About this file

This Addendum No. 1 document modifies the Terminal Carpet Replacement contract opportunity at BWI Thurgood Marshall Airport administered by the Maryland Department of Transportation. The addendum addresses clarifications and modifications to the original contract requirements for the removal and disposal of existing terminal carpeting and the supply and installation of new terminal carpeting and related accessories throughout the airport terminal facility. The document serves to update bidders on specific contractual terms, specifications, or procedural requirements that were included in the original solicitation documents.

The addendum provides essential modifications to the bidding process or contract terms that all prospective bidders must acknowledge and incorporate into their proposals. Contractors must review both the original solicitation documents and this addendum in their entirety to ensure full compliance with all updated requirements, specifications, and submission procedures. Any changes outlined in the addendum supersede conflicting provisions in the original contract documents, and failure to address the addendum modifications in the bid submission may result in proposal rejection or non-responsiveness findings.

Joe Reese 00:00

Good morning. I am Joe Reese with the Maryland Aviation Administration, Office of

Procurement and Materials Management. I would like to welcome you to today's pre-bid web-conference meeting for contract, MAA-MC-26-016. This is the Terminal Carpet Replacement at

Baltimore Washington International Thurgood Marshall Airport. I am the Procurement Officer for this project, and your sole point of contact. With me today are members from MAA's

Planning and Engineering Team, Airport Security, and we also have OCRC as well, the Office of

Civil Rights and Compliance. I will allow each presenter to introduce themselves. Is Mike here?

We can start with Mike.

Michael Mezzetti 01:01

Yeah. Hi, I'm Michael Mezzetti with AECOM. I'm the Project Manager from the design team.

Joe Reese 01:07

Thanks. Go ahead, Sheldon.

Sheldon Reynolds 01:10

Good morning. I'm Sheldon Reynolds. I am the Compliance Officer for service and maintenance contracts at BWI Airport. Good morning.

Joe Reese 01:19

Okay, do we have security? Anyone from security here? Okay, alright, so we're going to go on ahead and start out with the housekeeping. You could switch over to that slide, housekeeping, slide two, please slide two. Thank you. A few housekeeping rules, remain on mute to minimize background noise, click the raise hand button to ask questions or comment, and when speaking, please identify yourself and your company. So today, we will discuss the procurement process, the project scope of work and airport security requirements. Should you have any questions during this pre-bid conference please announce your name and company before asking your question. We ask that you follow up with all questions in writing after this pre-bid conference.

For the prospective bidders, we encourage networking during these meetings, therefore, I will introduce each company that submitted an RSVP to the pre-bid conference. When you hear your company's name, please introduce yourself. Briefly advise if you plan to bid as a prime or a sub and your capabilities, and if your company is a certified MBE. So, the first one we have here is

B&B Solutions US.

Comfort Laureno 03:18

Hi, good morning. This is Comfort with B&B Solutions, I'm the Project Manager, and yes, we are a MBE certified, and we will be a prime.

Joe Reese 03:29

Thank you.

Craig 03:31

I'm Craig with B&B Solutions, the Field Superintendent.

Joe Reese 03:38

Thank you. Anyone else with B&B. Okay, J & J Construction.

Ian Barry 03:52

Hi. My name is Ian Barry, the estimator at J & J Construction, we are bidding as a prime and we are MBE certified.

Joe Reese 04:03

Okay, thank you. Carpet Village. Is there someone from Carpet Village? Okay, East Coast

Technologies.

Nohora Celedon Caraballo 04:35

Hello, good morning. My name is Nohora Celedon. I represent East Coast Technologies. We are not an MBE company right now, and we are planning to bid this project as a prime contractor.

Joe Reese 04:50

Okay? Thank you. I see a hand up. Steven? Go ahead. You're on mute. Alright, so let's go on to

Jade Group Enterprises/Andonian Carpet Warehouse, LLC.

Anthony Andonian 05:29

I'm from Andonian Carpet Warehouse, LLC. My name is Anthony, and we will be bidding the project as a sub-prime contractor with Jade. And, yeah, not MBE, but I’m sure Jade will chime in on the prime side.

