1. This solicitation is to purchase Investigative Interview Human Simulation Software and an Interactive Media Instruction (IMI) module for The U.S. Army The Inspector General School (TIGS). Requirements are detailed within the Performance Work Statement.

2. This is a Firm-Fixed-Price (FFP) contract.

3. The Period of Performance (POP) for this contract is Twelve (12) months from date of award.

4. The place of performance will be primarily at the Contractor's facilities, but may require periodic on-site visits to government facilities.

GENERAL INFORMATION TO OFFERORS OR QUOTERS

1. Responses must set forth full, accurate and complete information as required by this solicitation (including attachments). Fill-ins are provided on Standard Form (insert form numbers), and other solicitation documents. Examine the entire solicitation carefully. The penalty for making false statements is prescribed in 18 U.S.C. 1001.

Performance Work Statement

Investigative Interview Human Simulation Software & Interactive Media Instruction Module

1.0 SCOPE

1.1 This Performance Work Statement (PWS) outlines the effort to purchase an Investigative Interview (Whistleblower Reprisal Scenario)

Human Simulation Software package and an Interactive Media Instruction (IMI) module for The U.S. Army Inspector General School (TIGS).

This PWS establishes the requirements for the analysis, design, development, and production of a Whistleblower Reprisal Scenario

Training Module which will include a series of role-play simulations for TIGS students. This software will be used to practice and improve verbal and non-verbal communication skills in an effort to enhance investigative skills and techniques. The software shall support and augment the current U. S. Army TIGSs training objectives. The contractor shall provide the necessary system engineering, design engineering, hardware, software, personnel, supervision, management, materials, services, equipment, facilities, testing, technical, logistics, and clerical support to perform the tasks specified in this PWS.

The software shall be hosted on the Inspector General network (IGNET), and be accessible on TIGS classroom desktop computers, seminar room laptop computers, faculty computers, and student laptop computer systems located at the Army Inspector General School, 5500 21St

Street, Building 247, Fort Belvoir, VA 22060.

1.2 At no time shall the Contractor direct or supervise Government or other Contractor personnel while performing the requirements of this contract. Contractor personnel are not employees of the Federal Government and shall not represent themselves as such.

1.3 At no time shall any Government personnel direct Contractor personnel to perform any task or requirement not described in this PWS or contrary to the terms and conditions of the contract. Only the Contracting Officer has the authority to direct the Contractor or make changes to the requirements of this contract. If Contractor personnel are uncertain or believe that they may have been given unauthorized direction by Government personnel other than the Contracting Officer, they shall report immediately to their supervisor for resolution prior to performing the directed task. The Government shall not be liable for payment or obligation of funds for the performance of work that arises as a result of an unauthorized commitment until and if the commitment is evaluated to be in the best interest of the Government and a contract modification with appropriate funding has been executed by the Contracting Officer.

1.4 Contractor Management Oversight: The Contractors management shall oversee the execution of the administrative, managerial, and financial aspects of this contract. The contractor shall identify the individual to the Contracting Officers Representative (COR) and

Contracting Officer as the focal point of all programmatic issues.

2.0 TIGS BACKGROUND

The U.S. Army TIGS is a training facility used to train and educate Army, Navy, Air Force, and Marine Corps Inspectors General (IG).

TIGS has two (2) large classrooms and four (4) smaller seminar rooms with desktop and laptop computer systems. TIGS schedules eight

(8) Basic Courses seating up to sixty-four (64) students, and three (3) Advanced Courses seating up to fifty (50) students each fiscal year. Each student attending TIGS receives a laptop computer to use throughout the course.

IGs are required to perform four (4) major functions; Inspections, Assistance, Investigations, and Teaching/Training. Nested within these functions is the requirement to conduct interviews, sensing sessions, and other information gathering techniques necessary to glean information and support IG Reports and finding statements. IG reports may adversely affect those who are being investigated and may remain in their official record for up to thirty (30) years. For this reason, it is vital for IG students to learn and practice

Whistleblower Reprisal investigative techniques using proven and highly effective training tools.

3.0 TASKS

3.1 Work Plan-Timeline/Integrated Master Plan-Schedule

The Contractor shall develop a Work Plan-Timeline/Integrated Master Plan-Schedule in accordance with DI-MGMT-81117 (CDRL A001) to be delivered at the Post Award Kickoff Conference no later than fifteen (15) days after award. The Contractor shall produce, deliver, and maintain a Work Plan to include an Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) for development efforts.

