INDUSTRY QUESTIONS / GOVERNMENT RESPONSES_________________________________________
QUESTION 1:
FAR clause 52.216-4 Economic Price Adjustment was originally included in the solicitation, but has been removed. Will the government consider re-instating the EPA clause to allow for the best possible pricing to be proposed?
GOVERNMENT RESPONSE 1:
No, the Government will not consider re-instating the EPA clause at this time. The final solicitation governs and all prior draft solicitations are overridden. The Government reserves the right to reinstate the EPA at a later date.
QUESTION 2:
Providing the manuals, training materials, safety documentation, quality documents, marking plans, and technical data associated with the CDRLs within 30 days of contract award is not feasible; the full 60 days associated with CLIN 0001 will be required for PVT data
CDRLs.
GOVERNMENT RESPONSE 2:
The Government is reviewing this and will provide a response at a later time, but prior to contract award of up to three vendors.
QUESTION 3:
The closer a candidate system comes to meeting or exceeding an 85% positive response rate, the more favorable the rating will be received. Performance is rated on a scale of 1-5. Can the Government provide a definition of positive response with regard to the rating scale and explain how the 85% positive rate will be determined?
GOVERNMENT RESPONSE 3:
A positive response is one of either neutral/acceptable, satisfactory, or very satisfactory. All responses will be tabulated and the

calculation will be made as to the percentage of positive responses.
QUESTION 4:
As parts commonality comes closer to 100%, the better rating will be given. Can the Government provide a rating scale for parts commonality?
GOVERNMENT RESPONSE 4:
No, the Government cannot provide a rating scale for parts commonality.
QUESTION 5:
Sub-factor 1 Early Warfighter Acceptance
-Evaluation will consist of data collected via questionnaires (see Appendix J) administered after each Warfighter has been provided the paper targets presented during the Early Warfighter Acceptance (EWA) Event.
Question: Are all the factors in Appendix J weighted/evaluated equally?
GOVERNMENT RESPONSE 5:
All questions and responses regarding the Warfighter questionnaire are weighted/evaluated equally.
QUESTION 6:
Given the MHS acquisition strategy seeks a non-developmental item (NDI) competitively selected to provide best value to the Government, how will variances between the MHS purchase description requirements and the best value NDI solution be incorporated into the contract baseline for production options?
GOVERNMENT RESPONSE 6:
The purchase description will be converted into a production specification to reflect the best value NDI solution selected for the production quantities.
QUESTION 7:
Section M.1.3 Minimum Acceptability: If an Offeror takes exception to any of the terms and conditions of the solicitation, the offer may not be considered for contract award. How is this measure compatible with Sec. M.1.1?
GOVERNMENT RESPONSE 7:
Section M.1.1 pertains to the proposal evaluation of all factors and subfactors. Section M.1.3 pertains to the offeror taking exception to the terms and conditions of the Request for Proposal. These two sections are independent of one another.
QUESTION 8:
Note: If at any point during the evaluation the Government identifies a safety issue with a MHS Candidate, the Government reserves the right to discontinue testing and eliminate the candidate from further consideration for award. Will the government describe what a safety issue is and the grounds on which an offeror will be eliminated?
GOVERNMENT RESPONSE 8:
A safety issue is any condition that renders the system unsafe as determined by the Government testers.
QUESTION 9:
What is the dB requirement for how loud the audible trigger reset must be?
GOVERNMENT RESPONSE 9:
The requirement for how loud the audible trigger reset must be, is referenced in MIL-STD-1474 as referenced in the purchase description
(AR-PD-177).
QUESTION 10:
We propose lot acceptance testing per the current M9 requirement of 1 gun firing 5000 rounds per lot, with a lot size that ramps up to
6,000 guns after 10 successive lot acceptances, as opposed to the requirements of conformance inspection 4.8.1.7. The required conformance inspection for LAT would require 10,000 rds per lot with an additional firing of 36,000 rds across three guns. This level of fire testing far exceeds that of the current M9 and would incur significant unnecessary cost and resource allocation.
3 28
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
GOVERNMENT RESPONSE 10:
This requirement will not change at this time.
