1.1 INTRODUCTION

The purpose of this Task Order is to obtain program support services for the Integrated Personnel and Pay System-Army (IPPS-A) Functional Management Division (FMD) under the Deputy Chief of Staff (DCS), G-1, Technology and Business Architecture Integration (TBAI) Directorate. This document includes an extension of the current option year.

The Army currently relies on over 200 separate legacy information systems to provide personnel and pay management for all components (Active, Guard and Reserve). These systems were designed at different times, reside on different hardware platforms, use a variety of in-house and commercial software, and vary widely in their functionality. In addition, they are based on Component-unique business practices (Active, Guard and Reserve) that manage Component-unique data. Some interfaces have been operating for decades on what is now obsolete hardware. Overall, Army legacy personnel and pay systems vary greatly in modernity, maintainability, and functionality, resulting in deficiencies that cause numerous processing errors, manual workarounds, and increasing processing costs. The difficulty in integrating the Army’s Component unique data elements into meaningful information presents problems in monitoring deployments, responding to needs of family members, and implementing personnel and pay policies.

To address these deficiencies, the Army is developing and implementing an integrated personnel and pay management system – IPPS-A. IPPS-A will be a Web-based tool, available 24 hours a day, accessible to soldiers, Human Resources (HR) professionals, Combatant Commanders, personnel and pay managers, and other authorized users throughout the Army.

The Army will employ a hybrid solution for IPPS-A using Enterprise Resource Planning (ERP) software and Agile Development to deliver integrated personnel and pay capabilities, building on the trusted database and PeopleSoft foundation delivered as IPPS-A Increment I. The Army plans to use the current Army PeopleSoft 9.2 (or higher) ERP and Oracle 12c database capabilities, along with Application Technologies outside of the core ERP, to meet user requirements for the total system. IPPS-A will be developed and deployed incrementally, delivering full integrated personnel and pay management functionality gradually in the form of multiple releases. IPPS-A will provide personnel and pay management functionality for all Components of the Army (Active, Guard and Reserve).

FMD leads and manages requirements definition and strategic communications, while providing functional subject matter expertise to program level activities including system design development, training, testing, and deployment for IPPS-A. FMD partners with the IPPS-A Project Management Office (PMO) as part of the Army’s Program Executive Office Enterprise Information Systems (PEO EIS) to deliver the most efficient and effective Human Resource (HR) tools supporting Soldiers, Commanders, and HR providers.

FAR 3.104

1.2 SCOPE

This Performance Work Statement (PWS) provides program support services for IPPS-A

FMD.

The scope encompasses all activities necessary to provide the IPPS-A functional community with Contractor support services in the areas of Human Resource Management (HRM), Financial Management (FM), and Payroll operations. Contractor services under this contract are required in the following areas: Functional Operational web content management system (development & maintenance) support; Functional office Knowledge Management (KM) support; Functional Lean Six Sigma (LSS) Operations analysis support; Functional Operations Research and Statistical Analysis (ORSA); Functional logistical support; Functional Deployment Readiness support to include web content development, site support, Event support, Strategic Planning, and Writing and Research support; Technical Subject Matter Experts (SME’s) in the areas of web based development and deployment of Enterprise Resource Planning (ERP) suites or similar complex Commercial Off The Shelf (COTS) software applications; SME’s in agile software development and data base (ORACLE) architecture, design and development and Technical expertise needed to support subsuming legacy applications. The above functional support tasks may expand or decrease according to changes in policy and functional requirements during this contract period of performance. The period of performance for this contract is three (3) years, which includes one (1) - twelve (12) month Base Period and two (2) - twelve (12) month Option Periods. The period of performance of this extension is for eight (8) months. The Contractor shall identify to the Government at the contract Kick-Off brief how they intend to ramp-up personnel on the contract until full personnel execution is reached on the contract for planning purposes.

1.3 OBJECTIVES

FMD support is required for successful development of the first fully-integrated HR system supporting critically needed standardized personnel and pay processes for all three components (Active Component (AC), Army National Guard (ARNG), and United States Army Reserve (USAR)) which will deliver timely and accurate pay and benefits to all members. IPPS-A will subsume the functions of approximately 43 legacy systems across the Army and off ramp from five Department of Defense pay systems into an integrated personnel and pay system. With more than 1.1 million end-users at locations world-wide, IPPS-A will be the world’s largest Enterprise Resource Planning (ERP) system. IPPS-A will be web-based available 24-hours a day accessible to HR professionals, combatant commanders, personnel, and pay managers, Soldiers and other authorized users throughout the Army. IPPS-A addresses major deficiencies in the delivery of military personnel and pay services and also provides internal controls and audit procedures that prevent erroneous payments and loss of funds.

1.4 PLACE OF PERFORMANCE

The place of performance is at the following locations:

Polk Building, 2521 South Clark Street, Crystal City, VA 22202 Human Resources Command (HRC), 1600 Spearhead Division Avenue, Fort Knox, KY 40122 Soldier Support Institute (SSI), 10000 Hampton Parkway, Fort Jackson, SC 29207