Guidance on IMP and IMS development can be found in the DoD Integrated Master Plan and Integrated Master Schedule Preparation and User

Guide.

The Work Plan shall describe the Contractors management and technical processes, procedures, methodologies, and tools for accomplishing the tasks identified in this PWS. The Work Plan shall also identify all risks and define how the Contractor shall mitigate risks that might delay content, quality, and delivery. Work plans shall include, but are not limited to, the following information:

The Work Plan should serve as a basis for subsequent detailed planning and provide management with in-process verification of requirements in order to make informed milestone decisions. Throughout the period of performance, the Contractor shall update the Work

Plan and Timeline to reflect program management and administration. The Work Plan updates are subject to government approval.

The Contractor shall develop the Investigative Interview (Whistleblower Reprisal Scenario) Human Simulation Software module to supplement already existing methods used in training within TIGS. The system will be created to run on stand-alone personal computers that meet or exceed the current Integrated Learning Environment (ILE) standards for Army workstations. Development shall also include web-delivery through the Armys AKO Learning Management System. The Contractor shall not commence development of software until receipt of the Governments approval of the work plan.

3.2 Conference, Meetings, and Reviews

3.2.1 Contractor Responsibilities: The contractor shall plan, attend, coordinate, support and conduct conferences, meetings, and reviews (hereinafter called reviews). Conference agenda shall be submitted to the Government in accordance with DI-ADMIN-81249 (CDRL

A002). The review may be conducted at both the Government and Contractor facilities or via Video Teleconference for all reviews with the exception of the Post award Kick-off Conference and the Learning Objective meeting. Locations to be agreed upon by both parties, as needed. All such reviews shall be included in the work plan. The Government reserves the right to cancel any review or to require any review to be scheduled at critical points during the period of performance. Contractor shall prepare minutes for all reviews in accordance with DI-ADMIN-81250 (CDRL A003).

3.2.2 Post award Kick-Off Conference: A post award kick-off conference shall be held at the TIGS facility at building 247, 5500 21st

Street, Fort Belvoir, VA 22060 no later than fifteen (15) days after contract award. The date shall be coordinated between both parties, Contractor and the Government. The Contractor shall present their Work Plan and timeline to include a draft Integrated Master

Plan (IMP) and Integrated Master Schedule (IMS). The meeting will be approximately 1 business day in length. Agendas and the Work Plan shall be subject to government approval and must be approved two (2) working days prior to the scheduled meeting. The purpose of this meeting is to discuss the Contractors Work Plan, milestone schedule, review cycles, liaison procedures, and to establish a working relationship among key personnel. The TIGS management consisting of the Contracting Officer Representative (COR) and Subject Matter

Experts (SME) will be present. The Contractor shall have the Contractor Project Manager (CPM) and script writers and design team to

complete the teaching objectives and develop the scenario and characters for the simulation as described below:

a) Determine learning objectives: The Contractor and Government SMEs shall define the precise skill set the user is expected to build while using the simulation. Specific measurable objectives will be formulated from the most important points on which the e-learning and simulated conversation will focus.

b) Define scenario: After determining the learning objectives, the team will work to define scenarios that will allow the user to engage in extensive practice of the identified objectives. Scenario shall include a description of the simulated characters with whom the user will interact and the circumstances on which the conversations will be based.

c) Develop characters: Once scenarios have been clearly defined, the character will be further developed. Every aspect of a characters personal history will be created, with specific effort to make these details as realistic as possible. As a character is developed, two types of traits will be identified: constant traits and variable traits. Constant traits will include background information

(i.e., name, age, and gender), which will remain the same across every play of the simulation. Other constant traits may include job, military experience, family, friends, education, and religion. Variable traits will allow the user to have a different experience each time he or she plays the simulation. These traits may include character motive, temperament, experiences, and demeanor. Once the variable traits are identified, they will be used to specify how the character versions will differ.

d) Create emotional states: The emotional states determine how a specific version of the character will change within a simulation.

The emotional states of the character will fluctuate based on how the user interacts with him or her. For example, if the user chooses too many inappropriate statements, the character may become frustrated.

