Solicitation W15QKN-17-R-0008 Questions & Answers
1. I believe there is a phosphate requirement in the contract. Are phosphaters required to be NADCAP approved?
ANSWER: The phosphater does not need to be NADCAP certified to perform the phosphate operations themselves. However, per TT-C-490F w/Interim Amendment 3, certain lab testing will require "an ISO 9000/IEC 17025 or NADCAP certified laboratory". Please see TT-C-490 for the requirements of individual lab tests.
2. I did not see 52.232-16 Progress Payments or anything similar to this, please indicate if I missed it or its kind. As a small business, we do not have unlimited resources. Only the incumbent would have manufacturing cells in place to manufacture components like this. It is inconceivable for any company to have idle machinery for production at this magnitude.
a) If USG is to add Progress Payments, is there a way to have ramp up cost (purchasing of machinery, material payment terms for best economy of scale, hiring of essential personnel previously on contingency basis, etc) paid for upfront or through FAT?
ANSWER: Progress Payments may be requested following contract award and pending Government evaluation. However, should Progress Payments be granted after award they will be done in accordance with FAR 52.232-16.
3. For Solicitation Number: W15QKN-17-R-0008, on the technical documents in P16C29, when you access the drawings Documents 6-17 are not accessible. Please advise how to view these or obtain them.
ANSWER: Images/Documents 6-17 are .c4 images. Contractors should use either ImageR (https://g6msd.redstone.army.mil/) or Lucent Viewer (http://www.ec-edi.com/) software to view the drawings.
4. Can the bodies be forged in Canada with companies possessing their JCP certification? Can we use Canadian Subcontractors?
ANSWER: The Prime contractor must comply with DFARS 252.225-7001 and 252.225-7002 under solicitation W15QKN-17-R-0008.
5. Per solicitation W15QKN-17-R-0008, shell bodies, please clarify the amount/quantity of FAT per shell that is to be submitted so that we can price accordingly.
ANSWER: The "Conformance Criteria" in Table II of each item specification outlines the quantities that must be presented to the Government for FAT.
6. Per the solicitation's request. You are asking for the "original and five paper copies and five CD copies of the volumes. When you refer to the "original," do you mean a copy of the blank solicitation? Please define what "original" means.
ANSWER: Section L.2.3.1 (a) requires One (1) signed and completed paper copy of the attached Standard Form 33 (SF 33) and continuation sheets (Sections A through M, Section B with no prices) signed by a person authorized to enter into the proposed contract on behalf of the Offeror. Acknowledgment of all amendments to the solicitation and all continuation sheets are to be filled in as directed, i.e., proposed prices in the Price Matrix, any fill-ins required, such as Contract Data Requirements List: DD Form 1423 with Blocks 17 and 18 completed if required, and Certifications and Representations in Section K. Offerors are directed to thoroughly read the solicitation and fill in the required information in the appropriate solicitation clauses. For any fill-ins that are not applicable, the Offeror must acknowledge by indicating N/A. The proposal must also include computation for the use of Government Property, if applicable.
This aforementioned signed and completed paper copy is the ‘original’.
7. Am I correct in my understanding that winning this award only allows us to continue to bid on delivery orders?
ANSWER: The Government intends to award up to two, five (5) year Firm Fixed Priced (FFP) Indefinite Delivery/ Indefinite Quantity (IDIQ) type contracts for the production of 60/81mm HF-1 and Non HF-1 Shell Bodies covering FY17-FY21 requirements. Funds are not obligated on the base IDIQ contract award(s). Firm Fixed Price (FFP) Delivery Orders will be competed, utilizing best value techniques (LPTA or Trade Offs), among the awardees who have been awarded IDIQ base contracts and in accordance with Fair Opportunity as prescribed in FAR 16.505(b)(1). When a requirement arises for supplies/articles in Section B, a contemplation letter will be issued by the Procurement Contracting Officer (PCO) to each of the awardees. The contemplation letter will delineate the following: the CLIN, the Item and Quantity of Items, and the Delivery Schedule. Before issuance of the Delivery Order, the awardees shall respond in writing that they are able to meet the requirement therein and their proposed pricing. All delivery orders and/or modifications shall be purchased and executed only by the PCO at Army Contracting Command - New Jersey (ACC-NJ).
