INDUSTRY QUESTIONS / GOVERNMENT RESPONSES

QUESTION 87:

3.4.1.1.b ACCURACY-ISOLATED At Industry Day #4, the Army had suggested that it would remove the 4-inch diameter requirement in this section. We are still confused by the -as determined by- statement since we do not understand the direct correlation between standard deviations and a diameter. Can the Government clarify how the 4 inch diameter disk is determined by the average horizontal and vertical standard deviations of the rounds?

GOVERNMENT RESPONSE 87:______________________

If the candidate MHS can meet the standard deviation requirement, the candidate will have met the 4-inch diameter 90% probability (T) and 95% probability (O) requirement (0.84 standard Deviation (T) and 0.78 standard deviation (O)).

QUESTION 88:____________

3.4.1.1.b ACCURACY-ISOLATED To ensure we understand the 90% (T) of all 10-round groupings\'85 can the Government confirm that, as an example, out of 50 targets, 45 need to conform to this requirement and 5 may be non-conforming?

GOVERNMENT RESPONSE 88:______________________

No, this is not correct. For the purposes of this evaluation, you have to meet the standard deviation requirement as stated in AR-PD-

177 paragraph 3.4.1.1b.

QUESTION 89:____________

3.4.1.1.b ACCURACY-ISOLATED We have different interpretations on how the average horizontal and vertical standard deviations should be calculated. Currently we are measuring the X and Y coordinates of each individual shot, we are then calculating the SD of the X coordinates and the SD of the Y coordinates. We are then adding the SD X and SD Y and dividing by 2. Is this interpretation correct? If not, can you clarify how this average should be calculated?

GOVERNMENT RESPONSE 89:______________________

No, this is not correct. The x and y standard deviations are not averaged together; each must meet the standard deviation requirement as stated in the PD. The x (horizontal) standard deviation of the distance between each shot and the center of impact is calculated for each 10 round target. The horizontal standard deviations for each of the five targets on a particular handgun are averaged together to determine the standard deviation for that particular handgun. Next, the horizontal standard deviations for each of the five handguns for a particular submission are averaged together to determine the standard deviation for that particular submission, which is the basis for the evaluation. The same process is repeated for the y (vertical) standard deviation.

QUESTION 90:____________

4.7.12 SURF ZONE In this paragraph a reference is made to letting the water and debris ebb and flow through the weapon. What debris is being referenced? We cannot find a reference to a TOP or MIL-STD for this requirement, and the PD only references water and a wave generation facility. Please define this debris.

GOVERNMENT RESPONSE 90:______________________

The "debris" is the naturally occurring sediment found in the outdoor pond in Aberdeen Proving Grounds, MD. Please note that this is not being used as evaluation criteria in source selection.

QUESTION 91:____________

The low light sighting capability shall be no less than 250 nano candela (nCd) and no more than 650 nCd throughout its service life (T).

Can the USG please provide information about their measuring methods against the lighting capability?

6 80

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

GOVERNMENT RESPONSE 91:_______________________

Paragraph 3.4.5h of AR-PD-177 will be removed.

QUESTION 92:____________

We currently interpret para 3.5.4 of AR-PD-177 that USG means that the MHS Blank Conversion Kit will not allow the firing of live rounds

(XM1153 & Ball for example) but, as it is advantageous to the USG, will allow the firing of the M1041 ammunition allowing 1 Kit to satisfy 2 MHS requirements. Does this interpretation represent/meet the MHS Blank Conversion Kit threshold requirements and the USGs intent?

GOVERNMENT RESPONSE 92:_______________________

The MHS Blank Conversion Kit shall not allow the firing of live ammunition (XM1152 & XM1153) but as an objective requirement, will allow the firing of the M1041 ammunition as per AR-PD-177 Paragraph 3.5.12g.

QUESTION 93:____________

Section M.3.2.2.3.2 specifies that the Special Purpose cartridge will be evaluated for collateral damage potential. Can more specific information be provided on the Governments evaluation criteria for collateral damage?

GOVERNMENT RESPONSE 93:_______________________

The collateral damage requirement is described in AR-PD-179 paragraph 3.5.1. The collateral damage requirement is a separate requirement from the terminal effects requirement.

QUESTION 94:____________

AR-PD-184, paragraph 3.4.3.2. Color, states the dummy cartridge color shall be IAW MIL-STD-709 Ammunition Color Coding and FED-STD-

595/17178 (Silver-Gloss). It has come to our attention that plating facilities cannot guarantee the color of our plated deposit for

DDIs. It is our understanding from them the standard represents a color match that is more associated with painting, not with plating.

