawings.
Q20 : As per 11.8.5.11 “Contractor shall provide and install any and all ADA approved push buttons for automated entry.”
Government Drawings do not depict Access Control at Storefront Doorway; Access Control currently exists and there is no intercom at this location. Does Government want to relocate Access Control next to ADA Compliant Buttons?
A20: Exterior Access Controls shall not be modified.
Q21: Does Government want to add Intercom to the existing location and existing system?
A21: No.
Q22: Will Government be removing Access Control at this location in its entirety or will Access Control and Push Buttons be tied into Automated Door? If so, what is the order of operation the Government will be requiring?
A22: Access controls will not be modified. Push button release shall be installed for egress only.