3.2.3 TIGS Learning Objective Meeting and In-progress Reviews

a) The Contractor shall participate in a TIGS Learning Objective meeting that will be conducted no later than (15) days following the

Post-Award Kickoff Conference. This meeting will allow the Contractor to review and validate their understanding of TIGSs

Investigations Learning Objectives. The meeting will be held at the TIGS on Fort Belvoir, VA 22060. The meeting will last approximately one half day. Deliverables: CDRL A002 & A003.

b) In-progress Reviews will be held on a monthly or as needed basis at a date and time mutually agreed upon. The Government reserves the right to cancel any review or to require any additional reviews to be scheduled during the period of performance. The contractors progress, management, assurance of compliance with contract requirements, program status, funding, problem identification and resolutions shall be agenda items. Deliverables: CDRL A002 & A003.

3.2.4 Content Design Meeting

The Contractor shall participate in a Content Design Meeting, which will follow the TIGS Learning Objectives meeting. The Content

Design meeting will be a working group to finalize technical requirements, establish acceptable content design strategies, discuss module/lesson content, review and select screen interfaces, and further establish the plan for management, development, production and implementation of the web-based content. This meeting will be used to communicate the roles and responsibilities of team members, present the planned approach to all members, and fine-tune the design approach. This information shall be addressed in the Contractors

Final submittal of the Working plan/Timeline, and Instructional Media Design Package (IMDP) addressed below. The Design Meeting shall be held no later than thirty (30) days after the TIGS Learning Objectives meeting, on a date and time mutually agreeable to the

Government and Contractor. The meeting will last one day and will take place at TIGS, Suite 2410, 5500 21st Street, Fort Belvoir, VA

22060. Deliverables: CDRL A002 & A003.

3.3 Develop the Design Document

The Contractor shall develop a Design Document (in their own format) (CDRL A004) in advance of the final Instructional Media

Design Package (IMDP) that outlines the specific elements of the simulation based on technical input from TIGS. This document shall include the teaching objectives, a detailed description of simulation scenarios, and information about the simulated characters description and background. As the simulation is developed, these functional requirements may be revised and upgraded.

The contractor shall identify the four (4) specific elements for the simulation training system: 1) Determine Learning Objectives for the End User; 2) Define Scenario: 3) Develop Character; 4) Create Emotional States. The Design Document is due no later than

60 days after the Content Design Meeting

3.3.1 Develop the simulation per the Government Approved Design Document

a) Write Simulation Script: The Contractor shall develop scripts for the simulation, including questions and statements for the User, each with multiple responses with which characters can reply. The number of potential character responses for any user statement may vary. The number of potential character responses for the total system shall be approximately 800 responses with a minimum of 350 to

450 trainee options. The script shall contain a wide variety of questions and statements from which the User can choose, including appropriate and inappropriate choices. The Contractor shall ensure that they work closely with the designated Government Team to ensure that the scripts dialogue, words, dress, and behaviors are realistic and comply with all governing guidance.

b) Complete Simulation Logic: As the script is entered into the database, the Contractor shall control the conversation logic of the simulation by determining the availability of questions and or responses to the User. For example, when a simulation is first started, the only choices available to the User shall be questions or statements in which the User greets the simulated Character. As the conversation progresses, more questions and statements shall become available to the User, based on conversation history. The

Contractor shall enter the script into a database that is only for the development of the TIGS Human Simulation Software Module detailed in this PWS.

c) Develop Scoring: Using the Learning Objectives, the Contractor, with technical input from the SMEs, shall determine a list of scoring criteria to be used to rate the users performance. Once criteria has been developed, the Contractor shall create a scoring system that will allow the user to receive a numeric score at the end of each simulated conversation.

d) Incorporate Feedback and Help Functions: The Contractor shall provide specific feedback to the End User specific to each question and response based on the scoring criteria, through the use of an on-screen help assistant (coach), who will respond with both nonverbal gestures and detailed text statements.

e) E-Learning Component: The Contractor shall write training content to be included in the E-learning component using the applicable application at the time of Contract Award which will be utilized as part of the Investigative Interview (Whistleblower Reprisal

Scenario) Human Simulation Software module.

f) Tape/Record Audio. The Contractor shall use its studio and production equipment to videotape professional actors (minimum at least one (1) Male and one (1) Female) in the role of a simulated character. The actors shall perform all of the characters responses within the simulation. The video shall be edited and encoded for integration into the simulation software. The Contractor shall record a minimum of two audio files (one male and one female) based on the user questions scripted.

g) Create User Interface: This interface shall include introductory and closing/scoring screens and a Users Guide with short concise instructions for running the simulations. Closing screens shall present detailed scores of the students performance and provide the opportunity to review a transcript of the entire conversation.

h) The Contractor will develop the Investigative Interview (Whistleblower Reprisal Scenario) Human Simulation Software module to supplement already existing methods used in training within TIGS. The system will be created to run on stand-alone personal computers that meet or exceed the current ILE standards for Army workstations. The Contractor shall not commence development of software until receipt of the Governments COR approval.

