Solicitation W15QKN-17-R-0015 Questions and Responses
Question - Please confirm that any contractor selected for award will receive a Base FFP ID/IQ contract and the minimum award will be a First Article under CLIN 0001AA.
Response - Receiving a base award does not guarantee receipt of quantity. Any contractor receiving an award will receive a base contract. Within 10 days after base contract award, the minimum guarantee will be placed on contract via a delivery order under the newly established CLIN 0007. If and when a contractor is awarded a delivery order for production, the minimum guaranteed amount will be subtracted from the FAT price on contract for that particular Ordering Period.
Question – Regarding delivery schedule, solicitation Clause F-4(a) states “a delivery schedule will be defined at the Delivery Order level when the specific period of performance for that effort is negotiated” and “First production lot will be due 90 days after Ballistic FAR approval at a minimum rate of 15,000 fuzes per month”. In addition, solicitation Clause L.5.1 states that “The Offerors process map must demonstrate a clearly defined approach to meet the minimum monthly requirement of 15,000 each M781 PD Practice Fuzes.” Given that the maximum range quantity in each ordering period is 800,000 Fuzes, but the solicitation only requires that the contractor demonstrate capacity of 15,000 Fuze per month, what total production period of performance should the contractor be prepared to execute (i.e., what is the maximum required capacity)?
Response - The period of performance for this contract shall be 60 months from the date of contract award or the maximum cost expenditure of $78,500,000, whichever occurs first. The USG may place orders at any time, within the terms and conditions of the contract, during the 60 month period of performance. Production and deliveries may take place beyond the period of performance, however, no new orders can be place once the contract has expired. There is no maximum required capacity. The minimum rate required is 15,000 fuzes per month.
Question – Is the evaluation going to be Low Price Technically Acceptable or Best Value?
Response – Low Price Technically Acceptable (LPTA).
Question – Upon receipt of the TDP, will the contractor be allowed additional time to prepare for proposal response? If not, will the Government establish the response time at 60 days?
Response – No. The TDP was released in Federal Business Opportunities (FBO.gov) on 10 April 2017 which was a month before the solicitation release. In order to receive the TDP, the contractor must request explicit access in FBO.gov. The Government can grant approval for access to the TDP on the same day upon receipt of the DD 2345, AMSTA-AR 1350 and the Non-Disclosure Agreement (NDA). Note: Amendment 0001 will be issued to extend the solicitation closing date from 19 June 2017 to 3 July 2017.
Question – In reference to L.5.4 the proposal must include copies of licenses/certificates. Can the contractor provide a list of licenses with expiration dates instead of a copy of the original licenses? This will save some pages for more detailed technical writing.
Response – Yes. In lieu of a copy of the original licenses, a contractor can provide a list of licenses. If providing a list, please include the following information:
1. Type of license and who it is issued to
2. License Number
3. Government Agency
4. Address of Agency
5. Issue & Expiration Dates
