QUESTIONS AND ANSWERS 30 JANUARY 2019
1. As per page 9 of 74 in paragraph 4.3.2, we are required to follow the local Fire Prevention Authority having jurisdiction. Please identify the local Fire Prevention Authority at this Federal Property.
ANSWER: Boston fire Department. (617)-343-3550. BFDPUBLICINFO@BOSTON.GOV
2. As per pages 18&19 of 74 in paragraph 11.2.1, please confirm that this solicitation does not include: building access systems; entrance door replacements; floor and ceiling tile replacement;
or repairing and repainting walls. We were informed at the site visit on 1/24/19 that this work is not in contract.
ANSWER: The statement of work was formally updated 25 Jan 2019 reflecting the removal of the above requirement.
3. Please provide a hazardous material survey for the building and grounds if we are to anticipate asbestos containing materials as noted on page 19 of 74 in paragraph 11.2.2.1.
ANSWER: Section 11.2.2.1 of the SOW originally included the doors, tile and security system; given that requirement was removed, this section is not applicable. Sections 4.8, 4.8.1, 4.8.3, 4.8.4 are still applicable and serve as clear guidance in the event suspected hazardous materials are identified and/or disturbed in the execution of this SOW.
4. Please identify the 5 collapsing storm drain covers and rings as noted on page 20 of 74 in paragraph 11.8.3.1a. Upon the site visit on 1/24/19, only one catch basin was noticeably collapsing and there are more than 5 storm drain structures in the parking lot. These “5 catch basins” are mentioned again in paragraph 11.8.4.1a ANSWER: The 5 catch basins are shown in PDF “Barnes MA004 PL” Total of 5 catch basins.
5. Please identify the quantity and location of handicapped parking spaces required to be striped as per paragraph 11.8.4.2.b. These spaces were not readily identifiable during the site visit on 1/24/19.
ANSWER PDF: The handicap spaces are shown in PDF “Barnes PL-3 Handicap Spaces.” A total of 9 spaces are identified in the DWG located in PL 3, Eastern corner by E street.
6. Please identify the specific lighting output required to satisfy paragraph 11.8.4.4a. The information provided in section 11.8.3.1c, indicates the existing heads are 400 watt metal halide. The cost worksheet states 2 23 1 amp watts.
ANSWER: Lighting output guidance is provided in UFC 3-530-01 Section/s 4-1, ”Exterior Lighting & Controls.” RSMeans is the method used for independent costing. The cost worksheet does show inconsistency with regards to the specific wattage however this is the line item from RSMeans that is the closest equivalent to the LED requirement. Many times RSMeans does not include exact matches in materials therefore alternative materials are chosen for the estimate.
SOW 11.8.4.4. states the new lighting shall be LED.
7. Please verify the existing parking lot light pole arm part numbers so that we may match a replacement head that will fit on the existing arms as per sections 11.8.3.1C and 11.8.4.4a. We could not access the arms during the site visit.
ANSWER: The on-site building manager photographed a downed pole and arm; no identifiable part numbers were immediately present. Please see PDF “Barnes Light and Pole Example.”
8. Please confirm that the light fixtures are not square pole mounting as listed in the cost worksheet. The two poles identified during 1/24/19 site visit are round.
ANSWER: The poles in question are round. RSMeans does not include exact matches in materials therefore alternative materials are chosen for the estimate.
9. On the Cost Worksheet, there is a Line item, “Lifting and hoisting equipment rental, crawler mounted, lattice boom, 100 t-ton capacity, 60’boom” We cannot identify any part of the work that would involve such a crane. Is this line item for listing and hoisting equipment in general?
ANSWER: RSMeans is the method by which independent estimating is compiled. The above crane, lifting and hoisting equipment is over and above the requirement for this job. The objective was to assure the contractor can safely and effectively reach the 50’pole height. A number and variations of smaller lifts will suffice.
10. Government provided pricing sheet is not numerically correct; i.e.: 11.8.1.1. does not exist in the scope; is there something missing from the Scope of Work?
