About this file

This is an addendum to the Request for Proposals (RFP) for Downtown Appleton Trolley Services issued by Valley Transit, a department of the City of Appleton, Wisconsin. Addendum #1, dated March 29, 2019, provides clarifications and responses to inquiries regarding the procurement of fixed-route rubber-wheeled trolley service from downtown Appleton to the riverfront. The addendum addresses corrections to the original RFP issued March 8, 2019, and specifies technical requirements for vehicle operations, including the use of an onboard vehicle tracking and data collection tablet measuring approximately 6.5" X 8.5" that drivers must log into at the start of each shift to provide real-time vehicle location data to the public website and mobile application. All proposers are required to acknowledge receipt of this addendum and include it with their proposal submissions.

The addendum clarifies that all trolleys must be registered and licensed in compliance with mass transit service requirements applicable in the communities served, rather than as human service vehicles, buses with more than nine passengers, or taxis. Proposers are directed to a copy of the current 2016 contract pricing sheet for reference in developing their bids. Drivers are responsible for ensuring the tablet functions properly throughout their shift and must report any malfunctions to on-duty Valley Transit management personnel. The contract was estimated to commence on June 6, 2019.
