FIRE PROTECTION SYSTEMS MAINTENANCE

PERFORMANCE WORK STATEMENT
FIRE PROTECTION SYSTEMS MAINTENANCE
FOR
DEVENS RESERVE FORCES TRAINING AREA, DEVENS MA
(REVISED AUGUST 24, 2015)
GENERAL: The contractor shall provide all plant, labor, equipment, materials and supplies to test, maintain, repair, and replace fire protection systems within the building and facilities at Fort Devens Reserve Forces Training Area at Devens, MA as specified here within. The fire protection systems include fire alarm and detection, kitchen fire suppression, fire protection sprinklers, fire pumps, and emergency lighting.
ALL EMERGENCY REPAIR AND CLEANING WORK SHALL BE PERFORMED ON AN ON-CALL BASIS ONLY.
Site visit is VERY highly recommended by the potential Contractor to verify the existing conditions of Fort Devens buildings fire alarms, suppressions, sprinklers and water pump fire protection systems and all appurtenances related to the different systems prior to submission of bids.
Any plans/drawings that are made available to the Contractor are provided as is and are not certified by the Government as to currency and accuracy. Any documents provided represent the best available information only. It is the responsibility of the Contractor to validate any critical information requirements via research or site visit.
All work shall be performed in strict accordance with all stated applicable Department of Defense, Federal, State and Local codes and regulations. These codes shall include, but not limited to, National Fire Protection Association (NFPA) NFPA-1, 13, 17, 25, 72, 70 and 96, National Fire Alarm Code, National Electrical Code (NEC) and Unified Facilities Criteria UFC 3-601-02 and Code of Massachusetts Regulations (CMR) 527. The Contractor shall use the Latest Edition of the codes. Where multiple codes may apply, the most stringent shall apply. The conflict shall be resolved by the Contracting Officer upon written request from the Contractor via Request for Information (RFI).
All work shall be performed during normal working hours at Fort Devens, Monday through Friday, 0730 to 1600 hrs.

CONTRACTOR QUALIFICATIONS REQUIREMENTS:
The Contractor shall have 5 years or more experience with Fire Alarm and Protection System inspection, maintenance, testing and certification. The Contractor must be currently certified as Master Electrician (Master Electrician License Name and Number) with experience in repairs/maintenance and installation of Fire Alarm Systems and Programming. Contractor must be registered, licensed and insured in the State of Massachusetts. The Contractor shall provide proof of qualifications to the Contracting Officer and proof of insurance.
WORK INCLUDED IN THIS CONTRACT
EMERGENCY REPAIRS
The Contractor shall provide all plant, labor, equipment, fuel, oils, water, transportation, ladders, worker assistance, self storage, tools, vehicle and materials to perform all emergency repairs. The work includes: diagnosis of the problem, inspection of all appurtenances, repair, testing and certification of the existing fire alarm panel/equipment and components of the troubled fire alarm and protection system within the designated Fort Devens Facilities and Buildings. All Fire Alarm Units shall be complete, fully functional and operational when the repairs are made.
NOTE: Contractor shall be responsible for obtaining all permits and paying all fees associated with the repairs of the troubled fire alarm and protection systems and shall take all responsibility for coordinating with the Massachusetts Devens Fire Department at 978-772-4600 which is the local Authority having jurisdiction for emergency response.
The Contractor shall be aware that the existing fire alarms, appurtenances and protection systems/programs within the buildings of the Fort Devens are of numerous different manufacturers, makes, models, styles, and types. Where approved in writing via Request for Information to the Contracting Officer, The Contractor may be approved to replace existing system components with modern equivalents that comply with the material specifications of the contract. If Contracting and the Contractor pursue this option, the Contractor shall submit an itemized/detailed cost estimate with full manufacturer’s catalog data on all proposed replacement system components and warranties to the Contracting Officer for approval/acceptance prior to performing any work.
The Contractor shall notify the Devens Fire Department upon arrival to Fort Devens to investigate, assess the trouble/fault in the fire panel/system, perform inspection, perform the repairs and test the components of the fire alarm system to ensure compliance of a fully functional and operative system within Fort Devens, MA.
