PUBLIC WATER SYSTEM OPERATIONS SERVICES FOR FORT DEVENS, MA

PERFORMANCE WORK STATEMENT

PART 1 GENERAL

1.1 BACKGROUND

The U.S. Army Garrison (USAG) Fort Devens Directorate of Public Works (DPW) has full responsibility for Real Property administration and Base Operations (BASOPS) support for U.S.

Army Garrison Fort Devens, located in Devens, MA. Inherent in this responsibility is the need to provide potable water for the base, which includes the use of drinking water systems located on the Fort Devens South Post.

1.3 DESCRIPTION OF PUBLIC WATER SYSTEM

Within the South Post Area, also known as the Range Complex, USAG Fort Devens owns several drinking water systems consisting of water wells, pipelines, storage tanks, treatment facilities and pump systems. The systems are collectively classified as a Transient Non- Community Water System with Massachusetts Department of Environmental Protection (MassDEP) Public Water System ID No. 2147006. The system includes the facilities described below and shown on the attached water distribution map.

Well D1: The well is a 12-inch by 8-inch diameter steel cased gravel packed 60.2-foot deep screened well with a pumping capacity of 25 gallons per minute (gpm). It is located on Dixie Road. The well head is enclosed in a subgrade vault that also houses pump controls, a pressure tank, and a liquid chlorinator. Well water is piped beneath Dixie Road to the bulk water supply point at Building 4329 where it feeds two hydrants. The well is registered with MassDEP under the Transient Non-Community Water System No. 2147006 as Well 02G.

Well OFT (Observed Fire Trainer): The well is a 6-inch diameter steel cased gravel packed 63.7-foot deep screened well with a pumping capacity of 3 gpm. It is located on Dixie Road where the well head is enclosed in a subgrade vault. Well water is piped underground to a mechanical room located in Training Facility 11 (FAC-11) located at Building 4322 on Dixie Road. The mechanical room houses pump controls, a pressure tank, and a liquid chlorinator. The well is registered with MassDEP under the Transient Non-Community Water System No. 2147006 as Well 01G.

Well 03G: The well is an 8-inch steel cased by 6-inch polyvinylchloride (PVC) gravel packed 118-foot deep screened well with a pumping capacity of approximately 30 gpm. The above grade well head is located approximately 300 feet south west of Building 4217 on Jackson Road.

Well water is piped underground to a mechanical room and utility mezzanine in Building 4217 that houses pump controls, a pressure tank, and a liquid chlorinator. The water supply then also connects to building 4233. The well is registered with MassDEP under the Transient Non- Community Water System No. 2147006 as Well 03G.

Trainfire Road Well: This 12-inch by 6-inch steel gravel packed 88-foot deep screened well has a pumping capacity of 25 gpm. The above grade well head is located approximately 150 feet west of Trainfire Road and 200 feet north of the FBI Classroom Building (629 Trainfire Road – Building FBI05). Raw well water is piped underground to a treatment building that houses pump controls, a pressure tank, booster pumps, bag filters, granular activated carbon filters, and a liquid chlorinator. Treated water is then piped underground from the treatment building to the FBI Classroom Building. The well is currently registered with MassDEP under the Transient Non-Community Water System No. 2147006 as Well 05G. At this time, the well system will remain inactive pending completion of plumbing repairs inside the FBI Classroom Building.

This PWS will be modified to include operation of this system at that time.

Training Area 9A: The Base Camp Integration Laboratory (BCIL) is located in South Post Training Area 9A on Bivouac Road. Bulk water is currently being supplied to the BCIL site while a new water supply well is being designed and constructed. Water is stored in six 3,000-gallon atmospheric storage tanks, and is tested in accordance with MassDEP requirements specified in the Coliform Sampling Plan for Transient Non-Community Water System No.

2147006 under RS 004. The estimated completion dates for the to-be-built water supply system is late-2018. This PWS will be modified to include operation of this system when installation is completed (see Section 2.2).

PART 2 SERVICE

2.1 DESCRIPTION OF PUBLIC WATER SUPPLY SERVICES

The Contractor will provide all plant, labor, equipment, materials, and perform all operations and services to act as the Public Water System Certified Operator for the water systems described herein in. Work will be performed in accordance with the requirements included in this performance work statement, Department of Defense (DoD) and Department of the Army (DA) Directives, and Commonwealth of Massachusetts Regulation 310 CMR 22.00 Drinking Water Regulations. The Contractor shall perform the specific tasks and functions detailed below.