QUESTION 11:
AR-PD-177 4.5.4 identifies that a drop test of every weapon is required; however, per Table III, it appears that the drop test would not be applicable. Please confirm that 100% drop testing is not required. It is understood that the safety function shall be verified during the assembly/test process.
GOVERNMENT RESPONSE 11:
As per Table III, the drop test is applicable with a sample size of three handguns.
QUESTION 12:
Please confirm that firing pin function is verified during live fire testing of each weapon as opposed to specifically measuring the firing pin indent to ensure functionality.
GOVERNMENT RESPONSE 12:
Yes, it is confirmed.
QUESTION 13:
Ransom Rest testing of each weapon for accuracy will be an impractical, time consuming and laborious undertaking. Additionally, the process of torqueing the composite frame into the ransom rest will result in permanent deformation of polymer frames. It is industry standard to hand fire each weapon for accuracy and dispersion. We therefore request that hand firing be performed in lieu of the Ransom
Rest testing.
GOVERNMENT RESPONSE 13:
The Government will only shoot five handguns for isolated accuracy in a ransom rest. The requirement for firing the handgun in a ransom rest for accuracy will not change. Firing from a ransom rest will maintain consistency throughout the isolated accuracy test, given that the Government will be firing multiple systems.
QUESTION 14:
AR-PD-177 Handgun
4.8.13.1 UID. A UID Label shall be firmly affixed to the receiver assembly. Each MH shall be identified by a serial number which shall appear on the receiver and on the UID Label. The UID Label shall not negatively affect the receiver's protective finish and must withstand all requirements of this specification. The UID Label shall be visible without disassembly of the MH.
Question: Does the term shall appear on the receiver and on the UID label mean, that the weapon serial number shall independently from being stamped into the serial number plate and being encoded into the UID Code additionally be printed in plain writing on the UID label itself?
GOVERNMENT RESPONSE 14:
Yes. It is required to be encoded into the UID Label as well as stamped or engraved on the serialized part.
QUESTION 15:
L.1.5.2 REMOVABLE MAGAZINES This section defines the magazines required per pistol (3) and then goes on to define The total number of magazines required for the Bid Sample Testing should be\'85. Can you please confirm that the TOTAL numbers listed (200/220/60) include the 3 magazines included with each pistol?
GOVERNMENT RESPONSE 15:
The quantities of 200 extended magazines/220 standard magazines/60 compact magazines are in addition to the three that are required with each weapon. This does not include spare magazines.
QUESTION 16:
L.1.5.9 TEST/MANN BARREL We believe that the solicitation uses TEST / MANN / ACCURACY barrel nomenclature synonymously when referring to this barrel. Please confirm that the provided 9mm ACCURACY BARREL DWG PDF provided of Drawing 8649443 is indeed the Mann barrel being referenced in this section.
GOVERNMENT RESPONSE 16:
Yes, confirmed. Drawing 8649443 is the MANN barrel being referenced. This requirement has been removed from bid sample submission and reapplied at contract award prior to the Production Verification Test.

QUESTION 17:
L.1.5.9 TEST/MANN BARREL - Our engineers are not familiar with the square threads being specified in Drawing 8649443. Is there any additional information/drawing/reference/standard that the Army can provide to better define the thread dimensions and tolerances?
GOVERNMENT RESPONSE 17:
Thread dimensions and tolerances are specified in the Chamber Detail of Drawing 8649443.
QUESTION 18:
L.1.5.7 NON-METALLIC COUPONS There appears to be a typo in this section where the thickness of the coupon (assumed to be \'bc from the other references in the solicitation) is called out as \bc. Please confirm that the thickness is indeed \'bc.
GOVERNMENT RESPONSE 18:
The thickness required is 1/4.
QUESTION 19:
L.4.1.5.1 and L.4.1.5.3 are both titled Sub-Factor 1 Handgun. This will create confusion when we prepare our response and would appreciate that it be corrected/clarified.
GOVERNMENT RESPONSE 19:
Paragraph L.4.1.5.1 will be removed and that section will be renumbered.
QUESTION 20:
AR-PD-177 PURCHASE DESCRIPTION MODULAR HANDGUN
3.4.15 EXTERIOR SURFACES Please clarify if the Army considers the barrel a major component and therefore required to be of Coyote brown color.