The Contractor’s emergency repairs shall determine the cause of the trouble/fault, inspect the equipment, inventory the problem and make necessary repairs to the existing fire alarm and/or protection system of the building within Fort Devens. The work shall include, but will not be limited to, the following appurtenances and pertinent amenities to determine the cause of the trouble/fault:
a. Smoke and Heat Detectors
b. CO Detectors
c. Audio and Visual Devices
d. Pull Stations, Bells, Strobes, Horns
e. Fire Alarms/Panels/indicator lights
f. Wiring and Connections
g. Master Boxes and connections w/ Devens Fire Department
h. Protection system appurtenances (batteries, charging units, surge suppressors etc)
i. Total system connection to the local fire department
Contractor shall be responsible to ensure timely and proper repairs to the trouble/fault system.
After performance of the work, a complete and signed copy of the work permit from the Devens Fire Department shall be attached to the invoice when submitted for payment. This signed copy will ensure the work is acceptable to the Contracting Officer and that the work performed meets both Government and Devens Fire Department requirements.
USAG Fort Devens DPW Engineering shall be notified PRIOR of any and all work performed on the existing fire alarm and protection systems of the Fort Devens Reserve Forces Training Area Facilities.
PARTS, SUPPLIES AND MATERIALS
The Contractor shall be paid under this work item for parts, materials, and supplies used to service, repair, or replace failed or failing fire protection systems equipment or components. The Contractor will provide a listing of parts, materials, and supplies when invoicing.
The purchase of all parts, materials, and supplies above $50.00 must be approved by the COR in advance of the work.
LIFE CYCLE REPLACEMENT OF FIRE PROTECTION EQUIPMENT
The Contractor shall provide all plant, labor, equipment, materials, and supplies to do a life cycle replacement of existing fire protection equipment, components, and appurtenances.
After the Contractor completes diagnosis of the system trouble or fault, if the projected cost of repairs of the existing system exceeds more than 30% of the value of the current system, the Contractor shall submit an itemized detailed cost estimate with all information to replace/upgrade the existing Fire Alarm and Protection System to the Contracting Officer and Director of Public Works for approval. The Director of Public Works shall provide final approval of the requirement for and the details of any proposed replacement component or subsystem of the existing fire alarm /protection system.
Government preferred replacement/upgrade system components are those manufactured as non-proprietary equipment/materials (ie: Silent Night). All proposed replacement system component manufacturer’s catalog data and pertinent installation data shall be submitted in advance to the Contracting Officer for review and approval. No replacement work may proceed without Contracting Approval and all replacement work shall be in accordance with approved submittals.
** All new Addressable Silent Night Fire Alarm Panels shall be CO compatible, compliant with new fire codes for CO detectors.
The Government shall determine the best value of repairs versus replacement. No replacements or upgrades shall be performed without approval of the Contracting Officer.
The Contracting Officer is the only person to authorize expenditure of funds to repair and/or upgrade the fire alarm and protection system.
All work shall be performed in accordance with the APPLICABLE CODES /NFPA REQUIREMENTS List as well as all other specified/applicable DOD, Federal, State and Local codes and regulations.
The Contractor shall provide Manufacturer’s detailed drawings, installation instructions, operational and maintenance manuals of the new system. System information shall be complete with wiring diagrams, power panel connections, fire alarm panel, alternate power system, all items of the fire alarm protection system and appurtenances.
All wiring shall be in EMT conduit and be installed per the latest edition of NFPA 70.
NO payment shall be made until the Contractor has installed, tested and certified a fully complete, functional and operational fire alarm/protection system that is accepted by Devens Fire Department, Fort Devens COR and Contracting Officer.
ANNUAL INSPECTION, TESTING, MAINTENANCE AND CERTIFICATION OF FIRE ALARM AND PROTECTION SYSTEMS
The Contractor shall perform annual maintenance, test and certification of all the existing Fire alarms, appurtenances and protection systems within designated Fort Devens Buildings. Contractor shall perform all maintenance per the suggested standards of the applicable NFPA, CMR and other applicable DOD, Federal, State and Local codes and regulations.