The DDI cartridge will be plated, not painted. Platers do not have the ability to fine-tune the color since there are no pigments used. The bath will plate at a set color that Platers do not have any ability to tweak. We recommend that the PD be modified such that final color of the cartridge approximate FED-STD-595/17178 (Silver-Gloss), rather than comply with the standard.

GOVERNMENT RESPONSE 94:_______________________

According to AR-PD-184, Paragraph 4.4.3.2, the cartridge color verification is done by visual inspection. If a plating process is utilized, the resultant finish would be acceptable as long as it can be visually interpreted as being silver per FED-STD-595/17178.

QUESTION 95:____________

AR-PD-179 and AR-PD-180: Section 4.6.11 requires testing and compliance to an ESD requirement typically reserved for fuzes and large caliber ammunition. Is this requirement still applicable to MHS small caliber ammunition requirements at the cartridge level?

GOVERNMENT RESPONSE 95:_______________________

The ESD requirement is still applicable to the MHS small caliber ammunition. The test reference will change to NAVSEA Instruction

8020.19 in AR-PD-179 and AR-PD-180.

QUESTION 96:____________

Given the extreme accuracy specification in AR-PD-180, would it be permissible to submit a non- deforming OTM style FMJ projectile?

GOVERNMENT RESPONSE 96:_______________________

Any projectile that meets the requirements of AR-PD-180, Paragraph 3.4.1 is permissible regardless of tip geometry.

QUESTION 97:____________

Section D, Ammunition Section 1.b states that, two M2A2 containers shall be packed into a wire bound box... Given that the M2A2 can is designed to eliminate the wire bound, would it be permissible to use an M2A1 can?

GOVERNMENT RESPONSE 97:_______________________

There is no elimination of the wire bound configuration for packaging of ammunition. The M2A1 cans have been eliminated and M2A2 cans are to be used for delivery of all ammunition under contract.

QUESTION 98:____________

C.5.2.7 states that Rework & Repair procedures shall be documented using DI-MGMT-81910 (CDRL A039). E-14 states that Repair procedures shall be documented using DD Form 1694. Please clarify.

7 80

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

GOVERNMENT RESPONSE 98:_______________________

Rework & Repair procedures shall be documented using DI-MGMT-81910 (CDRL A039). Prior to this work being completed, the Contractor must submit a Request for Deviation/Waiver, DD Form 1694, to the Contracting Officer for review and written approval prior to implementation.

QUESTION 99:____________

Ref E-14, Rework & Repair of Nonconforming Material: Do the rework and repair definitions and action plans of E-14 apply to non-conforming material found through in process testing, LAT testing, or both?

GOVERNMENT RESPONSE 99:_______________________

The rework and repair definitions, and action plans of E-14 apply only to non-conforming material presented during performance/product verification and acceptance testing.

QUESTION 100:

Section 3.4.1.1.b of AR-PD-177 reads as follows:

90% (T), 95% (O) of all 10-round groupings shall be able to be covered by a 4-inch diameter disk as determined by the average horizontal and vertical standard deviations of a 10-roung group being no more than 0.84 inches (T), 0.78 inches (O).

Section 4.5.1.1.a of AR-PD-177 requires that each MH fire five (5) 10-round groups to determine compliance with the above requirement.

Question:

The method the Government will use to calculate the required results from five (5) 10-round groups from each MH for comparison with the

0.84 inch (T), 0.78 inch (O) requirement is not obvious. Can the Government supply a detailed description or numerical example of the calculation method?

GOVERNMENT RESPONSE 100:________________________

QUESTION 101:_____________

Specifications of Weapon AR-PD -177:

3.4.1 Accuracy and dispersion.

3.4.1.1 Isolated. The MH shall have the following accuracy and dispersion characteristics when fired at a targets located at a range of

35 meters (T), 50 meters (O):

4.5.1 Accuracy and dispersion

4.5.1.1 a. if necessary, aiming adjustment can be done to the MH after every round is fired.

Results from accuracy testing can produce mixed results when using a ransom rest, partially due to the high level of detail required for the systematic approach, the precision can vary from tester to tester or day to day or when conditions change. During Industry Day 2, the Government briefed a transom would be used to adjust aiming between shots; we attempted to replicate and have found this technique to be highly user dependent.

Question: Would the Government consider allowing each vendor the option of supplying an alternate means of aim adjustment with our ransom rest inserts? We feel providing a quick detach top mounted aiming device would speed up the process and allow a more consistent approach to targeting.

