Solicitation W15QKN-17-R-0008 Questions & Answers

1. I believe there is a phosphate requirement in the contract. Are phosphaters required to be NADCAP approved?

ANSWER: The phosphater does not need to be NADCAP certified to perform the phosphate operations themselves. However, per TT-C-490F w/Interim Amendment 3, certain lab testing will require "an ISO 9000/IEC 17025 or NADCAP certified laboratory". Please see TT-C-490 for the requirements of individual lab tests.

2. I did not see 52.232-16 Progress Payments or anything similar to this, please indicate if I missed it or its kind. As a small business, we do not have unlimited resources. Only the incumbent would have manufacturing cells in place to manufacture components like this. It is inconceivable for any company to have idle machinery for production at this magnitude.

a) If USG is to add Progress Payments, is there a way to have ramp up cost (purchasing of machinery, material payment terms for best economy of scale, hiring of essential personnel previously on contingency basis, etc) paid for upfront or through FAT?

ANSWER: Progress Payments may be requested following contract award and pending Government evaluation. However, should Progress Payments be granted after award they will be done in accordance with FAR 52.232-16.

3. For Solicitation Number: W15QKN-17-R-0008, on the technical documents in P16C29, when you access the drawings Documents 6-17 are not accessible. Please advise how to view these or obtain them.

ANSWER: Images/Documents 6-17 are .c4 images. Contractors should use either ImageR (https://g6msd.redstone.army.mil/) or Lucent Viewer (http://www.ec-edi.com/) software to view the drawings.

4. Can the bodies be forged in Canada with companies possessing their JCP certification? Can we use Canadian Subcontractors?

ANSWER: The Prime contractor must comply with DFARS 252.225-7001 and 252.225-7002 under solicitation W15QKN-17-R-0008.

5. Per solicitation W15QKN-17-R-0008, shell bodies, please clarify the amount/quantity of FAT per shell that is to be submitted so that we can price accordingly.

ANSWER: The "Conformance Criteria" in Table II of each item specification outlines the quantities that must be presented to the Government for FAT.