Contractor’s maintenance shall include determination of cause of any trouble/fault identified when inspecting the equipment, identifying the problem and making necessary corrections to the existing fire alarm system of the facilities within Fort Devens. The work shall include, but will not be limited to, the following appurtenances and pertinent amenities to determine the cause (s) of any trouble/fault:
a. Smoke and Heat Detectors
b. CO Detectors
c. Audio and Visual Devices
d. Pull Stations, Bells, Strobes, Horns
e. Fire Alarms/Panels/indicator lights
f. Wiring and Connections/actuator arms/system duct devices
g. Master Boxes
h. Commercial Range Hoods and Fire Suppression Systems in 2 Dining Facilities and 1 Ceremonial Facility
i. Total System connection to the local MASSDEV Fire Department
TESTING:
The testing of the existing fire alarm system for the Fort Devens Buildings and all pertinent amenities of the fire alarm system:
a.) Shall include 100% test of all peripheral devices, heat/smoke detectors, CO detectors, pull stations and audio/visual devices.
b.) Rate of rise heat detectors shall be functionally tested using a shielded heat lamp designated and developed for the purpose of testing the detector’s response time of one minute with a 15-degree increase in temperature.
c.) Smoke/heat/CO detectors shall be tested with Underwriter’s Laboratory (U.L.) and Fire Inspector approved devices for the purpose of initiating an alarm response.
d.) Shall include water pump system/appurtenances, motors, pumps, switches, all peripheral equipment and devices.
e.) Shall include weekly PHYSICAL inspection and monitoring of the Building 3413 sprinkler compressors and Building 3415 fire pump and peripheral equipment and devices to validate any failures with the equipment and validation of no water/air/POL leakage from the equipment within the operations area. The PHYSICAL Personnel site visit is a requirement to validate operations within a remote site Facility. NOTE: Pictures are included in the Attachment Section. Contractor MUST notify the COR when they visit the site.
CONTRACTOR RESPONSIBILITIES:
The Contractor shall ensure and itemize any/all repairs to any items or pertinent amenities of the fire alarm and protection system that is not in compliance with NFPA 72. The Contractor shall inspect/troubleshoot all wiring and equipment for problem areas of the fire alarm/protection system. The Fire Alarm and Protection System shall be in compliance with the National Fire Prevention Association (NFPA) and National Electrical Code (NEC) with the latest Edition and Local Fire Department Codes, Rules and Regulations. The Contractor’s recommendation shall ensure that all systems shall be complete, fully functional and operational as design by the manufacturer's suggested requirements.
CERTIFICATION:
1. The Contractor shall provide a detailed, itemized, COMPLETE report for each Fort Devens building with each individual device inspected, tested and certified by each location, zone and test result. The complete system shall be certified including location of heat/smoke detection devices, audio/visual devices, pull stations, fire alarm panels and panel indicator lights/connections/batteries and accessories within the system for compliance of being fully functional and operational.
2. The Contractor shall provide a manufacturer’s detailed plan with a drawing of all appurtenances of the fire alarm system. The manufacturer’s drawing shall include all equipment locations and connections of the building fire alarm system to Local Fire Department.
3. The Contractor shall coordinate any/all fire alarm/protection inspection, testing and certification with the Devens Fire Department. The local Fire Department Chief, Deputy, or Fire Inspector shall approve all work for functional test and ensure compliance with the Local Fire Department Regulations.
4. The Contractor maintenance, testing and certification reports shall be signed by the Fort Devens COR stating that the repaired system was tested, approved and accepted by the Government and MASS Devens Fire Department shall sign stating approval as the Authority Having Jurisdiction (AHJ).
ANNUAL INSPECTION, TESTING, MAINTENANCE AND CERTIFICATION OF FIRE SUPPRESSIONS, VENT CLEANING AND PROTECTION SYSTEMS in KITCHEN DINING FACILITIES AT BUILDINGS 657 AND 665
Contractor shall provide all plant, labor, equipment and materials to service, clean, inspect, test, and certify the current kitchen suppression equipment and gas valve operation. The contractor shall certify that the equipment is in compliance with noted regulations and requirements. Contractor shall ensure all equipment, vents, hoods, stoves, floor, walls and appurtenances are maintained per the Federal and State Regulations and the Inspections of the Army Veterinary Clinic Inspection Personnel.