2.1.1 TASK 1 – PUBLIC WATER SYSTEM OPERATIONS

The Contractor shall conduct the operation, sampling and testing of up to five water supply systems: Well D1, Well OFT, Well 03G, Trainfire Road Well, and Training Area 9A (BCIL) tanks (to be replaced by an Area 9A well system). Operation of these systems shall include:

production readings, maintenance of chlorine disinfection systems, and determining that system components (controls, valves, tanks, and pumps) are operating properly. Sampling and Testing shall include: systems purging, collection of representative water samples, and chemical analyses in accordance with DoD, DA, MassDEP regulations and sampling protocol at all supply wells and per each delivery of bulk water to the BCIL. Detailed specifications for Sampling and Testing are presented in Section 2.1.2. All work shall be conducted or supervised by an individual with an appropriate license grade recognized by the Commonwealth of Massachusetts Board of Certification of Operators of Drinking Water Facilities.

The Contractor will provide services necessary to ensure each water system provides safe, potable drinking water 24 hours per day. Services shall include the provision of supplies and maintenance of chlorination systems, and testing according to the schedule below. The Contractor shall be responsible for recurring inspection and maintenance including minor repairs, tightening of loose fittings and fasteners, backflow preventers, and cross connections.

Maintenance shall be performed in accordance with a preventative maintenance schedule and include, but not be limited to minor electrical repairs such as repairing loose connections and replacing light bulbs; and recurring replacement of lubricants, filters, tubing, worn belts, fittings, and fasteners.

All weekly inspections will be documented and logs of the inspections shall be provided monthly along with any scheduled testing results. The Contractor is responsible for the timely submission of all required reports to MassDEP.

2.1.2 TASK 2 – WELL SYSTEM SAMPLING AND TESTING

The Contractor shall perform the sampling, testing, and reporting as specified in MassDEP 2017- 2019 Water Quality Sampling Schedule dated December 2016 (attached) and Coliform Sampling Plan dated 07 November 2017 (attached), and any subsequent revisions to these documents deemed necessary.

The Contractor shall also perform testing for Perfluorinated (PFAS) compounds as directed in the Assistant Chief of Staff for Installation Management Memorandum entitled Supplemental Drinking Water Monitoring Guidance for Perfluorooctane Sulfonate and Perfluorooctanoic Acid dated 21 June 2017 (attached). As the drinking water was tested for these compounds in 2016, subsequent rounds will be required in 2019 and 2022.

All analytical work shall be performed by a MassDEP certified laboratory.

2.1.3 TASK 3 – ANNUAL REPORT

In accordance with Commonwealth of Massachusetts Regulation 310 CMR 22.00 Drinking Water Regulations, the Contractor shall report electronically to MassDEP and DPW annually, by the due date specified by MassDEP, full and complete information describing the operation of each water supply system during the prior year. This Annual Statistical Report will include, but not be limited to, the amount of water that passes through the distribution during the preceding calendar year.

2.1.4 TASK 4 – BULK WATER RECEIVING AND TESTING

The Contractor shall receive delivered bulk potable water from a MassDEP-approved Emergency Bulk Water Provider as listed on the official MADEP website (http://www.mass.gov/dep/water/drinking/bulkvend.htm) and as regulated under 310 CMR 28 et.

seq. Deliveries of up to 18,000 gallons to the BCIL storage tanks located adjacent to the Water Storage Building will be made on an on-call basis within 24 hours of notification by the COR.

The water operator will coordinate deliveries with Bulk Water Provider and the Product Manager Force Sustainment Systems (PM FSS) Representative located at the BCIL job site. The water operator will receive the delivery, connect the tanker trucks to the storage tanks, and oversee the filling process. The delivered bulk water will be measured in gallons and tested in accordance with the Coliform Sampling Plan dated 07 November 2017 (attached) and any subsequent revision to this document.

Deliveries of bulk water will continue into late-2018 when the Training Area 9A well is expected to be operational. All analytical work shall be performed by a MassDEP certified laboratory.

2.2 TRAINING AREA 9A WELL SYSTEM (TO BE INSTALLED)

2.2.1 TASK 5 – TRAINING AREA 9A SYSTEM OPERATIONS

When installation of this system in complete, operations shall include: production readings, maintenance of filtration and chlorine disinfection systems, and determining that system components (controls, valves, tanks, and pumps) are operating properly. Services shall include the provision of supplies and maintenance of filtration and chlorination systems, and testing according to-be-established schedule.

2.2.2. TASK 6 – TRAINING AREA 9A SAMPLING AND ANALYSIS

When installation of this system is complete, Contractor will be responsible for sampling, testing, and reporting as specified in a to-be-established water quality sampling schedule and the Coliform Sampling Plan for this system.

