About this file
This document is a market research survey issued by the Army's Product Manager Tactical Cyber Network Operations (PdM TCNO) to gather information from industry to inform the strategy for a potential Multiple-Award Indefinite Delivery, Indefinite Quantity (MA IDIQ) contract for the Army's Unified Network Operations (UNO) capability.
The survey requests company information and asks respondents to indicate their interest and capabilities across several functional areas, including managed data, ICAM implementation, tactical and enterprise network operations, software adaptation and integration, data analytics, digital transformation, and third-party logistics. Respondents are asked to provide their NAICS code, business size, and estimated percentage of work they would potentially subcontract to small businesses. The survey also seeks feedback on options for on-ramping new vendors and off-ramping existing ones during the contract's period of performance.
The information gathered through this survey will be used to inform the acquisition strategy for a future UNO MA IDIQ contract. This RFI is for planning purposes only and does not constitute a commitment by the government to issue a solicitation.

MARKET RESEARCH SURVEY
As acquisition lead for Army’s Unified Network Operations (UNO)1 capability, PdM Tactical Cyber Network Operations (TCNO) is issuing this survey to gather information to inform the strategy for a possible Multiple-Award Indefinite Delivery, Indefinite Quantity (MA IDIQ) FAR-based Contract UNO follow-on procurement to address the UNO requirement.
Currently PdM TCNO is evaluating White Papers to award multiple OTA awards for the competitive prototyping of UNO LTT/UTT (Lower Tier Tactical / Upper Tier Tactical). The upcoming MA IDIQ would have a much broader scope to include Army’s enterprise network operations capabilities.