3.3.2 Learning Environment (ILE) Compliance

The Contractor shall develop the TIGS software course content in compliance with the ILE standards and specifications documentation.

The Contractor may use MIL-HDBK- 29612-5 and MIL-HDBK-29612-3A, Section 6.5.1 (Electronic Performance Support System) as guidance in accomplishing tasks described in this Statement of Work.

3.3.3 Asynchronous Self-Paced Content Development

The Contractor shall develop up to four (4) hours of self-paced, computer-based ILE- compliant Level I and II IMI content with up to

90 minutes of Level IV simulations for various student interactions and responses. The Contractor shall ensure that all IMI content is accessible and playable by personnel using a personal computer (PC) or laptop computer using standard Internet connections to include the World Wide Web and IGNET. The Contractor shall develop, revise, and enhance all IMI content using commercial off-the-shelf (COTS) software. The IMI content shall be capable of playing on Army computer systems that use Microsoft Windows and conform to the required standards and guidelines as set forth in the ILE Developmental Guidelines.

3.3.4 Developmental Control

The Contractor shall be required to provide Meeting Agendas, Meeting Minutes, minutes for IPRs, Kickoff Meetings, and Monthly Progress

Reports (CDRL A005 (DI-MGMT-80555)) as specified in CDRLs. For the purposes of this contract, emails from the COR shall be considered official correspondence. The government shall make available to the contractor as Government Furnished Information (GFI) certain informational material and SMEs that will be required for the successful completion of this PWS. The Contractor shall have use of the

Government Furnished Information (GFI) for the duration of the period of performance. Request for data and information, in addition to GFI, shall be made directly to the COR on an as-required basis for the duration of the period of performance. Upon completion of the contract, the Contractor shall deliver all results of analysis, all source code for all products (i.e. graphics, text, multimedia, etc.) in electronic format, and return all provided GFI to the Government. Upon completion of the delivery order, the Contractor shall deliver all source code to include all SME comments and corrections from the content review process, in a Life Cycle Managers notebook

(in Contractors format) containing all developmental source material necessary for life cycle support.

Developers creating ILE-compliant content for deployment on the World Wide Web are required to test a representative sample of their content using the W3C Validation tool (available at ://validator.w3.org/ ). W3C validation ensures markup validity of content, meaning it will display and run properly in all web browsers that comply with the standards set forth by W3C. Electronic versions of logs for the tested representative samples of content must be provided when its accompanying content is delivered for GCAT testing.

Developers creating ILE-compliant content for deployment on the World Wide Web are required to test a representative sample of their content utilizing the ADL Test Suite (available at ://www.adlnet.org ). All content submitted for hosting must be accompanied by an electronic version of the ADL Test Suite Log files. There are three log files in total providing results for the Sharable Content Object

(SCO) Run-Time Environment Conformance Test, the Meta-data Conformance Test, and the Content Package Conformance Test.

Developers creating ILE-compliant content for deployment on the World Wide Web are required to test a representative sample of their finalized content. Developers are highly encouraged to test a framework (a prototype) of their content early on within the design / development stage to ensure their design approach tests successfully.

3.3.5 Configuration Management Website

The Contractor shall utilize a configuration management website to provide data storage and management of information collected during the design, development, and evaluation of all training during the contracted period of performance. The Government team will be able to use this tool to perform on-line reviews. Signature blocks shall be provided for the PM, COR, Lead SME, and other Subject Matter

Experts. Final approval of each product will be marked by the signature of the Lead SME and the COR. The Lead SME will be capable of deleting requested changes by the team, while consolidating the reviewers comments into one document in contractor format (CDRL A006).

This document will be forwarded to the COR. The detailed design for the configuration management, tracking, and reviewing tools will be determined at the Contract Post-Award Kickoff Meeting. The configuration management website shall be available to all TIGS designated team members. The site shall be password protected and have intrusion detection to automatically shut-down the site if tampering is suspected.

3.3.6 Shareable Content Object Reference Model (SCORM) Compliance

The Contractor shall develop the IMI to meet the latest SCORM specification supported by the ILE as of the date of contract award. The application of SCORM shall provide code to allow for the creation of a course structure, the content of a course element and the course, and content metadata so that content can be identified and found in repositories, delivered over the World Wide Web, and

managed by a Learning Management System (LMS). The Contractor shall produce the required metadata tags for all training products in order to identify reusable learning objects.