GOVERNMENT RESPONSE 101:________________________

No, the Government will retain its current test procedure.

QUESTION 102:_____________

Specifications of Weapon AR-PD -177:

3.4.1 Accuracy and dispersion.

Would the Government consider allowing each vendor the option of conducting their own accuracy testing at the Government facility at a prescribed time?

This testing protocol has been conducted successfully during the Department of Homeland Security pistol solicitation, U.S. Army

Precision Sniper Rifle program and Canadian Special Forces Sniper evaluations. All equipment would be submitted during the proposal due date, and the Government could provide a 24-48 hour testing window for each vendor to conduct accuracy testing for the Government to witness. This protocol would help prevent potential protest as each vendor would have to sign the evaluation report prior to leaving attesting to the results.

8 80

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

GOVERNMENT RESPONSE 102:________________________

No, the Government will retain its current test procedure.

QUESTION 103:_____________

Specifications of Weapon AR-PD-180 Ball:

4.5.1. Terminal performance

We have several questions regarding the M882 TDM score and testing plan provided by the Government. Would the Government provide an additional Industry Day to baseline the M882 in gel to give industry the opportunity to observe and better understand the Governments intentions? This would help determine and narrow the results industry is looking to achieve and ensure the Government is getting the best solution for this solicitation. Additionally, this would prevent potential protests as the Governments results and intentions would be clear and eliminate ambiguity and misunderstandings.

GOVERNMENT RESPONSE 103:________________________

No, the baseline tests will be conducted at the time of all the sample evaluations.

QUESTION 104:_____________

Regarding the ammunition required for the MHS RFP Testing. Can the Government confirm that there are no issues with the vendor having its ammunition supplier ship directly to the Government on the vendors behalf for this ammunition?

GOVERNMENT RESPONSE 104:________________________

Ammunition suppliers may ship directly to the Government on the Vendor's behalf, provided that the Shipper clearly identifies the packages as belonging to a specific Vendor's submission. Failure to clearly identify shipments may lead to a Vendor's submission being deemed as unresponsive. Also, the submission shall be compliant with Section L.1 of the RFP.

QUESTION 105:_______________

Referencing Section L, Paragraph L.1.5.18 of RFP Amendment 0001

Question: Can the Government advise on how the ammunition data requested should be submitted to Aberdeen Proving Ground, and to what specific address (Sec. L, Para 1.4.1 or 1.4.2)? Also, Should it be delivered electronic on CD-ROM, both hardcopy and electronic, in a single three-ring binder, etc.?

GOVERNMENT RESPONSE 105:__________________________

The ammunition data requested in L.1.5.18 should be submitted on one (1) compact disc. This information should be included with the written proposal; instructions found in L.2.1. RFP paragraphs L.1.5.18 and L.2.1 will be amended to clarify the instruction.

QUESTION 106:_____________

Referencing Section L, Paragraph L.1.5.17 of RFP Amendment 0001

Question: Can the Government please confirm that the Copyright Release Letter should be submitted to the address identified in

Paragraph L.1.4.2? Also, please confirm the quantity format and media (paper or electronic file) for this submission.

GOVERNMENT RESPONSE 106:________________________

Offerors shall submit their Copyright Release Letter on one (1) COMPACT DISC (CD) per section L.2.1 to the address in Section L.2.1.1;

NO LATER THAN the date and hour outlined in the Modular Handgun System RFP.

QUESTION 107:_____________

This particular requirement is for PVT/DSE (ref. sec. C.3.1.8.5.2) and Production (ref. sec. C.3.2.5.5) of the RFP. The wording is identical in both references and reads:

In accordance to AMC Regulation 385-2, Ionizing Radiation Safety Program, radioactive materials shall not be permitted on the MHS. The

Contractor shall conduct a radioactive wipe test on all handguns and sights to prove that there are no radioactive parts, and submit a

Radioactive Wipe Test Report, DI-NDTI-80809B (CDRL A015).

We ask for confirmation/clarification of the following interpretations regarding these requirements:

QUESTION:_________

We have determined that the only way meet the self-illuminating sight requirements as detailed in Para 3.4.5 of AR-PD-177 is to incorporate tritium day/night sights. Since tritium is radioactive, it can be interpreted that the requirements in C.3.1.8.5.2, C.3.2.5.5 and independent analysis per Section E-1 (as revised in amendment 0001) are self-deleting. The rationale is that there is no need to perform radioactive wipe testing to prove no radioactive materials are present when we are intentionally incorporating radioactive tritium day/night sights on the weapon.

