FAR 8.405-6 Limited Sources Justification Under the General Services Administration
Federal Supply Schedule Program
1. Contracting Activity: U.S. Army Contracting Command – New Jersey
2. Description of Action: Integrated Personnel and Pay System-Army (IPPS-A) Project Functional Management Division (FMD) requests a Firm Fixed Price Task Order (TO) bridge modification to W15QKN-16-F-0013, under General Services Administration (GSA) Professional Services Schedule 00CORP, contract number GS-00F-008DA with Booz Allen Hamilton, Inc. (BAH), 8283 Greensboro Drive, McLean, Virginia 22102-3830.
Projected award of this TO modification is 17 May 2019 and Fiscal Year 2019 Operations and Maintenance Army funds will be used.
An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services: The IPPS-A system provides the Army with an integrated, multi-component, personnel and pay system which streamlines Army Human Resources, enhances the efficiency and accuracy of Army personnel and pay procedures, and supports soldiers and their families. The Army is developing and implementing the IPPS-A system incrementally, delivering functionality to users in two Increments with multiple releases, referred to as Increments I, Release 1 and Increment II, Releases 2, 3 and 4. The FMD requires continuous program support services to aid the development of the IPPS-A program. TO number W15QKN-16-F-0013 provides these support services. The proposed TO modification is a bridge effort to extend the FMD program support services in all areas of the Performance Work Statement for a period of eight months. The support services work to be performed under this bridge modification will be a continuation of all the requirements currently being performed under TO W15QKN-16-F-0013.
This modification will ensure continued, uninterrupted FMD program support services in support of the IPPS-A program. FMD program support services include the following
Program/Equipment: IPPS-A FMD Support Services
Version – September 2018 FOR OFFICIAL USE ONLY areas: functional operational web content management system support, functional office knowledge management support, functional lean six sigma operations analysis support;
functional operations research and statistical analysis; functional logistical support;
functional deployment readiness support, site support, event support, strategic planning, writing and research support, and subject matter experts (SMEs) in web based development, enterprise resource planning, legacy applications, and data base architecture.
The Period of Performance for the proposed TO modification is eight months (18 May 2019 through 17 January 2020). The total value of this modification is $6,149,996.00.
4. Authority Cited: Title III of the Federal Property and Administrative Services Act of 1949 (41U.S.C. 251, et. seq) and Title 40 U.S.C 501, Services for Executive Agencies, as implemented by FAR 8.405-6 and substantiated by the following:
Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
5. Reason for Authority Cited: The proposed contractor is BAH as they are the current Contractor under TO number W15QKN-16-F-0013 supporting FMD. BAH has the intricate experience and institutional knowledge of FMD’s requirements to support in the following areas: functional operational web content management system support, functional office knowledge management support, functional lean six sigma operations analysis support; functional operations research and statistical analysis; functional logistical support; functional deployment readiness support, site support, event support, strategic planning, writing and research support, and SME in web based development, enterprise resource planning, legacy applications, and data base architecture.
As the current contractor, BAH is the only viable source for meeting the mission requirements at this time. BAH has the intricate experience and institutional knowledge which is an integral part of program success during key program release dates. Award of a follow-on contract to a new contractor during one of these dates will present a
Program/Equipment: IPPS-A FMD Support Services
Version – September 2018 FOR OFFICIAL USE ONLY significant risk to the mission. BAH has gained a comprehensive understanding of the IPPS-A requirements, human relations, the suite of developmental tools, understanding of the Army’s 157 Army business processes and the core myriad of commercial off the shelf products. This unique and highly specialized knowledge was acquired over a three year period as a result of performing services under this effort. Such knowledge includes requirements development and blue printing activities for the IPPS-A program through continuous communication with external stakeholders. This deep understanding of the IPPS-A program is essential to providing effective functional management support services. BAH is currently the only contractor in possession of the knowledge for the functional and technical Army processes required to meet the scheduled technical milestones for fielding of Release 3 within Increment II. Without BAH's capability in this area, the Army will lack the expertise to provide high quality support services to satisfy the functional and technical requirements required for successful development of the IPPS-A system. Continuing with the current TO allows the FMD to maintain these specialized skills, SMEs and functional management expertise necessary to provide essential SME support to program level activities for Increment I and II Release schedules.
