Executive Summary to the Request for Proposal (RFP) for Armament Software Engineering Center Software Engineering Services
1. Background:
The primary objective of this program is to fill a need in providing software engineering and acquisition support throughout the
2 73
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
lifecycle of their systems. This life cycle support includes supporting the system throughout the development process and maintaining it following transition to Government control through a means of an Indefinite Delivery/Indefinite Quantity Contract over a (5) five year period. The Armament SEC Directorate requires contractor support to assist in providing high quality services throughout the organization for software engineering, infrastructure, technologies and equipment requirements in the following four (4) functional areas:
a. Functional Area 1 - Software Development.
b. Functional Area 2 - Software Sustainment.
c. Functional Area 3 - Software Process Assurance.
d. Functional Area 4 - Armament SEC Infrastructure Support.
The contractor shall furnish all necessary services, personnel, labor, facilities, materials, supplies and equipment (except those delineated as Government furnished property or material) to meet the requirements set forth in the Performance Work Statement (PWS). The contractor shall not perform any requirement unless specifically assigned in a task order. Each task will utilize performance-based methods for acquiring services as required. Each task will be prepared using Performance Work Statement techniques where appropriate and will include mandatory performance work statement requirements, as required.
Training - The contractor shall provide training to government personnel based on individual task order requirements.
The contractor shall complete annual Armament SEC Organizational Standard Process (OSP) training as required.
Government Furnished Equipment (GFE)/Government Furnished Material (GFM) - The
Government may provide GFM and/or GFE based on individual task order.
Personnel/Citizenship - Technical and administrative activities performed under this scope of work shall be limited to US Citizens only.
Contractor personnel shall have the appropriate level of investigation and/or security clearance for each site of performance of work.
The Contractor shall observe and comply with all security provisions in effect at each selected site.
The contractor shall not use proprietary information in the performance of this scope of work unless specifically authorized by the
Government in writing prior to such use. The Government will have sole use, unlimited rights to all the designs, data, and documentation developed as part of this contract.
2. Contracting Strategy:
This is a full and open competitive acquisition for the award of multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts with
Firm Fixed Price (FFP) Task Orders. Award of a basic IDIQ contract will be made to offerors submitting the best overall proposals, which are determined to be the most beneficial to the Government. The actual number of awards to be made will be based upon review of responses to the Solicitation. Individual orders will be competed amongst base IDIQ contract holders. The period of performance for each contract will be five (5) years from date of award. It is the Governments intention to make multiple awards. The Total Contract Maximum value is $45M. The minimum ordering obligation for this contract is $500. The combined total of all task orders issued under all awards resulting from solicitation W15QKN-18-R-0033 will not exceed $45M. After contract award, individual Task Orders will be competed amongst the multiple awardees under each respective contract utilizing fair opportunity procedures in accordance with FAR 16.505(b)(1). The period of performance for each Task Order will be twelve (months) after contract award, with the option to extend the period of performance an additional twelve (12) months.
3. Security Procedures:
The services to be performed under this effort will be at various levels up to and including Secret. The services to be performed shall also require the contractor to gain access to locations and offices within Picatinny Arsenal, NJ and other sites. Security provisions will be specified on a form DD254. Security requirements will be specified based on individual task order.
To permit execution of assigned responsibilities, the Government will provide the contractor full access to unclassified information and data upon signing of non-disclosure agreements and classified information and data upon signing of non-disclosure agreement and appropriate clearance documentation. This will be done on a Task by Task basis. Non-disclosure agreement, DD2345 and AMSTA 1350
(provided as attachments in Section J) must be submitted to the attention of Nicole Thalmann at nicole.l.thalmann.civ@mail.mil, with request for solicitation attachments.
4. Contract Labor Rates:
FFP Task Orders: The contract loaded labor rates provided in Attachment #0001 are locked and will be used for all Firm Fixed Priced orders. These loaded rates are subject to downward adjustment only when multiple awards are made as multiple offerors are permitted to submit lower competitive rates when competing for a task order.
5. Contract Labor Hours:
3 73
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
The contract labor hours for each labor category provided as an attachment in Section J, Attachment 0001, of this contract are provided for contract award evaluation purposes and are based on expected hourly requirements for each labor category. The total contract maximum for this contract is based on dollars and is $45M as stated above, not hours. The loaded labor rate proposed and awarded on contract is the loaded rate for each period no matter what number of hours are ordered and is locked (subject to downward adjustment only) for firm fixed priced tasks.