The Contractor shall also perform testing for Perfluorinated (PFAS) compounds as directed in the Assistant Chief of Staff for Installation Management Memorandum dated 21 June 2017 (attached). Water samples will be collected and analyzed for PFAS concurrently with samples collected from the other water supply in 2019 and 2022 (see Section 2.1.2 above).

All analytical work shall be performed by a MassDEP certified laboratory.

2.2 TASK 7 - UNSCHEDULED SERVICES

A contingency amount of funds has been included in the contract for unscheduled services. The Contractor shall not exceed the amount. The Contracting Officer may change the amount based upon circumstances. Unscheduled services include (but are not limited to):

Participation in MassDEP inspections (e.g., sanitary surveys and permit-related inspections).

Actions required by MassDEP to operate a Public Water System that is compliant with regulations.

Actions required by the US Army to operate, maintain, repair, and/or alter the Public

Water System (including cost associated with resolving corrective actions) or to notify the general public of conditions or actions.

The Contractor shall furnish a written cost estimate to the COR or designated representative on any maintenance and repair estimate, to include material and labor costs for approval. The work required under this section of the contract shall not exceed the micro-purchase thresholds which are $2,500.00 for services and $3,500.00 for commodities in any one instance. If the estimated cost exceeds the micro-purchase threshold, the requirement shall be referred to the Contracting Officer for approval. The Contractor shall be reimbursed by the government, at actual invoice cost, limited to all approved parts, labor used, and transportation costs upon receipt of applicable invoices. If the Contractor and government point of contact determine equipment is beyond economical repair the Contractor, in coordination with the government inspector, shall recommend to the contracting officer, in writing, that such equipment be replaced. The Contractor shall include substantiating data to support the recommended replacement. The Contractor shall return equipment no longer used to the COR.

PART 3 WORK CONDITIONS, STANDARDS, REQUIREMENTS, AND

QUALIFICATIONS

3.1 MISCELLANEOUS EXPENSES

No miscellaneous expenses subject to reimbursement by the Government are to be incurred without prior approval from the Contracting Officer.

3.2 SUBMITTALS

Upon the initiation of the contract, the Contractor shall submit his selection for a testing laboratory along with copies of the current registrations for the operator(s).

All MassDEP reporting shall be submitted directly to the MassDEP electronically or in paper copy by the Contractor. A copy of all such reporting shall also be provided to Fort Devens Directorate of Public Works (DPW) within 15 days of submittal to the MassDEP. Any reports involving the repair and replacement of Government Provided Equipment shall be submitted directly to DPW.

Corrective Action Plans (CAP) shall be submitted to DPW in draft form prior to submittal to the MassDEP. The DPW will review and approve documents for submittal. The Contractor should allow for a 7 calendar day review period.

3.3 ANTI-TERRORISM (AT) AND OPERATIONS SECURITY (OPSEC)

3.3.1 AT LEVEL 1 TRAINING

This provision/contract text is for Contractor employees with an area of performance within an Army controlled installation, facility or area. All Contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The Contractor shall submit certificates of completion for each affected Contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within [insert number of calendar days] calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: https://atlevel1.dtic.mil/at.

3.3.2 ACCESS AND GENERAL PROTECTION/SECURITY POLICY AND

PROCEDURES

This standard language text is for Contractor employees with an area of performance within an Army controlled installation, facility or area. Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes.

3.4 QUALIFICATIONS FOR PUBLIC WATER SUPPLY OPERATIONS

Certified Operator means an operator who has received a certificate of competency issued by the Board of Certification of Operators of Drinking Water Supply Facilities in accordance with 236 CMR 2.00 through 5.00, and currently maintains a valid license. The Contractor must have a current license as a Public Water System Certified Operator within the Town of Lancaster, Massachusetts and have at least five (5) years of experience with Transient Non-Community Water Systems. The duties of the operator are delineated in the partially completed MassDEP Public Water System Certified Operator Compliance Notice (attached). The Contractor is required to complete the form and file it with the Massachusetts DEP within 30 days of award this contract and then annually for the duration of the contract.

PART 4 CONTRACTOR MANPOWER DATA REPORTING – TASK 8

The Office of Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor will report Contractor manpower information (including subcontractor manpower information) required for performance of this contract. The Contractor shall submit all the information required in the format specified at the following web address: https://cmra.army.mil/default.aspx.

The required information includes:

Reporting period will be the period of performance not to exceed 12 months ending September 30 of each Government fiscal year and must be reported by 15 October of each calendar year. If your particular contract crosses fiscal years, two entries must be made to capture the data for the contract period.