GOVERNMENT RESPONSE 20:
For the purpose of this requirement (3.4.15), the barrels are not considered a major component for Coyote brown color application.
QUESTION 21:
AR-PD-177 PURCHASE DESCRIPTION MODULAR HANDGUN
4.5.17 TRIGGER Due to the possibility of large variations in trigger pull measurements when using different testing equipment, please specify if the SMTE used by the Army to measure the trigger pull force will be dead weights or some type of motorized/digital trigger pull machine (such as the Dvorak Trigger Scan device). We would like to use the same method when testing our MH.
GOVERNMENT RESPONSE 21:
Initial and final inspection will be completed using the Dvorak Trigger Scan device. Intermediate measurements taken throughout testing during maintenance cycles will be completed using calibrated weights or spring gauges.
QUESTION 22:
AR-PD-177 PURCHASE DESCRIPTION MODULAR HANDGUN

plan for Government approval.
QUESTION 24:
AR-PD-180 PURCHASE DESCRIPTION BALL AMMUNITION
Paragraph 1.4 Type Description:
Please define what non-deforming means upon impacting ballistic gelatin at muzzle velocity. It should be noted that the current M882 flattens slightly upon impact with ballistic gelatin.
GOVERNMENT RESPONSE 24:
Although the M882 flattens slightly upon impact with ballistic gelatin, the Government considers this as a non-deforming projectile.
Non-deforming means that the projectile does not significantly change shape as would be seen in an expanding projectile, such as jacketed hollow point projectile.
QUESTION 25:
AR-PD-180 PURCHASE DESCRIPTION BALL AMMUNITION
Paragraph 3.5.1 Terminal Performance:
It is stated that the desired performance of XM1152 will be observed at both 25 meters (T) and 50 meters (O). How does the government weigh threshold and objective criteria relative to the TDM score? For example: Product A meets the objective(O) of exceeding M882 performance and does so with a TDM score that is 10% higher than that of M882 at distances of both 25 and 50 meters. Product B meets the threshold(T) of exceeding M882 performance in the TDM at 25 meters by achieving a score that is much greater than 10% higher than that of M882, say 40% higher and greatly outscores product A at the 25 meter distance. However product B does not achieve the objective at 50 meters. In this hypothetical scenario, how does the government rate these two products?
GOVERNMENT RESPONSE 25:
A TDM score will be determined for the M882, which will serve as the threshold requirement. The greater the threshold requirement is exceeded, the lower the risk of NOT meeting this requirement. The government cannot speculate on how hypothetical scenarios as provided above will be rated.
QUESTION 26:
AR-PD-180 PURCHASE DESCRIPTION BALL AMMUNITION
Paragraph 4.5.6 Velocity:
It is stated that the test shall be conducted in accordance with SCATP-9MM, Section 4, Electronic Pressure, Velocity and Action Time
(EPVAT) Test Procedure. That test requires that the velocity start and stop screen spacing is 14 meters apart. It has been observed with several potential MHS submissions that the projectile velocity may fall from supersonic to trans-sonic between the two velocity screens due to the 14 meter spacing. When that occurs, an erroneous velocity reading is recorded. Will a deviation to the SCATP-9mm procedure be allowed for projectiles that have these characteristics?
GOVERNMENT RESPONSE 26:
Deviations may be considered after contract award.
QUESTION 27:
AR-PD-179 PURCHASE DESCRIPTION SPECIAL PURPOSE AMMUNITION
Paragraph 3.5.1 Terminal Performance:
It is stated that the desired performance of XM1153 will be observed at both 25 meters (T) and 50 meters (O). Furthermore, there is a threshold (T) and objective (O) for penetration depth. How does the government weigh threshold and objective criteria relative to the
TDM score? For example: Product A meets the penetration objective (O) and generates a TDM score that is 10% greater than M882. Product
B meets the penetration threshold (T) and generates a TDM score that is 40% greater than M882. In this hypothetical scenario, how does the government rate these two products?
GOVERNMENT RESPONSE 27:
A TDM score will be determined for the M882, which will serve as the threshold requirement. The greater the threshold requirement is exceeded the lower the risk of NOT meeting this requirement. The government cannot speculate on how hypothetical scenarios as provided above will be rated.

