The following have been modified:

INSTRUCTIONS TO OFFERORS

1. All questions shall be in writing. Questions may be e-mailed to Fran Smith at Fran.r.smith.mil@mail.mil..

2. All quotes shall be in writing and are due no later than the date stated in block 8 of the solicitation. It is the quoter’s responsibility that all quotes submitted, regardless of method of transmission, are received in this office prior to the time and date for receipt of quotes. 3. Anywhere in this solicitation where the term “offer” is used, it is hereby changed to read “quote”.

4. Anywhere in this solicitation where the term “offeror” is used, it is hereby changed to read “quoter”.

5. Quotes must include the following information:

Price: pricing for each Line Item. Pricing must be submitted in the proper format. The proper format consists of QUANTITY * UNIT AMOUNT = NET AMT. In the event there is a difference between a unit price and the extended total, the unit price will be held to the intended price. If the quoter shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended price.

Complete blocks 12, 17 and 30 of the SF 1449 as well as any amendments. In doing so, the quoter accedes to the contract term and conditions as written in the Request for Quotes (RFQ).

Representations & Certifications within solicitation (if not registered in ORCA) Information requested in paragraphs 8 through 10 below.

Contractors shall quote on all CLINS. CLIN pricing should be all inclusive of labor, labor burden, other direct cost (material, equipment, fees, licenses, etc), G&A and profit.

All representations and certifications to include provision of Dun & Bradstreet number are to be returned with the quote. Dun and Bradstreet information can be found by calling (800)-333-0505. A contractor that is receiving an award resulting from this request for quotation must be registered in the System for Award Management (SAM). To register, quoters may log onto: https://www.sam.gov/portal/public/SAM/.

6. The Government may award a contract on the basis of initial quotes received, without discussions. Therefore, each initial quote should contain the quoter’s best terms. The Government reserves the right to conduct discussions if later determined necessary by the Contracting Officer. In the event revised quotes are requested, the quoter shall submit a complete replacement quote. Failure to submit any information requested by the solicitation may be cause for unfavorable consideration.

7. Due to restricted access to Fort Dix, contractors that will be hand carrying their quote are required to submit to the contracting officer a list of personnel planning to deliver the package not later than 24 hours prior to the due date. Contractors must also furnish the approximate time of arrival and the gate they will utilize. Contractors are cautioned that there may be delays at the gates and should allow adequate time for entering the installation to ensure packages are received prior to the time and date for receipt of quote. All individuals must have a picture id and no substitutions are authorized. Vehicles are also subject to search.

8. CONTRACT MANPOWER REPORTING:

The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the USAG Fort Devens via secure data collection site. The contractor is required to completely fill in all required data fields using the following address: http://www.ecmra.mil

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.mil/.

9. Performance period:

Base year:25 Sep 2015 to 24 Sep 2016
Option yr 1:25 Sep 2016 to 24 Sep 2017
Option yr 2:25 Sep 2017 to 24 Sep 2018

10. Basis of Award

Award shall be made to a single contractor. Offer must include prices for each item listed in order that quotes may be properly evaluated. Failure to do so shall be cause for rejection of the entire offer. The following factors shall be used to evaluate offers:

Technical - meeting the requirements of the PWS. The contractor must provide proof of the following: The Contractor shall have 5 years or more experience with Fire Alarm and Protection System inspection, maintenance, testing and certification. The Contractor must be currently certified as Master Electrician (Master Electrician License Name and Number) with experience in repairs/maintenance and installation of Fire Alarm Systems and Programming. Contractor must be registered, licensed and insured in the State of Massachusetts.

Price

Consideration to Past Performance will still be given/assessed under LPTA however, past performance is not an evaluation factor.

11. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six-month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.
