About this file
This is a Single Source Justification (Simplified Acquisition) document for the 71st Security Forces Squadron Combat Arms Range Auger System Maintenance contract.
The contracting activity is 71 CONF/LGC, with a purchase request identification number AF FORM 9 PURCHASE F4C3SF6042AW01 and an estimated contract cost of $34,440.00. The required services involve contracting with Action Target to provide maintenance and cleaning for the auger system and replace Dust Control Unit (DCU) filters at the 71 SFS Firing Range. The firing range is currently equipped with proprietary Action Target equipment and components. Action Target is the sole manufacturer of the firing range equipment and does not sell parts to third-party vendors or contractors. Only authorized Action Target Factory Technicians are trained and qualified to perform maintenance on the system, and all warranties are voided if non-authorized personnel perform work on the equipment. The contracting officer conducted research in accordance with FAR 6.3 and determined that no alternative companies are capable of performing maintenance on the equipment.
The justification for the single source award is based on Action Target's monopoly position as both the sole manufacturer and the only authorized maintainer of the equipment. To preclude future single source awards, the document notes that the only alternative would be to completely replace the firing range backstops, which would exceed current maintenance costs and require extended range shutdown that would impact the installation's mission. Combat Arms personnel are exploring a potential long-term solution through hazmat cleanup training to conduct their own cleaning operations. The contracting officer, Kitty Herbel/GS-12, signed the determination on February 23, 2026, confirming that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).

Single Source Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: 71 CONF/LGC
Project/Program Name: 71 SFS/COMBAT ARMS RANGE AUGER SYSTEM MAINTENANCE
Purchase Request/Identification Number: AF FORM 9 PURCHASE F4C3SF6042AW01
Estimated Contract Cost (including Options): $34,440.00
Section B: Description of the Supplies/Services Required
To contract with Action Target to provide maintenance and cleaning for the auger system and replace the Dust Control Unit (DCU) filters, of the 71 SFS Firing Range. The 71 SFS Firing range is currently outfitted with Action Targets and parts/equipement is propriety.
Section C: Justification for Soliciting from a Single Source
The auger system for the 71 SFS Combat Arms Firing Range is in need of cleaning and an inspection of the motor by Action Target. The trough for the auger system must be removed and the debris cleaned from the system. The DCU filters are required to be replaced, to control the dust entering into the range control systems. Action Target is the sole manufacturer of the firing range equipment. Action Target does not sell parts to other dealers or distributors. Only authorized Factory Technicians are trained and qualified to work on Action Target products. All warranties will be voided if non-authorized personnel perform maintenance on the system.
Section D: Efforts to Obtain Competition
Action Target is the sole company to manufacture, and perform maintenance on the system. They do not sell parts to 3rd party vendors, or contractors. All warranties will be voided is a company other than Action Targets performs maintenance on the system. I have conducted research IAW FAR 6.3 and was not able to find any companies who can perform maintenance on the equipment, other that Action Target. A letter received by Action Target states they are the only authorized maintainer of the equipment.
Section E: Steps to Preclude Future Single Source Awards
At this time the only solution would be to completely change the backstops at the firing range, and that cost would exceed the cost of maintaining what is there now. Replacing the backstops would also require the range to be shut down for an extended period of time, and would impact the mission of the installation. At the present time, the Combat Arms personnel have contacted the Bio- Environmental section at Vance AFB, and are currently looking at a possible solution of sending Combat Arms personnel to attend a hazmat cleanup training class in an effort to clean the Firing Range themselves, however this does not involve any maintenance.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
