3. Description of Services or Supplies:.

The Nashoba Valley Regional Dispatch Center will provide the following services to the Fort Devens Police Department, all emergency 911 services, to include monitoring all incoming 911 phone calls from the installation, dispatchpatrol cars to the recorded address of these calls and dispatch ambulance and fire service to these calls if needed. Dispatch service will also inform police department by radio of all activefire and burglar alarms that are received from the addresses located on the installation property. The dispatch service will also provide any information needed on vehicle registrations whether the vehicle has an active or inactive registration with the state of origin as well as verification individual driver's license status.

5. Reasons for Authority Cited:

This service is a unique service. Emergency dispatch service can only be provided by a local dispatch center that has a switch board that is tied into the local telephone service to the area. The Nashoba Valley Regional Dispatch Center is the only agency that is presently linked to the local switch board for phone. To change this would require a separate contract to move the switch, at a substantially higher cost than this

7. Market Research: Market research was conducted by the Army Contracting Command – New Jersey (ACC-NJ), Ft. Dix Contract Specialist, Timothy McCleary on 19 June 2019. In accordance with (IAW) Federal Acquisition Regulation (FAR) Subpart 8.002, a review of mandatory sources was accomplished and it was determined that Religious Services required for this acquisition are unable to be obtained utilizing agency inventories, excess from other agencies, Federal Prison Industries, General Service Administration (GSA) solutions or the Procurement List maintained by the Committee for Purchase From People Who Are Blind or Severely Disabled. Nashoba Valley Disptach is the only source available on Fort Devens to provide emergency dispatch services. Nashoba Valley Disptach is tied in directly to 911 and the Fire Department on Fort Devens. Nashoba Valley Disptach is not a small business, they are a municipal organization. Contract should be awarded to the only available provider to continue safe operation on Fort Devens.

8. Other Facts: Market research revealed that Nashoba Valley Dispatch has been performing these services for the last six (6) years.

9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

10. Contracting Officer Certification/Approval: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon a comparison of proposed prices and with the Independent Government Cost Estimate and historical pricing of similar requirements.

I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government.

Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