3.3.7 Metadata Tagging

The Contractor shall tag electronic assets and SCOs that are capable of being re-used or re-purposed for other courses within the Army based on a multi-SCO SCORM organization of items. To the maximum extent possible, the Contractor shall re-use and re-purpose existing assets with unlimited rights for the TIGS module.

3.3.8 Screen Interface Design

The screen interface design shall be reviewed and approved by the COR and TIGS. The Contractor shall participate in the Post-Award

Kickoff meeting to finalize any needed clarifications to the screen interface design. During the Post Award meeting, the Contractor shall provide samples of possible screens that will meet Army requirements. The Government team will discuss and select a final screen interface and set of functions during the Design Content Meeting.

3.3.9 Classification Markings Adherence

The Contractor shall ensure that all contractor personnel who participate in the role play scenarios are briefed and comply with all

OPSEC guidance. The contractor will not include any visual images of government identification cards or other personal identifiable information.

3.3.10 Branding

The Contractor shall not brand any IMI content with their logo or corporate name. All IMI content will be branded only by the logo selected by TIGS.

3.4 The deliverable must meet or exceed the following key requirements:

The human simulation software and IMI module shall consist of human simulation which can be used to support and enhance student interview skills and techniques. This module will be scenario-based training which shall encompass, as a minimum, the following:

* Analyze interviewee responses to open-ended / close-ended questions

* Identify verbal response cues

* Identify non-verbal response cues

* Develop responses to open-ended / closed-ended questions

* Develop appropriate questions to encourage interviewee responses

The training package developed for TIGS shall also include a comprehensive e-learning component, a Level IV interactive role-play simulation, and extensive user feedback. Level IV interactivity is defined as "real-time participation", whereby the student is directly involved in a life-like set of complex cues and responses. Throughout the development process, the contractor shall work with

Army IG appointed SMEs to ensure that the training objectives of the package align with Army IG training initiatives. The package shall include a minimum of four (4) hours of non-repetitive training with the following aspects:

* E-Learning:

Video-introduction (<1 minute) to the system

^ Interactive user instructions

^ Overview of how the user will be scored following the conversation

* Interactive role-play simulation

^ Audio-recorded statements for both male and female users

^ Video-recorded character responses

TIGS an opportunity to provide product access to a wider audience. During this period, the Contractor shall make any necessary changes.

3.5.2 DVD Install Package: Contractor shall deliver 5 copies of the DVD Installation Package in accordance with CDRL A007. This package shall be designed to run on computers that meet or exceed the following requirements:

* 1 GB RAM

3.5.3 Sharable Content Object Reference Model (SCORM) Simulation Package: The Contractor shall deliver a Sharable Content Object (SCO) for use on the Army IG Website located at: http://tigs-online.ignet.army.mil/tigu_online/index.htm . This package shall provide open-access, meaning that anyone who can access the site can use the training product. Users will not be required to register or log into the course; therefore the product will not track user data. Alternatively, the Contractor shall deliver a SCO for integration onto a Learning Management System (LMS) such as Army Knowledge Online (AKO). This delivery method would utilize AKO/Common Access

Card (CAC) login credentials to register and track users.

4.0 DISTRIBUTION RIGHTS/DATA RIGHTS

5.0 CONTRACTING OFFICERS REPRESENTATIVE (COR)

A COR will be appointed by the Contracting Officer and the Contractor will receive a copy of the appointment letter. The COR monitors all technical aspects of the contract and assists in contract administration. TIGS will be an integral part of the review, acceptance, and rejection process to ensure that quality proficiency-based training materials are developed, delivered, tested and hosted per the PWS requirements. Overall coordination, approval, and authority for this project will be the responsibility of the

COR, who will establish a team for technical input and performance testing. The COR is authorized to perform the following functions:

assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of the technical requirements, including Government drawings, designs, and specifications; monitor the

Contractors performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate the availability of

Government Furnished Property; and provide or coordinate site entry for Contractor personnel (if required).

The COR will serve as the Government Technical Point of Contact and will coordinate interface with the Contractor Program Manager and design team and provide technical guidance as necessary. The COR will be the administrative point of contact for all technical guidance and administrative oversight. Final acceptance of all deliverables and tasks performed by the Contractor is the responsibility of the COR.

A letter of designation issued to the COR, a copy furnished to the Contractor, states the responsibilities and limitations of the COR, especially with regards to changes in cost or price, estimates or changes in delivery dates or requirements. The COR is not authorized to change any of the terms and conditions of the contract, or scope of the PWS.