QUESTION 29:
BOTH AR-PD-179 & AR PD-180 PURCHASE DESCRIPTION-AMMUNITION
Paragraph 4.7.2 Energetic Material Qualification:
Is it properly understood that this requirement will be the responsibility of the government to complete after an award is made?
GOVERNMENT RESPONSE 29:
Yes, this will be the responsibility of the Government to complete energetic material qualification after contract award.
RFP QUESTIONS
QUESTION 30:
Page 319 - Paragraph L.1.5.18 - Ammunition Data
It is stated that offerors shall provide velocity data and pressure data in accordance to ANSI/SAAMI Z.299.3-1993, Section I-
Characteristics. However, both the XM1152 and XM1153 purchase descriptions require that velocity and pressure data be generated per the
EPVAT procedures found in SCATP-9MM. The SCATP procedure is substantially different than the ANSI/SAAMI procedure for both pressure and velocity data generation. Does the USG want SAAMI data with the bid proposal? More specifically, does the USG require data generated using conformal pressure transducers and velocity screen spacing of 15 feet per SAAMI procedures?
GOVERNMENT RESPONSE 30:
Yes, the Government requires SAAMI data with the bid sample proposals for safety evaluations. SAAMI procedures are acceptable.
QUESTION 31:
Page 212/213 - Paragraph C.5.1.1.3 Bulk Energetic Material
It is stated as part of the ammunition support package (C.5.1.1.3), that the offeror is required to submit bulk energetic samples. It is understood that these samples are required for energetic material qualification to be performed by the USG during the PVT phase of the competition.
GOVERNMENT RESPONSE 31:
Yes
QUESTION 32:
On Page 319 - Paragraph L.1.5.18 it is stated that the offeror shall provide any energetic material test data performed in accordance with the AOP-7 and STANAG 4170 and a complete energetic material composition list for the energetic found in the cartridge during the proposal phase. Please advise what energetic material test data is required as part of the proposal data if a non-DoD energetic is utilized or if a previously qualified DoD energetic is utilized.
GOVERNMENT RESPONSE 32:
The offeror shall submit any data available to the Government for the purpose of evaluating the energetic material qualification risks.
QUESTION 33:
In section L.1.5.9. Test/Mann Barrel: the government requires "Each Offeror shall provide three (3) identical Mann Barrels with internal dimensions identical to that of their Modular Handgun System Candidate. Length of Mann Barrel shall be representative of the Offerors submitted Modular Handgun System Full Size Candidate"
Question: Is it the intent of the government to receive the mann barrels with the same interface provided in 9mm_Accuracy_barrel_DWG drawing part number 8649443 which was provided along with the other Government MHS PDs? Or is there another USG interface that industry needs to mate with for the mann barrels?
GOVERNMENT RESPONSE 33:
Section L.1.5.9 Test/Mann Barrel: The Offeror shall provide Test/Mann Barrels that have the same external dimensions as the US Army
ARDEC Drawing 8649443 Barrel, Test, Accuracy, 9mm, for interface with the test fixture. The chambering, rifling and barrel length shall be representative of the Offeror's Full Size handgun. For reference, drawing 8649443 is included as an attachment to the RFP, available upon request. This requirement has been removed from bid sample submission and reapplied at contract award prior to the Production
Verification Test.

QUESTION 34:
What is the requirement for the color of the holster sleeve insert?
GOVERNMENT RESPONSE 34:
The holster and holster sleeve are not evaluating factors on this Modular Handgun System (MHS) program. Therefore, any of the following colors for the holster sleeve insert would be acceptable (Black, Coyote Tan, Foliage Green or Olive Drab).
For your situational awareness, a follow-on procurement for production holsters is anticipated to be in Coyote Tan.
TISSUE DAMAGE MODEL (TDM) INSTRUCTIONS______________________________________
Instructions on how to enter hollow fragments into the fragment editor of the ARDEC-TDM.
If a fragment type is hollow or contains significant voids, the density entered into the Fragment Editor should be the bulk density of the total volume occupied by the fragment including voids or hollow volumes.
For example, if a hollow cylindrical fragment is 10% steel by volume and 90% air by volume, the fragment density would be (8.05 g/cc)(0.1) + (0.001225 g/cc)(0.9) = 0.835 g/cc.