Joe Reese 05:52

Is there someone here from Jade? Okay, so if you did not introduce your company, please introduce yourself at this time.

Tidiane Sako 06:14

Hello. My name is Tidiane from Sako Construction, and we are MBE certified.

Joe Reese 06:21

I'm sorry, what was the name of your company?

Tidiane Sako 06:25

Sako Construction. S.A.K.O. Construction.

Joe Reese 06:33

And you said prime, correct.

Tidiane Sako 06:36

Yes.

Joe Reese 06:38

Okay. Thank you. Okay, is there anyone else?

John Feezer 06:50

Yes, this is John Feezer. I'm with Baltimore Contractors, and we will be bidding as a prime, and we're not MBE.

Joe Reese 07:02

Okay. Baltimore contractors, prime, okay, thank you. Alright. Is there anyone else?

Scott Anderson 07:11

Yeah, I'm sorry, this is Scott Anderson with East Coast Technologies, and Nohora should be on here as well. And we're bidding as a prime and not MBE. We're applying for it, but right now we don't have it in place.

Joe Reese 07:28

Okay, alright, apparently Stephen’s mic is not working. Thank you, Stephen, for sending that through the chat. Okay, so now we will briefly go over the procurement process and bid documents. The IFB consists of two volumes. Both volumes may be downloaded via eMaryland

Marketplace Advantage (eMMA). The bid number on eMMA is BPM-055136. The website for eMMA is https://emma.maryland.gov. The bids are going to be due March 12, 2026, no later than 1pm. Positively, no bids will be accepted after 1pm on March 12. To submit a bid, bidders must first register on eMaryland Marketplace Advantage, and registration is free. The award of this contract shall be made to the responsible bidder that submits the lowest responsive bid, that meets the specifications and minimum qualifications set forth in the IFB. To receive a contract award, a vendor must be registered on eMMA. If you still need the drawings, and I think some of you will need those drawings, or you have any questions, after this meeting, then you shall submit those in writing, preferably by email, to my attention at jreese2@bwiairport.com. That’s jreese2@bwiairport.com. The cutoff for receipt of all bidder’s questions is February 19, 2026, at

4pm local time. Moving forward, members of the Planning and Engineering Team are here to provide an overview of the project scope. Speakers, please introduce yourself as you present.

Michael Mezzetti 10:06

Yeah, hi, this is Michael Mezzetti with AECOM. I'm going to share my screen. Just go over what we have here. So, can you see that?

Joe Reese 10:24

Yes

Michael Mezzetti 10:25

Just an overview of the terminal. So, I'm going to kind of zero you in as to where we're doing the work. Again, in plan the carpet replacement occurs in two general areas. One is on the public side, and that's represented by this sort of peach color here, and then the other is on the secure side, represented by the green. There are two alternates, and I'll get into the alternates. Alternate one is limited replacement of the carpet. Alternate two is more comprehensive replacement of the existing carpet. So, if MAA decided to accept an alternate, it will be either alternate one or alternate two, not both. So just keep that in mind. Here, the terminal is rotated about 90 degrees, well, 90 degrees exactly. So, this is the location areas within the drawings. This is in the public area, what they call the back corridor. Carpet is the existing carpet now, so it'll be removed and replaced with field carpet and the border carpet. Both of these carpets, which are CPT One and

CPT Two, are custom carpets. We provided the manufacturer with product numbers, so they know exactly what carpet we're looking for. So, these are the two areas. This area right here are on these two drawings, and then this area between Concourse D and Concourse C are on these drawings. The work here is to be phased by area, essentially, so you can do this area and complete it, demolition and a new carpet installation. Then you move on to this area here. Or you could do it in the other order if you wanted to, but one area has to be complete before you can move on to the other. In Concourse D, which is the secure area. There is some limited installation of some owner supplied carpet, that's in this area right here. And then as you go into what we call DX and DY. This is DX and this is DY. So, this is alternate one. There's some more carpet towards the beginning of the Concourse. But generally, it's mainly what you call, border carpet, cross-borders. And then this is alternate two, which is a more sort of comprehensive replacement of the borders. It's just the dark hatched areas. So again, a little further down, this is alternate one replacing carpet cross borders and some other areas. And then alternate two is all the border carpet. So, same thing, alternate one, alternate two. Alternate one, this is in DY now, alternate two. Alternate one and alternate two. Just one more set. So, as I said, they will accept https://emma.maryland.gov/ mailto:jreese2@bwiairport.com either alternate one or alternate two, not both. By the way, the carpet in the Concourse D area is not a custom carpet. That's a standard carpet available. The information is all in the technical provision. So, a few things I will note is the work for replacing the carpet. I'll go back to phasing in here. So, in Concourse DX, DY, the phasing is essentially set to whatever carpet can be removed and replaced, in one overnight shift. And that kind of brings me to the work hours.