6.0 SUBJECT MATTER EXPERTS (SMEs)

The Government shall provide access to SMEs from TIGS (as necessary). All requests for SME participation will go through the COR. The

COR will then provide the contractor the SMEs email and phone number. If the SME does not respond within three (3) work days from the notification from the contractor, the contractor must contact the COR via email to resolve the delay. The Governments SMEs supporting this contract will have sufficient background and experience to verify the technical information requirements. Government provided

SMEs will provide and approve content and context for the human simulation software program. All deliverables will be approved by the

COR. A Government SME will be available to travel to the Contractor site during simulation video production. This is to ensure firsthand review and approval of actors appearances; to include uniforms, costumes, props, training aids, and content that is deemed important to the quality and authenticity of the simulations.

7.0 QUALITY ASSURANCE PLAN AND PERFORMANCE REQUIREMENTS SUMMARY

7.1 Quality Control: The Contractor shall ensure that work complies with the requirements of the contract and PWS. A formal Quality

Control Plan (QCP) is not required for this contract, however it is recommended. Any and all deficiencies found by the Contractor shall be brought to the attention of the Contractors Program Manager and corrected in a timely manner.

7.2 Quality Assurance Surveillance Plan: The Government shall evaluate the Contractors performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the

Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the Acceptable Quality Levels (AQL) (See Attachment 0002).

8.0 SECURITY AND SAFETY

8.1 Security: Contractors are required to gain access to Fort Belvoir, VA using the Tully Gate visitor's entrance. Contractors must have two (2) government photo identification cards. The installation visitor's office will conduct on the spot security checks and inspect Contractor vehicles. Upon approval, contractors will be issued a pass to access Fort Belvoir. Contractors must proceed directly to TIGS, Building 247, 5500 21st Street, 22060.

8.2 Safety: The Contractor shall comply with applicable safety requirements, laws and clauses included under this contract.

8.3 Mishap Notification and Investigation: The contractor and its subcontractors (if applicable) shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government personnel and to cooperate in any resulting safety investigation. The contractor shall notify (via telephone) the cognizant contracting officer, the COR, and/or other applicable members within four (4) hours of all mishaps or incidents. The Government person notified by the contractor will in-turn notify the Safety office. Contractor notifications made after duty hours shall be reported to the appropriate installation Command Post. If requested by the cognizant contracting officer, the contracting officers representative, and/or the cognizant program manager, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records until released by the investigating safety office. If the Government investigates the mishap, the contractor and the subcontractors shall cooperate fully and assist the Government personnel until the investigation is completed.

9.0 GOVERNMENT FURNISHED INFORMATION (GFI)

Initial delivery of required GFI, referenced under paragraph 2, to support this effort shall be provided within 15 days of contract acceptance. Subsequent identification of required GFI may necessitate a GFI request by the Contractor. Each request must be in writing (e-mail) and shall be sent to the COR, with a copy to the Contracting Officer (KO). The Contractor shall acknowledge receipt of all GFI (that is, materials other than those downloaded from websites) in writing (email) to the COR within 3 business days after receipt. All GFI will be returned to the forwarding Government agency within five (5) working days after Period of Performance is completed. The Contractor shall comply with all data markings and distribution statements in accordance with DoD Instruction 5230.24

The Contractor shall provide the necessary system engineering, design engineering, hardware, software, personnel, supervision, management, materials, services, equipment, facilities, testing, technical, logistics, and clerical support to perform the tasks specified in this PWS. All development will be conducted in Contractors facility.

13.0 TRAVEL

The contractor shall be required to travel to TIGS located at Ft. Belvoir, VA to fulfill the task requirements identified in this PWS.

14.0 Confidentiality

This effort and all materials provided to the Contractor by the Government and their results, shall not be disclosed, copied, modified, used (except in completion of this requirement) or otherwise disseminated to any other person or entity at any time to include, but not limited to inclusion in any database external to the Government Customer without the Government Customers express written consent.

15.0 CONTRACT MANPOWER REPORTING (CMR)

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Human Simulation Software and IMI via a secure data collection site. The contractor is required to fill in all required data fields completely using the following web address: http://www.ecmra.mil/ , and then click on "Department of the Army CMRA" or the icon of the DoD organization that is receiving or benefitting from the contracted services.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), this runs

October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October

31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk by clicking on "Send an email" which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component's CMR website.
