3. SITE RECONNAISSANCE

Personnel from WESTON, J2, and the 99th RRC conducted the site reconnaissance at the COL

Ernest H Dervishian USARC on 18 May 2006. Photographs were taken of each building on the

Property, adjacent properties, ACM and LBP sampling locations, and other environmental findings. Photographs are provided in Appendix A. GPS coordinate data were collected at each building corner, as shown on Figure 2. GPS coordinate data for each building’s corners are included in Table 1. GPS coordinate data were collected using a hand-held Garman Etrex GPS unit. Access to the Property is restricted. Buildings 00002 and 0001A had a restricted entrance and required escort by the appropriate personnel. The following areas were locked or inaccessible and were therefore not included in the survey: Administration Building USARC

(MB) (00001) - Rooms 111, 112, 113, 107, 3A, 7A, 9A, and 152; Operational Maintenance Shop

OMS (MB) (00002); Classroom Training USARC (AB) (0001A). At the time of the inspection, the OMS facility operator was not available to allow access to the OMS. The weather was sunny at the time of the site reconnaissance. The following subsections describe the survey results and findings of the site reconnaissance at the Property.

3.1 ASBESTOS

3.1.1 Survey Methodology

An ACM survey was performed in accordance with the U.S. Environmental Protection Agency’s

(USEPA) requirements for implementation of the Asbestos Hazard Emergency Response Act

(AHERA). Additional information regarding ACM survey methodology is provided in the

Sampling and Analysis Plan (J2, 2005).

Materials identified as ACM were categorized based on guidance from the 99th RRC. The ACM categories specified by the 99th RRC and used for this survey were as follows:

VA049_RICHMOND_FINAL 10/10/2006 8

VA049 - COL Ernest H Dervishian USARC

Category Type of Material Condition 1A Friable thermal system insulation ACM Damaged 1B Friable thermal system insulation ACM Significantly damaged 2 Friable surfacing material Damaged 3 Friable surfacing material Significantly damaged

4A Friable miscellaneous material Damaged 4B Friable miscellaneous material Significantly damaged 5 Friable ACBM (undamaged) Potential for damage 6 Friable ACBM (undamaged) Potential for significant damage 7 Friable ACBM or friable suspected ACBM

(undamaged) N/A

8 Non-friable ACM or suspected ACM N/A

The technique used at the Property for sampling the suspected asbestos and ACM materials was designed to minimize potential fiber release and possible contamination of surrounding areas. All representative materials sampled were collected in accordance with the AHERA Guidance for

Controlling Asbestos Containing Material in Buildings (USEPA, 1985).

During sampling activities, each suspect ACM was touched by the inspector to determine its friability and physical condition. A friable material is defined as a material that can be crumbled, or reduced to powder by hand pressure. The friability of a material directly corresponds to the potential of ACM to release airborne fibers, where high friability indicates a high potential for release. Sample information was documented on the Asbestos Bulk Survey Form. This form is provided in Appendix B.

Once the suspect ACM was identified, a core sample of the material was collected and placed in a labeled airtight bag. A chain of custody form was completed for the samples collected and delivered with the samples to AmeriSci of Midlothian, VA, for analysis. Polarized Light

Microscopy (PLM) was used to analyze samples according to USEPA Method 600/M4-82-020, incorporating visual estimates of identified material percentages.

Asbestos samples collected from the site were identified using a site-specific alphanumeric identification (ID) comprised of four components, as follows:

VA049_RICHMOND_FINAL 10/10/2006 9

VA049 - COL Ernest H Dervishian USARC

1. Facility ID (example: VA049 = COL Ernest H Dervishian USARC)

2. Building ID (example: 00001 = Administration Building)

3. Room Number

4. Sequential Sample Number

For example, the sample identification code VA049-00001-104-15 refers to the 15th ACM sample collected at VA049, in the Administration Building in Room 104.

Roofing materials and inaccessible rooms and ceiling areas were not inspected. Photographs were taken to document sampling points (see Appendix A) and two or more permanent reference points were included within the photograph to facilitate future location of the sampling point.

3.1.2 Survey Results

A total of nine ACM samples were collected on 18 May 2006 and analyzed to determine asbestos content. Figures 3 and 4 show all asbestos sampling points, and photographs of each sample location are provided in Appendix A.