ANNUAL INSPECTION, TESTING, MAINTENANCE AND CERTIFICATION OF SPRINKLERS, ALARMS, APPURTENANCES AND FIRE PUMP PROTECTION SYSTEMS
The Contractor shall perform annual maintenance, testing and certification of all the existing Fire sprinkler system alarms, appurtenances, fire pumps and protection systems equipment within designated Fort Devens Buildings. Contractor shall perform all maintenance per the suggested standards of the applicable NFPA, CMR and other applicable DOD, Federal, State and Local codes and regulations.
Contractor’s maintenance shall include determination of cause of any trouble/fault identified when inspecting the equipment, piping, connection for leakage, pressure system equipment, motors, pumps, identifying the problem and making necessary corrections to the existing fire sprinkler alarm system of the facilities within Fort Devens. The work shall include, but will not be limited to, the following appurtenances and pertinent amenities to determine the cause (s) of any trouble/fault:

| 2): | maintain the air compressors for the sprinkler as noted on the attached picture listed in ATTACHMENTS SECTION. |
| 3): | pipe connections for pressure and water leakage at designated pressures requirements |
| 4): | alarm system and appurtenances/devices operations |
| 5): | validate piping/connections condition/rust/leakage/deterioration |
| 6): | perform initial year camera survey of the interior of designated sprinkler piping system for deterioration per designated location(s). |
| 7): | replace fire sprinkler heads as required |
| 8): | weekly operational visual inspection of Building 3413 sprinkler compressors and Building 3415 water pump systems |
ANNUAL INSPECTION, TESTING, MAINTENANCE, AND CERTIFICATION OF EMERGENCY LIGHTS AND EGRESS MARKING SYSTEMS AND APPURTENANCES
Contractor shall provide all plant, labor, equipment and materials to maintain the current emergency lighting and egress marking systems to include individual battery-powered, central battery-powered units, and standby generator powered lighting systems equipment in compliance with noted regulations and requirements. Contractor shall ensure equipment, lighting, egress marking and appurtenances are maintained per the Federal and State Regulations and UFC-3-601-02 dated 8 September 2010 with latest edition.
ANNUAL INSPECTION, TESTING, MAINTENANCE AND CERTIFICATION OF FIRE ALARM AND PROTECTION SYSTEMS AT SOUTH POST RANGE TOWERS
The Contractor shall perform annual maintenance, test and certification of all the existing Fire alarms, appurtenances and protection systems within designated South Post Range Towers at Fort Devens, MA. Contractor shall perform all maintenance per the suggested standards of the applicable NFPA, CMR and other applicable DOD, Federal, State and Local codes and regulations.
Contractor’s maintenance shall include determination of cause of any trouble/fault identified when inspecting the equipment, identifying the problem and making necessary corrections to the existing fire alarm system of the facilities within Fort Devens. The work shall include, but will not be limited to, all appurtenances and pertinent amenities for determining the cause (s) of any trouble/fault:
NOTE: Range Towers are located on South Post Range Training Area and will require a clearance to enter South Post Training Area. Inspections/repairs are mostly battery associated repair requirements.

Contractor shall provide all plant, labor, equipment, materials (oils/filters/etc for two (2) on-line compressors), supervision, transportation, and expertise to perform the manufacturer’s recommended maintenance schedule to ensure the air compressors maintain the required air pressure for the Facility Fire Sprinkler System.

Contractor shall provide all plant, labor, equipment, materials, supervision, transportation, and expertise to perform the manufacturer’s recommended maintenance schedule to ensure the fire pump system is maintained WEEKLY in accordance with the requirements of the Fire Protection Systems System Contract. Contractor must contact COR when on site for WEEKLY visual inspection and operation of the FIRE PUMP SYSTEM.