The need to extend the TO period of performance is critical to align the IPPS-A program, technical activity milestones and alignment with the start date of the follow on contract.
The technical activities are preparing for Increment II System Integrator lifecycle program milestone events. The IPPS-A program is currently fielding to the Army National Guard after completing a successful Limited User Test. IPPS-A is currently preparing for its next key milestones; Preliminary Design Review (PDR) in May 2019 which carries through to the Critical Design Review (CDR) in November 2019. Each of these project events require a critical review of the project's schedule, cost and performance constraints. The current performance period ends on 17 May 2019. If a follow-on contract were awarded to a new Contractor on this date, the phase-in period would be during the Release 3, PDR. A new Contractor would not possess the comprehensive understanding of the IPPS-A program to successfully begin work at any time between the PDR and CDR milestones.
FMD support services are critical to support the IPPS-A project and a lapse in service would be detrimental to the continued success of this program. FMD Support services serve a specialized role in assisting the IPPS-A Project Management Office as part of the Army's Program Executive Office Enterprise Information Systems. FMD support services will inevitably provide a full range of information technology-related functional support service activities throughout the IPPS-A lifecycle for the Army. Without the Contractor's functional expertise and experience to ensure favorable acquisition decisions and compliance with Department of Defense and Army regulatory guidance, PM IPPS-A FMD will lose its ability to make effective and efficient business decisions due to the lack of functional management operations support. The risk of losing this capability will delay the IPPS-A system development, which in-turn will limit the Army's readiness in supporting the Army's soldiers personnel and pay functions including promotions and/or call to Active Duty assignments.
Moreover, FMD depends on the expertise provided by the FMD support services contract in order to accurately document current requirements, ensure mapping to native PeopleSoft functionality, providing critical data interface support, providing testing support, training and deployment support, as well as program analysis support. A lapse in FMD support services would have a negative impact to the IPPS-A program, resulting in increased project cost, schedule delays, quality risk, and a failure to meet the PDR and CDR documentation requirements for Release 3, causing a delay in the build schedule for Release 3. The build schedule for Release 3 cannot begin unless the documentation requirements are met, resulting in a stand-still until FMD support services can be renewed.
If a new contract was awarded to a new Contractor between the key PDR and CDR milestones, the IPPS-A program would experience schedule and quality risks to the program outlined above. Continual FMD support from BAH is critical for the overall success of the IPPS-A program. Therefore, there is no reasonable alternative to extending the current TO for eight months; which extends services beyond that of the CDR milestone.
6. Actions to Increase Competition: A new competitive Request for Proposal will be released in May of 2019. The Government is currently conducting market research to determine the most appropriate contract vehicle.
7. Market Research: In accordance with Army Federal Acquisition Regulation Supplement 5110.002 procedures market research was performed and completed on 30 May 2018, by the FMD.
FMD utilized various market research techniques to include an analysis of current capabilities offered from GSA Schedules, Professional Services - Engineering Services, Management, Organizational and Business Improvement Services and posting a formal Request for Information (RFI).
The RFI was posted on 5 June 2018 on GSA Advantage and closed on 15 June 2018.
Twenty-one vendors responded to this RFI. Eighteen Contractors responded with a negative reply. Three Contractors provided a response (BAH, Connexux Hub and Space Metrics). The incumbent BAH (large business) provided a capability statement in response to the RFI. The FMD determined that the incumbent has the knowledge and capabilities to perform the work under the proposed extension. Connexux Hub (8a Small Business) and Space Metrics (Small Business) provided informational brochures but did not provide sufficient details to conduct a meaningful technical capability analysis.
On 19 December 2018, the Contract Specialist conducted market research for the competitive follow-on effort. FMD program support services could reasonably be obtained through the following contract vehicles, which contain similar scope as the current effort: GSA Alliant 2, GSA PSS, PASS and PASS Small Business. Therefore, the Contract Specialist posted a RFI to all four (4) of these contract vehicles on 28 March 2019. Each of the RFIs closed on 11 April 2019 and the results were submitted to the requiring activity for review. The pending results of the four (4) RFIs will determine the most appropriate contract vehicle for the competitive, follow-on effort.
Market research revealed there are several contract vehicles available for future use.
However, it is in the Government’s best interest to bridge the period of performance on the current TO with BAH due to the time constraints for the required technical activity milestones and quality risk to perform these functions under this program.