Work hours are from 10pm to 6am, when there aren't very many people in the terminal. There will still be some people. So just keep that in mind. As you're replacing carpet that you know, like some of these cross-border areas, you know, if people are still walking, need to make sure that the floor is safe for them to walk on, that there are no trip hazards, things like that. I was going to go over the bid form real quick. Is this the appropriate time?

Joe Reese 16:21

Yes, it is.

Michael Mezzetti 16:22

Yeah, the bid form is essentially broken into three parts. Base bid, alternate one, alternate two.

We have few line items here. We have some unit prices for scraping the current carpet tile is adhered. So, we assume that there'll be some amount of scraping of, you know, as you remove the carpet tile, there'll be some remnant left of backing or adhesive, and then there may be some patching of the actual sub floor needed. So, we have a few unit prices in for that. Then the actual carpet materials and installation. This is the line item to install that owner provided carpet that I mentioned. And then we are actually asking for a decent amount of attic stock material. So, there's essentially 500 carpet tiles of CPT One and 300 of CPT Two, which is the border. On alternate one, kind of the same thing, demolition, scraping, patching, then the materials and installation, and then additional materials; the attic stock and that's about 100 tiles. And then on alternate two, which is a bit more of an extensive replacement, it's all the same thing, except we're asking for about 200 tiles and then you total each area: base bid, alternate one and the alternate two, and then different versions. This is the base bid plus alternate one, and then the base bid plus alternate two. So, keep in mind that all these items need to be filled out for the bid to be considered responsive. If there are any missing items, it'll end up being deemed nonresponsive. So, are there any questions for me?

Joe Reese 18:34

Okay, so, Mike, can you go back to the bottom where the bid alternates are, please. So right there. Okay, so go back up just a little to where the base bid is.

Michael Mezzetti 18:55

Oh yeah, sure

Joe Reese 18:58

Yeah, okay. So here for those of you that will be bidding, here is showing your grand total base bid. This is going to be the first line item in eMMA, and then Mike, if you could go down to the bottom.

Michael Mezzetti 19:16

Yep, This alternate one, yeah.

Joe Reese 19:19

So, this one is your grand total.

Michael Mezzetti 19:25

At the very bottom. Okay

Joe Reese 19:26

Correct? Yes. This is your grand total base bid plus alternate one that is going to be eMMA line-item number two. And then your grand total base bid plus alternate two is line-item number three. So, there are three prices that are going to go into eMMA, and that way we will understand that, okay, this one was the base, and then these two are alternate one, alternate two, so that it doesn't confuse your bid and the analysis of your bid. Thank you.

Michael Mezzetti 20:04

Does anybody have any questions for me?

Maryland Monarch 20:09

I have a quick question for you, sir. Do we still have the 1:00 also to come and see the site?

Michael Mezzetti 20:19

Yes, that's still scheduled. Yes.

Joe Reese 20:22

What is your name and your company, I'm sorry.

Maryland Monarch 20:25

Sure. Maryland Monarch, we're trying to go on Google meet, but for some reason it wasn't let us join. So that's why we came on the conference call.

Joe Reese 20:39

Okay, thank you.

Ian Barry 20:42

Quick, question. This is Ian with J & J Construction. The drawings for the project, are they going to be uploaded into eMMA, here shortly?