ANSWER: Nothing is missing in the SOW, the correct reference to the SOW is 11.8.2.1a.
11. Question: Please provide information about existing lights that needs to be matched in LED light output (both type and wattage of existing lamps or lumen output required).
ANSWER: Please see answer #6 in regards to lighting requirements.
12. Is there currently a company with a service/maintenance/testing contract for the building's fire alarm system? If so, please provide name and contact information.
ANSWER: There is no company with a contract for the fire alarm system.
13. Where is the location of the voice annunciator that is not notifying personnel on 5th floor from alarm panel on 1st floor? Is this located on the first floor or the fifth floor? If 5th floor, is this the local operating console, (LOC) for the mass notification system that you are referring to? We are unfamiliar with the term voice annunciator and there appears to be no remote annunciator of any kind on the fifth floor.
ANSWER: There are two local operating consoles that are used for mass notification. One is located in the security office on the first floor, and the other is located at the security desk in the lobby on the first floor. Currently, neither is able to contact the speakers on the 5th floor. This is what needs to be corrected.
14. Is it your intention to connect the two fire alarm control panels with a fiber optic link so that they work both together but also independently in the event that one fails; or is it only necessary that each system trips the other and the voice communication is combined for mass notification? Also, is complete annunciation required at both panels or can a fifth floor alarm read as one zone at the first floor panel with the exact address for a fifth floor device only readable at the fifth floor panel?
ANSWER: It is only necessary that each system trips the other (e.g., when the panel on the first floor is signaling a building evacuation, the system triggers that same evacuation on the 5th floor and vice versa) and that the voice communication is combined for mass notification purposes. We use the system for a variety of emergencies and building announcements, so it is vital that the security desk can make vocal announcements to the entire building via the local operating console at the security desk.
15. Fifth floor manual override panel has a switch labeled SECURITY. Is there a security system that is integrated with this fire system?
ANSWER: There is no security system integrated with the fire system.
16. Please provide voltage characteristics for pole-mounted light fixtures to be replaced. While we can replace the fixtures with a multi-voltage unit for voltages between 120 and 277-volts, 480-volt fixtures are a special order with a separate cost structure and not part of any multi-voltage model.
ANSWER: It is our understanding the voltage characteristics are 277-volts.
17. Language in paragraph 11.2.1. needs reviewed. The work described in this paragraph doesn't align with other parts of the SOW and the IGE.
ANSWER: Language in paragraph 11.2.1. has been corrected. The following language was removed: "building access system, replace entrance doors". The corrected paragraph now reads "The contractor shall provide all plant, labor, equipment, tools, materials, supervision and transportation to accomplish the following work which consists of but is not limited to integration of fire alarm, repair of storm drains, repainting of parking lot striping, replacement of parking lot lighting and repair of perimeter fencing. All quantities are estimated. Contractor shall field verify all dimensions and quantities prior to ordering material".
18. Is the 99th looking for a Multimode Biometric CAC System inclusive of Biometric Visitor Badging to replace existing system?
ANSWER: No, this requirement, (access controls) was removed from the SOW.
19. Is system to match existing systems throughout 99th Division Territory?
ANSWER: No, this requirement was removed from the SOW.
20. Was this work covered under a recently solicited bid package titled “Emergency Entrance Door Repairs” Solicitation # W15QKN-19-Q-1059?
ANSWER: No.
21: Will the Government be requiring additional pricing detail up and above Government provided pricing sheet?
ANSWER: The only pricing detail required is included in the "Contractor Cost Breakdown" spreadsheet. Additional details may be required after review of the spreadsheet. Pricing detail shall be inclusive of all SOW objectives as detailed in the updated SOW.
22. Government Pricing Sheet provided does not appear to be reflecting all necessary work and materials that will be required to successfully complete the SOW; please advise?
ANSWER: The amended SOW is reflected on the Pricing Sheet.
23. Government provided pricing sheet is not numerically correct; i.e.: 11.8.1.1 does not exist in the Scope; is there something missing from the Scope of Work?
ANSWER: Please see answer #10.