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

It is the Army's intent to reduce the amount of radioactive material in use throughout the Army inventory. If the Vendor requires the use of radioactive material on the MHS to meet the requirements, the Vendor will be required to submit justification as to why there is no other materiel solution to meet the requirement. In the event that the Vendor does include radioactive material, such as tritium, a wipe test will be required to ensure that the radioactive material is not leaking from the containment vials. See the amended SOW for the updated requirement. As part of the justification, the vendor shall provide appropriate copies of NRC licenses for manufacturing and distribution of tritium sources.

QUESTION 108:_____________

If the interpretation presented in Item 1 above is incorrect, meaning that the subtext \'85 no radioactive materials shall be permitted

... was meant to imply that any radioactive materials used must remain intact and contained in their original condition (i.e. not leaking) then, we are interpreting the requirements in C.3.1.8.5.2 (PVT/DSE) and C.3.2.5.5 (Production) would necessitate that all handguns and sights be radioactive wipe tested prior to delivery to the Government over the life of the contract.

GOVERNMENT RESPONSE 108:________________________

It is the Army's intent to reduce the amount of radioactive material in use throughout the Army inventory. If the Vendor requires the use of radioactive material on the MHS to meet the requirements, the Vendor will be required to submit justification as to why there is no other materiel solution to meet the requirement. In the event that the Vendor does include radioactive material, such as tritium in the sights, a wipe test will be required to ensure that the radioactive material is not leaking from the containment vials. The sample size for the wipe test is provided in Section E, Clause # 52.246-4065, "Wipe Testing For Radioactive Material" in the RFP. See the amended SOW for the updated requirement. As part of the justification, the vendor shall provide appropriate copies of NRC licenses for manufacturing and distribution of tritium sources.

QUESTION 109:_____________

Since tritium day/night sights will be installed on the handgun slide, we are interpreting that radiation wipe testing of the sights and slide are sufficient to prove no radiation is leaking and that wipe testing of the frame and magazine(s) are not required. This also meets the normal requirement that a minimum area of 100cm^2 be wipe tested in order to collect a tritium sample large enough to be detected using industry standard methods.

GOVERNMENT RESPONSE 109:________________________

If wiping the slide and sights meets the minimum area requirement then that would be acceptable. The Vendor may propose an alternate method in the FAT and LAT plans for Government approval.

QUESTION 110:_____________

We interpret that the radioactive wipe testing in sections C.3.1.8.5.2 and C.3.2.5.5 to be independent of the requirements detailed in

Section E-1.

GOVERNMENT RESPONSE 110:________________________

Sections C.3.1.8.5.2 and C.3.2.5.5 will be revised in Amendment 003 to allow radioactive material with justification in accordance to

C.3.1.8.5.1, and if the vendor utilizes radioactive material, the wipe test will be mandatory in accordance to Section E, Clause #

52.246-4065, "Wipe Testing for Radioactive Material" and in accordance with the respective NRC license.

QUESTION 111:_____________

The requirements in Section E-1 are interpreted as a onetime requirement that will either apply to all first article weapons submitted or from a sample of the first production lot should first article be waived.

GOVERNMENT RESPONSE 111:________________________

All of the FAT samples will be subjected to the wipe test in accordance with Section E, Clause # 52.246-4065. The LAT will be performed in accordance with the LAT sample size chart in Section E, Clause # 52.246-4065.

QUESTION 112:_____________

It is understood that we will have to provide justification for the use of radioactive tritium sights per DI-MISC-80508B (CDRL A014) and submit Radiation Hazard Control Procedures pre DI-SAFT-81299C (CDRL A009).

Question:

Section E-1 a. references SOW document entitled Radioactive Wipe Test Procedure. No such procedure can be found. Please advise.

GOVERNMENT RESPONSE 112:________________________

See Section E, Clause # 52.246-4065 "Wipe Testing of Radioactive Material".

QUESTION 113:_____________

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

Referencing Section B of the solicitation, can the Government please clarify how Offerers are expected to calculate CUN Pricing values for each CUN where quantity-based range pricing exists?

For example, using CUN 1005, should Offerers calculate the single CLIN price by summing CLIN 1005 = 1000 units *

RangePrice1 + 14,000 units * RangePrice2 + 35,000 * RangePrice3 + 200,000 units * RangePrice4 + 300,000 * Range Price5 ---- OR --

- CLIN 1005 = 550,000 units * RangePrice5?

In any case, the CLIN pricing for MHS Full Size Production alone will far exceed the Maximum Program Value very quickly.