Joe Reese 20:53

They will not be uploaded to eMMA. What you will do is you will send me an email requesting the drawings, and I will then send those drawings to you through a link.

Ian Barry 21:06

Perfect. Thank you, sir

Maryland Monarch 21:13

For 1:00 today, we are still waiting for the response on the email. We didn't receive the response on the email to see where we go and how we're going to meet up there.

Joe Reese 21:25

Yes, that is going to be discussed here, but I can go on ahead and let you know that that's going to be over in Concourse D, and that is going to be at the Hudson News, which is across from a little restaurant there, but it's right there in the in the hallway of concourse D. So, I believe Spirit is there.

Michael Mezzetti 21:51

So, I took over the screen. It's right here. This is the Hudson news, right?

Joe Reese 21:56

Yes, correct.

Michael Mezzetti 21:58

So, if you come in, there's the garage. There's a sky bridge to walk over. The first escalator down, brings you on to this level. Just go up, there's an information desk. Just go past that. Here's the Hudson news.

Joe Reese 22:14

Yeah, we'll meet there.

Michael Mezzetti 22:18

I stole the screen from whoever was starting to reshare. So sorry.

Joe Reese 22:23

No problem. Okay, so next we'll have Sheldon Reynolds. He's a Compliance Officer from the

Office of Civil Rights and Compliance, OCRC. He'll discuss the MBE requirements for this project.

Sheldon Reynolds 22:49

Good Introduction, Mr. Reese. So, for this contract, MAA-MC-26-016, there will be a 20% participation, Socioeconomic Program Participation. This is a state funded contract, and bidders are subject to MBE requirements set forth in COMAR 21.11.03.12. Credit is counted toward the

MBE goal for the portion of the total dollar value of the contract performed by MBE prime equal to the distinct, clearly defined portion of the work of the contract that the MBE performs with its own forces, and only for such services/supplies, NAICS codes that are approved for MBE participation credit for the MBE prime. MAA will also count the total dollar value of any subcontract performed by a MBE subcontractor equal to the distinct, clearly defined portion of the work. The contract that the MBEs perform with its own forces toward the MBE goal, and only for such services/supplies, NAICS that are approved for MBE participation credit for the

MBE subcontractor. Services performed by a non-MBE will not be counted toward the MBE goal. Again, the goal for this contract is 20% MBE participation. If the prime orders equipment, materials and supplies they are not installing from non-MBE ,the value of those supplies and/or equipment will not be counted toward the MBE goal. However, if the MBE prime procures equipment, materials and/or supplies from a MBE supplier or manufacturer, the crediting rules set forth in COMAR 21.11.03.12 are applicable. All MBEs must perform a commercial useful function as set forth in COMAR 21.11.03.12-1. If a MBE prime wishes to count itself, it must be identified on the MBE participation schedule and include the certification category under which it will self-perform the work and indicate the percentage of the contract value to be attributed to that work. An MBE prime is required to adhere to the good faith effort requirements of the contract.

The five key MBE forms are:

A. MDOT MBE, Form A, Certified MBE Utilization and Fair Solicitation Affidavit

B. MDOT MBE, Form B, MBE Participation Schedule Form

C. MDOT MBE, Form C, Outreach Effort Compliance Statement (Good Faith Effort)

D. MDOT MBE, Form D, MBE Subcontractor, Protector, Participation Affidavit

E. The Good Faith Effort Checklist

To find the MBE owned companies please go to http://mbe.mdot.state.md.us/directory/.

MDOT MAA Reporting COMAR 21.11.03.13. The contractor and MBE subcontractors must be registered in the identified reporting portal for compliance monitoring and tracking. The prime contractor, and I reiterate this, the prime contractor will be responsible for making sure their

MBE subcontractors enter their invoices into PRISM, into the assigned reporting portal monthly and they will need to acknowledge payment of those invoices when the prime contractors enters them as paid in the PRISM system. PRISM is the reporting system by which the subs invoice the prime. The prime pays the invoices. The subcontractor acknowledges acceptance of that payment, that in turn, gives us our compliance rate for the contract.

