INSTRUCTIONS TO OFFERORS
1. All questions shall be emailed to Timothy McCleary timothy.j.mccleary.civ@mail.mil (609) 562-4299.
2. It is the offeror’s responsibility that all offers submitted, regardless of method of submission, are received in this office prior to the time and date for receipt of the offer listed in Block 8.
3. Award will be made only after agreement has been reached on all terms and conditions at a fair market price for the supplies or services to be acquired.
4. Contractor must submit, at time of submission of its offer, a cost breakout to support the pricing on the bid schedule
5. Anywhere in this solicitation where the term “quote” is used, it is hereby changed to read “offer”.
6. Anywhere in this solicitation where the term “contractor” is used, it is hereby changed to read “offeror”.
7. Prior to a contractor receiving an award as a result of this solicitation, you must be registered and have an active, valid registration in the System for Award Management (SAM). To obtain information on SAM and/or to register with SAM, visit their web site at http://www.sam.gov.
8. You must complete and return all representations and certifications (unless reps and certs are posted online) with your offer and annotate your Dunn & Bradstreet Number and Federal ID Number with your offer.
9. An offer is due not later than time specified in block 8.. You may email your offer to Timothy McCleary at timothy.j.mccleary@mail.mil or hand-carry your offer to ACC-NJ, 5418 South Scott Plaza, Fort Dix New Jersey 08640.
10. All work shall be accomplished in accordance with attached Performance Work Statement.
11. Periodds of Performance are estimates and will run one year each with actual dates determined at contract award.
BASIS OF AWARD
Award will be made only after agreement has been reached on all terms and conditions at a fair market price for the services to be acquired.
STATEMENT OF WORK
1.Provide to Fort Devens Police all telecommunications services as outlined in the local dispatch center' SOP.
2. Supply Fort Devens Police with all requested documents (hard copies) BOP, Warrants, and License or registration information as needed.
3. Notify the Fort Devens Police supervisor of any unauthorized requests or actions by members of the department.
4. To provide the Fort Devens installation community all emergency 911 phone services to include Reverse 911 service calls.
5. To provide communication capability between the Fort Devens Police department and the local Municipal and State police Departments
6. Per Contract Manpower Data Reporting requirements; The Office of Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report contractor manpower information (including subcontractor manpower information) required for performance of this contract. The contractor shall submit all the information required in the format specified at the following web address https://cmra.army.mil/default.aspx.
The required information includes Contract Number Delivery Order Number (if applicable) Task Order Number (if applicable) Requiring Activity Unit Identification Code (UIC) Command Contractor Contact Information Federal Service Code Direct Labor Hours Direct Labor Dollars Location information [where contractor and subcontractors (if applicable)] performed the services, Contractors shall fill in the above fields on the website.

The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Fort Devens RFTA, DPTMS via a secure data collection site. The contractor is required to completely fill in all required data fields using the following address: http://www.ecmra.mil/ Note: information from the secure website is considered to be proprietary in nature when the contract number and contractor identity are associated with direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
7. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each Government fiscal year and must be reported by 15 October of each calendar year before your particular contract crosses fiscal years, 2 entries must be made to capture the data for the final contract period.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

REQUIREMENTS FOR CONTRACTOR EMPLOYEES
(a) All contractor employees requiring access to any Federally-controlled facility and logical access to Federally controlled information systems except for “national security systems” as defined by 44 U.S.C. 3542(b)(2), should be certified in Level 1 Anti Terrorism Training. The training is accessible from any computer with access to the World Wide Web and is available at https:/atlevel1.dtic.mil/at. The contractor is responsible for ensuring that the training has been satisfactorily completed and that valid certificates of completion have been submitted to the Contracting Officers Representative (COR) with a copy furnished to the Contracting Officer. The Certificates are valid for one year, therefore, training shall be completed every year for the duration of the contract.
(b) The term Federally-controlled facility is defined as:
(1) Federally-owned buildings or leased space, whether for single or multi-tenant occupancy, and its grounds and approaches, all or any portion of which is under the jurisdiction, custody or control of a department or agency;
(2) Federally-controlled commercial space shared with non-government tenants. For example, if a department or agency leased the 10th floor of a commercial building, the Directive applies to the 10th floor only;
(3) Government-owned, contractor-operated facilities, including laboratories engaged in national defense research and production activities; and
(4) Facilities under a management and operating contract, such as for the operation, maintenance, or support of a Government-owned or Government-controlled research, development, special production, or testing establishment.
(c) The term “Federally-controlled information system” means an information system (44 U.S.C. 3502(8) used or operated by a Federal agency, or a contractor or other organization on behalf of the agency (44 U.S.C. 3544(a)
