About this file

This file is a Request for Information (RFI) Question and Comment Matrix for the U.S. Army's 2-Channel Leader Radio procurement. The document contains technical clarifications and responses from the government to industry questions, focusing on specific radio system capabilities such as cryptography support, channel listening abilities, and technology refreshment considerations. Key points include confirmation of Type-1 cryptography support for the Five Eyes variant, clarification on simultaneous channel listening functionality, and guidance on technology refresh requirements for the radio system.

The RFI is associated with Solicitation Number W15P7T-25-R-0001, issued by the Army Contracting Command-Aberdeen Proving Ground (ACC-APG) and Product Manager Handheld, Manpack Small Form Fit (HMS). The government is seeking additional industry input for a follow-on procurement of the 2-Channel Leader Radio. Notably, the document indicates that definitive quantities for depot spare parts and repair kits are still under review, and the government is specifically interested in Phase 2 depot maintenance scope of work.

1PS8.1Is the FMS variant for 5-Eyes expected to support Type-1 cryptography?Yes
2PS6.7.4Please clarify what the government means by "Capable of listenening on ALL channels simultaneously"?This requirement was pulled from the FRP4 PRD (3.2.8.3). This refers to the ability to listen to the RT (via the earphone) on whichever channel is currently active and switch between them without delay or degradation.
3PWS, PSPWS Appendix IThere appear to be a number of discrepancies between Appendix I of the PWS and the PS Compliance Matrix.

Per Para 4 of the PWS, “In the event of conflict between the content of this Performance Work Statement, the LR Performance Specification or the applicable Documents cited above or elsewhere referenced herein, the text of the PWS Section takes precedence”. In addition, per Appendix I-1, Introduction: “As required by the provisions of PWS paragraph 8.0, Technology Refreshment, Substitutions and Modifications, the contractor is responsible for continuously assessing the state of existing hardware and software configuration baselines and providing recommendations for technology refresh as necessary based on end of life, sale and support conditions for existing hardware and software. It would be beneficial to the overall success of the HMS program for Technology Refresh Considerations to include but not be limited to the following areas of consideration: Connectors and Interfaces; Multiple Channels; COMSEC; Cyber and EW Defense; LR Mission Module Capability and Variants; Victory Standards; Accessories; Waveforms; Route and Retransmission; and, Extended Capabilities. Examples and discussion points are set forth below”.

The items referenced in Appendix I, tech refresh are currently not part of the PS or compliance matrix. Appendix I sections I-2, I-5, I-6 and I-7 are items that are not included in the PS nor the conformance matrix. Do we have to indicate formal compliance with these requirements or should our response appear within the technical summary?Appendix I lists technology refreshment examples. Action is only required in the event of a technology refresh and would be processed in accordance with 8a, 8b, and 8c.
4RFIWhat additional quantities of depot spare parts and repair kits does the government intend to procure? At this point in time definitive quantities for the entire program are under review.
5RFIPage 3, Item 9Depot Phase 2 was previously contracted on FRP-3. Was the government’s intention to inquire about the Phase 3 depot maintenance scope of work in item 9 of the RFI?No. The government clearly stated it's intention for Phase 2.