Records Retention: COMAR 21.06.05.03, the contractor or subcontractor shall maintain books and records that relate to the cost of pricing data for three years from the date of the final payment under the contract, unless a longer period is otherwise specified in the contract.

Prompt Payment to Subcontractors: COMAR 21.07.02.05 2b through c, the contractor shall promptly pay a subcontractor any undisputed amount to which a subcontractor is entitled under a state procurement contract for construction. This payment shall be made within 10 days of receiving a progress payment or final payment from the state. Undisputed amount includes the retainage on a contract.

Modifications: EWAs, AWIs, COMAR 21.11.03.12. Amendment for Unforeseen Circumstances:

Any proposed changes to the approved MBE plan must be submitted in writing to the Director of the Office of Civil Right and Compliance, that’s the office I represent, for approval prior to commencement of work. Substitution or modification of the approved MBE plan can only be approved by the Maryland Aviation Administration Executive Director/CEO.

Policy Directive: Upon request from the procuring agency or MBE Compliance Office, the bidder/contractor will submit copies of canceled checks, if those documents are needed to resolve payment disputes.

Use of joint checks: The MDOT’s Office of MBE Program Manual states that MDOT follows

US DOT guidance on use of joint checks under the MBE program, US DOT 26.55(c)(1), 26.71b dated August 30, 2006. Joint checks are prohibited except for the purchase of supplies and http://mbe.mdot.state.md.us/directory/ materials. The MDOT manual further states joint checks should only be used when:

1. the other party acts solely as a guarantor

2. the funds do not come from the other party

3. it is commonly recognized way of doing business

4. must be approved in advance by the Administration's MBE Compliance Officer

To use joint checks, MAA requires the prime to submit a request in writing in advance, providing justification, explaining 1) Why they need to use joint checks and 2) The process they will use to insure them. Further MAA suggests that a prime that wants to use joint checks should submit their request letter with their bid package. Before approving the use of joint checks MAA must ensure that the MBE is performing a commercially useful function, meaning that the MBE supplier must take the lead in coordinating, procuring, and delivering the supplies. Thank you.

Joe Reese 31:03

Thank you, Sheldon. Okay, so as a reminder, following this meeting, please submit your questions in writing to jreese2@bwiairport.com to receive the official response, which will be included in an upcoming addendum. There is a 20% MBE subcontractor participation goal. The

MAA encourages all bidders to seek opportunities for participation by minority businesses. So, at this time, we're going to have questions. Any questions posed and responded to at this meeting will be included in the minutes of the meeting. Any questions posed from bidders after this meeting shall be submitted in writing by email to my attention at jreese2@bwiairport.com. The cutoff for receipt of all bidder’s questions is February 19, 2026. Can you advance the slides here please? Okay, one more. Thank you. Okay, so the minutes of this meeting, attendance and all responses to questions will be part of an addendum for this procurement. The Addendum will be posted on eMMA. So, before we ask questions, if you joined late or did not have an opportunity to introduce yourself or your company. Please do so at this time.

Dino Keras 33:15

Hi, Mr. Reese. This is Dino, with Jade Group Enterprises. We are a MBE. I was having difficulties getting my audio going, but I called in to pick up the tail end of the meeting.

Joe Reese 33:26

Okay, great, thank you. Do we have anyone else, that just joined? Okay, so at this time, we'll take questions. Please announce your name and your firm before asking your question. Any questions?

Tidiane Sako 33:49

Yes, for the meeting today at 1pm, is it mandatory? Will we have another chance to come on site and look at the look at the job site, for those who can’t make it today or today is the only day?

Joe Reese 34:05

It is not mandatory. What is your name and your company?

Tidiane Sako 34:10

This is Tidiane from SAKO Construction.

Joe Reese 34:13

Okay, so have you sent the information to me?

Tidiane Sako 34:21

We just had a chance to actually see this bid, not even, like two days ago, three days ago. So, we decided to join the meeting.

Joe Reese 34:30

Okay, so I'll tell you what, send me an email, and then we will go from there.

Jreese2@bwiairport.com. Send me an email and we'll see what we can do.

Tidiane Sako 34:43

Can you repeat your email?

