About this file
This is a Federal Supply Schedule (FSS) Sole Source Justification (SSJ) document for a vehicle telematics system procurement. The 763d Enterprise Sourcing Squadron (ESS) at Scott Air Force Base is seeking to extend services under an existing delivery order through a 6-month Option to Extend Services (EOS) period beginning September 30, 2026, with a total estimated cost of $1,799,195.52.
The 441st Vehicle Support Chain Operations Squadron requires a FedRAMP-certified vehicle telematics system that meets Department of Defense information security and vulnerability testing requirements, including a valid Department of the Air Force Authorization to Operate (DAF ATO). The required solution must provide technical support, information system security services, training, and a web-based Common Access Card (CAC) authentication interface with Vehicle On-Board Diagnostic (OBD) devices using cellular technology. Geotab's ProPlus Plan Bundle, a GO9 device with harness, premium support, warranty, and service plan, is specified as the solution. The order covers three CLINs: 18,500 vehicles in CONUS at $14.24 per vehicle per month for 6 months ($1,580,640.00), 2,234 vehicles in England ($190,872.96), and vehicles in Japan ($27,682.52). The contracting officer has selected the justification ground that only one source is capable of providing the products and services at the required quality level because they are unique or highly specialized (GSAR 538.7104-3(b)(ii)). Geotab remains the sole vendor with GSA MAS contract, FedRAMP certification, and DAF ATO. Market research conducted in May 2026 confirmed no alternative qualified sources exist, and transitioning to another vendor would require up to one year for hardware de-installation and replacement, resulting in unrecoverable costs exceeding $400,000.

2. Description of supplies/services required to meet agency needs
The 441st Vehicle Support Chain Operations Squadron (441 VSCOS) requires a vehicle telematics system that is Federal Risk and Authorization Management Program (FedRAMP) certified and compliant with all Department of Defense (DoD) information system security and vulnerability testing requirements (valid, current Department of the Air Force Authorization to Operate (DAF ATO)). FedRAMP provides a standardized security framework for all cloud products and services and certification is required for all cloud-based services as stated in a policy memo from the Office of Management and Budget (OMB), dated 8 December 2011. The telematics solution provider must provide technical, information system security, training support, and a web-based user interface. Vehicle On-board Diagnostic (OBD) connection devices/modems must use cellular technology to interface with a web-based, Common Access Card (CAC) authentication, interactive information/location display system.
The ProPlus Plan Bundle is a GO9 device, Harness, Premium Support & Warranty with the ProPlus service plan bundled into one monthly fee. This plan includes a configurable GPS capability, which can be turned on and off on each device as needed. The Bundle offered by the Geotab satisfies the Government's requirement. The DO will increase by $1,799,195.52 with a new total contract value of $10,597,924.48.

3. Rational supporting the exception used.
The 763 ESS intends to add, via an in-scope modification, the Option to Extend Services (RFO 52.217-8) to the existing firm-fixed-price (FFP) delivery order (DO), FA445223F0084. The current DO was awarded off Geotab's General Services Administration (GSA) Multi Award Schedule (MAS), GS-35F-164GA.
The 6-month EOS Period of Performance (POP) will begin 30 September 2026. The Government intends to exercise all six months of the EOS, which is fully funded in the amount of $1,799,195.52 (PR
F3ST70609ZA001).
In accordance with (IAW) RFO 8.401(b), when placing an order under the Federal Supply Schedule (FSS), agencies must follow the ordering procedures established by GSA. IAW GSAR 538.7104-3(b)(ii) Sole source justifications above the SAT - Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized. Supporting detail as to why the products provided by GeoTab are unique or highly specialized was provided in the original limited sources J&A approved on 27 September 2023. The justification for the highly specialized nature of the product has not changed from the original justification. Vehicle Telematics
GSAR 538.7104-3(b)(i) The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need;
GSAR 538.7104-3(b) (ii) Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized;
GSAR 538.7104-3(b) (iii) The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis;
GSAR 538.7104-3(b) (iv) It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS BPA; or
GSAR 538.7104-3(b) (v) A law expressly authorizes or requires that the purchase be made from a specified source.
is still crucial for efficient and effective vehicle fleet management.
Active and continuous market research was conducted in May 2026 to determine if other FSS holders could satisfy the Government's requirement for vehicle telematics during the proposed EOS period. This research confirms that there is a lack of alternative, qualified sources. The original award was based on a Limited Sources Justification as Geotab was the only source with the necessary FedRAMP certification and DAF ATO. (See the official contract file for the J&A from original award.) As was confirmed during a meeting with Mr. Jeremy Courtney, the Managed Services Branch Chief, GSA -- Fleet on 13 May 2026, Geotab remains the only VT platform provider with FedRAMP certification. The market has not changed since prior approved Limited Source Justifications (signed 27 September 2023, 25 September 2024, and 15 September 2025). Geotab continues to be the only capable source able to meet this requirement. Because there is only one company with the necessary qualifications, there is no reasonable expectation that any other offer would be submitted in response to a solicitation. Therefore, an extension of the current order is required to prevent a severe gap in critical mission services.
GeoTab is the only source capable of providing these services during the EOS period due to the following unique qualifications:
Technical Qualifications: Geotab is the only vehicle telematics vendor with a GSA MAS, FedRAMP certification, and a DAF Authority to Operate (ATO).
Unrecoverable Duplication of Costs: Transitioning to another telematics vendor for this short EOS period would require up to a year for the physical de-installation of existing GeoTab hardware across the vehicle fleet, purchasing and installing new proprietary competitor hardware, and establishing new software licensing networks. This would result in a substantial, unrecoverable duplication of cost, a minimum hardware purchase total of more than $400,000 that the Government cannot recover through competition for this six-month total period.
The 441st Vehicle Support Chain Operations Squadron (VSCOS) is actively pursuing a follow-on TO. However, new DoD cybersecurity and risk management requirements for contractors providing IT services, in the form of the DFARS Final Rule for implementing the Cybersecurity Maturity Model Compliance (CMMC) (DFARS Case 2019-D041), is increasing the vendors compliance timeline. There was little industry knowledge of this new requirement, a limited number of CMMC Third-Party Assessor Organization (C3PAO) providers, and a lack of DoD-issued industry guidance, which has given unexpected hurdles in awarding the follow-on TO. Making the determination to be in the best interest of the Government to evaluate and exercise the EOS for the current delivery order.