GOVERNMENT RESPONSE 113:________________________

The government will evaluate the pricing in Section B as explained in the RFP in Section M.3.2.8 Factor 7 Price and its subparts.

QUESTION 114:_____________

Referencing Section L, Para. L.4.1.9.2, can the Government confirm that the Total Contract Price, referenced to be used as the

Denominator for the purpose of calculating Small Business Participation rates, is the total of all CLIN pricing in Section B? If not, please advise how Total Contract Price should be determined by Offerers.

GOVERNMENT RESPONSE 114:________________________

For the contract total price used in the denominator, please use the maximum program value ($580.217M). Amended language to section

L.4.1.9.2 for this factor has been included in amendment 0002.

QUESTION 115:_____________

Per C.3.2.8.13.2 Lot Size shall be 1000 systems, or 1 mth of production, whichever is less.

Per C.3.2.8.13.4 Lot Acceptance Testing (LAT) will be performed in accordance with AR-PD-177 Table III. I dont see LAT in AR-PD-177

Table III, I may have over looked it, what I do see right below Table III in 4.4.2 of the AR-PD states that unless otherwise specified, a lot shall consist of not more than 1000 systems or the number produced in one month, whichever is smaller. With a production ramp up to 6,300 per month, is it the USGs intention to require 7 LAT test per month during production?

GOVERNMENT RESPONSE 115:________________________

Yes, there will be 7 Lot Acceptance Tests per month for a production rate of 6,300 per month (1 LAT per 1,000 handguns). Prior to production, the vendor will be required to submit a Lot Acceptance Test Plan for Government approval. At that time, the vendor may propose changes to the LAT sample size for review by the Government. Changes will not be considered until that time.

QUESTION 116:_____________

L.2.3.1.c - We are unfamiliar with an .XPS file. Kindly advise what that is and if alternatives are available. Ref L.2.3.1 page 321.

GOVERNMENT RESPONSE 116:________________________

An XPS document is any file that is saved in the XML Paper Specification, or .xps, file format. You can create XPS documents (.xps files) by using any program that you can print from in Windows; however, you can only view XPS documents by using an XPS Viewer, such as the one included in a version of Windows. Alternatively files may be provided in Portable Document Format (.pdf). Section L.2.3.1.c will be updated.

QUESTION 117:_____________

L.2.3.1.c: If we have all this data on SAM already (which we do under CAGE 05606), why do we need to copy it onto a CD? This is particularly curious when the instructions say that SAM is meant to avoid submitting identical information in response to each federal solicitation. On the other hand, is this requirement intended only for those who have not completed or up-dated their SAM data?

GOVERNMENT RESPONSE 117:________________________

L.2.3.1.c will be updated to change the sentence that reads FROM: As a requirement under the instant solicitation, all Offerors must submit Reps/Certs data into the System for Award Management (S.A.M.) at https://www.sam.gov/ and provide one (1) electronic copy (on CD) submitted as a .XPS file. TO: As a requirement under the instant solicitation, all Offerors must submit Reps/Certs data into the System for Award Management (S.A.M.) at https://www.sam.gov/ or provide one (1) electronic copy (on

CD) submitted as a .XPS file. Alternatively files may be provided in Portable Document Format (.pdf).

QUESTION 118:

SECTION L.4.1.6.3 Program Management Plan, Amendment 00002, page 25/43 This section references an easy transition to the Government at time of contract award. Can the Government clarify what exactly is expected to be transitioned at time of contract award?

GOVERNMENT RESPONSE 118:________________________

This refers to the Configuration Management (CM) of the MHS. At the time of contract award the CM will be transitioned to the

Government. After contract award any changes to the configuration of the MHS will be required to be approved by the Government. The

vendor's CM Plan must specify the transition from the vendor to the Government at the time of contract award.

QUESTION 119:_____________

GENERAL PRICING QUESTION In the Governments Amendment 0002 response to Industry Questions, it is clear that the Contractor will be able to propose any changes to the Lot Acceptance Test procedures at a later date. But since we have to provide pricing at this time, we need to know what baseline testing (and therefore cost)must be included in our LAT. For example, with a lot size of 1,000 pistols and a maximum monthly production of 6,300 pistols, do we need to plan for a worst case 6.3 LATs per month? If each selected LAT pistol needs to be fired 12,500 rounds, the LAT costs will be enormous (and might not be physically possible to perform within each one month period). We are concerned that companies proposing (and pricing) a less stringent LAT test could be favored in the Price Factor. Please clarify how we are to proceed to ensure consistent price considerations for LAT testing.

GOVERNMENT RESPONSE 119:________________________
