About this file
This is a technical specifications and bidding document issued by the Maryland Aviation Administration (MAA) for Contract No. MAA-MC-26-016, which involves terminal carpet replacement at Baltimore/Washington International Thurgood Marshall Airport. The scope of work requires contractors to remove and dispose of existing tile carpeting, prepare concrete subfloors, install new tile carpeting in specified patterns, install rubber transition strips, and provide additional carpet materials to the MAA. The project encompasses three main areas: the Public Corridor on the upper level of the main terminal building (Base Bid), with two optional alternates for additional carpet replacement in Concourse D. The pre-bid meeting is scheduled for February 12, 2026, at 10:00 AM via Microsoft Teams. Questions must be submitted in writing by February 19, 2026, at 4:00 PM. Sealed bids are due on March 12, 2026, at 1:00 PM through eMaryland Marketplace Advantage (eMMA), with bid opening immediately following at 1:05 PM. The contract duration is 180 calendar days from the Notice to Proceed, with all work restricted to nighttime hours between 10:00 PM and 6:00 AM. The contract requires specific carpet tile products from Bentley Mills, Inc., with defined technical specifications including solution-dyed nylon, 24-inch by 24-inch tiles, and specific backing requirements.
The contract is structured as a Small Business Reserve (SBR) set-aside with a 20 percent Minority Business Enterprise (MBE) participation goal. A bid bond of five percent of the total contract price is required for bids of $100,000 or more, along with a performance bond of 100 percent of the contract price upon award. The contractor must be registered as an SBR vendor on eMaryland Marketplace and have been in business for a minimum of five years with principal business in flooring installation. Compensation is provided on a monthly basis for actual work completed and is all-inclusive of labor, materials, equipment, insurance, bonding, and overhead costs. The contract includes unit prices for floor preparation (scraping and patching), lump-sum prices for demolition and new tile installation, and unit prices for additional materials. The contractor must obtain airport security badges and airfield vehicle permits for all personnel working in secure areas, with security clearance typically requiring four weeks. Commercial general liability insurance of $2,000,000 per occurrence and $2,000,000 aggregate is required, along with commercial automobile liability insurance of $1,000,000 for non-restricted areas and $5,000,000 for restricted aircraft ramp areas. Maryland Living Wage Law applies, and the contract is subject to prevailing wage and MBE compliance requirements, including monthly reporting of payments to certified MBE subcontractors through the PRISM payment verification system.
