Labor Categories
Description
Program/Project Manager*
Coordinates and monitors the scheduling, pricing, and technical performance of company programs. Responsibilities also include aiding in the negotiation of contracts and contractual changes and coordinating preparations of proposals, plans, specifications, and financial conditions of contracts. Develops new business and expands product line. Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to program from various departments. Ensures projects are completed on time and within budget. Acts as advisor to program team regarding projects, tasks, and operations. Requires at least a bachelor's degree and at least 10 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complex tasks. A certain degree of creativity and latitude is required. Leads and directs the work of others. Typically reports to a unit/department head.
Configuration Analyst Manager
Manages the coordination and administration of configuration management activities. Formulates procedures for and executes the introduction of changes to engineering documents. Monitors the review of released engineering change data and change accounting activities to ensure adherence to configuration management procedures and policies. Ensures projects are completed on time and within budget. Acts as advisor to the configuration analysis team regarding projects, tasks, and operations. Requires a bachelor's degree and at least 10 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complex tasks. A certain degree of creativity and latitude is required. Typically reports to a unit/department head.

Prepares and/or maintains documentation pertaining to programming, systems operation and user documentation. Translates business specifications into user documentation. Plans, writes, and maintains systems and user support documentation efforts, including online help screen. Requires at least an associate's degree in a related area and 4-6 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Primary job functions do not typically require exercising independent judgment. Typically reports to a supervisor or manager.
Business Specialist I

Requires at least an associate's degree in a related area and 0-2 years of experience in the field or in a related area. Business Specialist II

Engineering Technician I
Assists engineers in the development of the organizational infrastructure. Completes tasks related to the design and implementation of hardware and/or software. Tracks and reports on systems performance. Requires at least a high school diploma or its equivalent and 0-2 years of related experience. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Typically reports to a supervisor or manager.
Engineering Technician II*

Works under general supervision; typically reports to a supervisor or manager. A certain degree of creativity and latitude is required.
Engineer I
Responsible for design, development, implementation, and analysis of technical products and systems. Performs engineering design evaluations. May develop a range of products. Graphics Design Specialist, Sr.*
Uses knowledge of current graphic design software to produce graphic art and visual materials for promotions, advertisements, films, packaging, and informative and instructional material through a variety of media outlets such as websites and CD-ROMs. Generates and manipulates graphic images, animations, sound, text and video into consolidated and seamless multimedia programs. Must remain abreast of technological advances in the field and be able to identify areas of use in the organization. Requires at least a bachelor's degree or its equivalent and at least 4 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision; typically reports to a supervisor or manager. A great deal of creativity and latitude is expected.
Measurement Engineer*
Applies mathematical theories to new areas of scientific investigation. Develops and tests formulas to distribute to engineers for use. Provides mathematical measurement support to engineering and/or product teams. Requires a graduate degree in a related area with at least 5 years of experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May direct and lead the work of others. Typically reports to a manager or head of a unit/department. A wide degree of creativity and latitude is expected. Will gather and analyze project data and activities to assist in project status and organizational reporting.
Operations Specialist I
Through the use of relational databases and other reporting tools, compiles data pertaining to the effectiveness and efficiency of the organization's internal processes. Prepares reports for management review. Requires at least a bachelor's degree and 0-2 years experience. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Typically reports to a supervisor.

Works under immediate supervision. Typically reports to a manager or head of a unit/department.
Process Engineer II

Identifies and develops process and equipment needed to produce specific products and components. Requires a bachelor's/master's degree and 2-5 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision. A certain degree of creativity and latitude is required. Typically reports to a manager or head of a unit/department.
Process Engineer III

Process Engineer IV

Client/Server Database Administrator
Administers, maintains, develops and implements policies and procedures for ensuring the security and integrity of the client/server database. Implements data models and database designs, data access and table maintenance codes; resolves client/server database performance issues, database capacity issues, replication, and other distributed data issues. Requires at least a bachelor's degree in a related area and 2-4 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision; typically reports to a manager. A certain degree of creativity and latitude is required. Will perform duties outlined in AR25-2 3-3a for the System Administrator role. Must comply with training requirements IAW DoD 8570.1 for the IAT Level II position, and may be required to have background with various server operating systems and database applications.
System Administrator*
Installs new software releases and system upgrades, evaluates and installs patches, and resolves software related problems. Performs system backups and recovery. Maintains data files and monitors system configuration to ensure data integrity. Requires at least a bachelor's degree in a related area with at least 2 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Primary job functions do not typically require exercising independent judgment. Typically reports to a project leader or manager. Will perform duties outlined in AR25-2 3-3a for the System Administrator role. Must comply with training requirements IAW DoD 8570.1 for the IAT Level II position, and may be required to have background with various server operating systems and database applications.
System Engineer I*

System Engineer II

Participates in the testing process through test review and analysis, test witnessing and certification of software. Requires at least a bachelor's degree in a related area and 0-2 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Primary job functions do not typically require exercising independent judgment. Typically reports to a manager.
Software Engineer II*

Software Engineer IV
Designs, modifies, develops, writes and implements software programming applications. Supports and/or installs software applications/operating systems. Participates in the testing process through test review and analysis, test witnessing and certification of software. Designs, plans, and coordinates work teams. Provides technical support to project team members. Requires at least a bachelor's degree in a related area and 6-8 years of experience in the field. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected. Typically reports to a head of a unit/department.
Software Architect, Sr.
Responsible for initial design and development of new software or extensive software revisions; products may be for use internally or for resale. Defines product requirements and creates high-level architectural specifications, ensuring feasibility, functionality, and integration with existing systems/platforms. Requires at least a bachelor's degree and may be expected to have an advanced degree in area of specialty and at least 10 years of experience in the field or in a related area. Demonstrates expertise in a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May provide consultation on complex projects and is considered to be the top level contributor/specialist. May guide a team of developers through the project to completion. Typically reports to a head of a unit/department or top management.
Training Specialist I
Designs and conducts company training programs. Monitors and reports the effectiveness of training on employees during the orientation period and for career development. May be involved in initial plan design and existing plan enhancements. Requires at least a bachelor's degree in a related area and 0-3 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Primary job functions do not typically require exercising independent judgment. Typically reports to a manager.
Training Specialist II
Designs and conducts company training programs. Monitors and reports the effectiveness of training on employees during the orientation period and for career development. Involved in initial plan design and existing plan enhancements. Requires at least a bachelor's degree in a related area and 2-5 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Training Specialist III

Responsible for developing and managing Information Systems security, including disaster recovery, database protection and software development. Manages Data security analysts to ensure that all applications are functional and secure. Requires at least a bachelor's degree with at least 6-8 years of experience in the field. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected. Typically reports to top management. Required to have DoD 8570.01-M Certifications for IAM III or IASAE II/III.
Data Security Analyst, Sr.
Maintains systems to protect data from unauthorized users. Identifies, reports, and resolves security violations. Requires at least a bachelor's degree in area of specialty and 2-4 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision. A certain degree of creativity and latitude is required. Typically reports to a supervisor or manager. Required to have DoD 8570.01-M Certifications for IAT III or IASAE I/II.