The results of sampling indicate that ACM is present at the Property. Specifically, the following materials and quantities were identified as ACM: vibration damper on ceiling duct in Building

00001 (50 linear feet [LF]); door caulking on exit doors in Building 00001 (200 LF).

Table 2 summarizes the results of the ACM survey. Laboratory data packages are provided in

Appendix C.

3.2 LEAD

3.2.1 Survey Methodology

An X-Ray Fluorescence (XRF) survey for LBP was conducted using guidelines set forth in

Chapter 7 of the Housing and Urban Development (HUD) Standards and USEPA Regulation 40

CFR 745, Subpart D. A review of available existing building records, such as specifications, floor plan sketches and any other available documentation was performed prior to arriving at the

VA049_RICHMOND_FINAL 10/10/2006 10

VA049 - COL Ernest H Dervishian USARC site. A visual walk-through of the building’s exterior and interior was performed and an inventory of all accessible and/or exposed painted surfaces was developed throughout each building. Additional information regarding LBP survey methodology is provided in the

Sampling and Analysis Plan (J2, 2005).

The LBP testing criteria established for this project requires testing of all painted building surfaces and suspect components with an XRF lead detection instrument. The NITON Model

309 XRF was used for this project. All warm-up time and calibration tests were performed in accordance with the manufacturer’s specifications. The calibration consisted of conducting four initial tests that contain known concentrations of lead ranging from 0.0 to 5.0 milligrams per square centimeter (mg/cm2) at the beginning of the testing day, and recalibrating every four hours of use and at the end of the testing day. Any discrepancies in calibration are noted in the

Daily Field Quality Control (QC) Logs provided in Appendix B.

Suspect painted surfaces were tested on all homogeneous painted components (i.e., painted baseboards, walls, doors, doorframes). Any changes in paint color or textures were sampled and documented accordingly. LBP samples collected from the site were identified using a site-specific alphanumeric designation comprising five components, as follows:

1. Facility ID (example: VA049 = COL Ernest H Dervishian USARC)

2. Building ID (example: 00001 = Administration Building)

3. Room Number

4. Sequential Sample Number

5. Room Wall ID: A = Wall on same side as the building’s main entrance B = Wall adjacent to Wall A in a clockwise direction C = Wall opposite Wall A D = Wall adjacent to Wall A in a counterclockwise direction

For example, the sample identification code VA049-00001-120-01D refers to the first LBP sample collected at VA049. This sample was collected from Room 120 of the Administration

Building from the wall adjacent to Wall A in a counterclockwise direction.

VA049_RICHMOND_FINAL 10/10/2006 11

VA049 - COL Ernest H Dervishian USARC

Positive results are defined as detected concentrations that are equal to or greater than 0.5 mg/cm2. According to the manufacturer, the accuracy of the NITON XL-309 is ± 0.1 mg/cm2.

Roofing materials and inaccessible rooms and ceiling areas were not inspected. Photographs were taken to document sampling points (see Appendix A) and two or more permanent reference points were included within the photograph to facilitate future location of the sampling point.

3.2.2 Survey Results

A total of 32 LBP samples, including calibration samples, were collected and analyzed on 18 May

2006. Figures 3 and 4 show all LBP sampling points, and photographs of each sampling location are provided in Appendix A.

The results of XRF sampling indicate that LBP is present at the Property. Specifically, the following LBP and locations were identified: the green glazed block wall in Building 00001; the grey ceramic baseboard in Building 00001; the blue metal column in Building 00001; the grey metal column in Building 00001; the white porcelain sink in Building 00001; and the yellow glazed block wall in Building 00001.

Table 3 summarizes the results of the LBP survey.

3.3 RADON

According to the USEPA Radon Zone for Chesterfield County, the COL Ernest H Dervishian

USARC Facility is classified as being in Zone 1, defined as having an indoor average level greater than 4 pCi/L. No documentation was available indicating that a radon survey had been performed at the site.

3.4 TRANSFORMERS

Polychlorinated biphenyls (PCBs) were produced in the United States from 1929 to 1976, primarily for use as insulating material in electrical equipment such as transformers and lighting ballasts. Although PCBs are no longer being manufactured, electrical transformers, hydraulic equipment, and lighting ballasts containing PCBs may still be in service.