Joe Reese 34:47

It’s on the screen. It should be on the screen here. Jreese2@bwiairport.com. We are strongly limiting this to a single site visit, which will be this afternoon.

Tidiane Sako 35:12

Thank you.

Joe Reese 35:14

Thank you. Any additional questions?

Craig 35:17

This is Craig with B&B. Did you go over any badging or access requirements?

Joe Reese 35:30

No, we don't have the security here, but they will be listed in the addendum.

Michael Mezzetti 35:39

There are, sorry, it is Michael Mezzetti with AECOM. There are some security requirements listed in the solicitation. The Security Office always recommends as many people be badged with a red SIDA badge as possible. Note that the area in the back corridor is on the public side and doesn't necessarily require a security badge, though, security badges are always helpful in smoothing things over when a work crew shows up. If they're not badged, then there is a limit.

Then they have to be escorted. And the limit of escort is five people per one badged employee.

The work in Concourse D is on the security side, so you absolutely do need a badge for that portion.

Craig 36:37

And there will be an escort with the teams each night?

Michael Mezzetti 36:45

There would have to be a dedicated escort. The escort can't do any work other than escorting the employees, and they have to be there the whole time within, there's a phrase, I think, something mailto:Jreese2@bwiairport.com mailto:Jreese2@bwiairport.com like reasonable control of the badged employee who's acting as an escort. That's one of the reasons that they really do recommend that everybody be badged. And the badging process can take some time. It could take a few weeks. It's a two-part process with a fingerprinting and background check, and then once that is done and approved, then there is a training portion.

Which the training portion is just one day, so that's actually just like an hour and a half.

Craig 37:34

Will MAA have a person there each night?

Michael Mezzetti 37:40

MAA may, but they are not going to be escorting anybody. That is up to the contractor.

Craig 37:46

Okay, I also saw on there too, will there be driving on the airfield required for this?

Michael Mezzetti 37:55

Yeah, likely, because of the work on Concourse D. So yeah, driving privileges, which is additional training. Also, some requirements for the vehicle, which these are all in the solicitation, too.

Craig 38:12

Right. Okay, thank you.

Joe Reese 38:21

Any additional questions?

Comfort Laureno 38:27

Just to double check the site visit is today at 1pm right?

Joe Reese 38:32

That's correct.

Comfort Laureno 38:34

Concourse D. Hudson News.

Joe Reese 38:35

Concourse D. Hudson News. I will be there.

Comfort Laureno 38:41

Excellent, Joe. Thank you.

Craig 38:42

This is Craig with B&B again, to get to that, we'll park in the garage there and go into the building, and we should be able to find it okay.

Michael Mezzetti 38:55

Yeah, you can park in the hourly garage. There's a sky bridge, just head towards Concourse D.

Joe Reese 39:07

There are overhead signs there that you will see, but the sky bridge is a great place to come across, because you just go down and you're right there.

Craig 39:20

Yeah, thank you.

Joe Reese 39:26

Okay, Stephen, you have your hand up.

Stephen Dayton 39:31

Yes, I didn't have my mic unmuted earlier, but I do now, but I listened to all the information. So, the meeting today, you don't have to go through Security first? Just meet somebody outside of concourse D.

Joe Reese 39:53

Mike, correct me, if I'm wrong, there is a secure portion.

Michael Mezzetti 39:58

Yeah.

Joe Reese 39:59

There's a secure portion today. Yes.

Michael Mezzetti 40:11

Sorry if you're not, you'll have to be escorted. To be escorted, you need a valid ID, like a driver's license.

Joe Reese 40:20

Correct.

Stephen Dayton 40:21

No problem.

Joe Reese 40:32

Okay, do we have any other questions? Thank you. Okay, so now let me clarify with Mike here.

They're not going to necessarily need hard hat, goggles, vest, anything like that today.

Joe Reese 40:53

Okay, yeah, I just want to be certain. Okay, great. Alright, so there won't be any necessary need for that. Any other questions. Alright, this will conclude today's pre-bid conference. Thank you for your interest, and good luck with your bid. And for those of you that will be here, we will see you at 1:00. Thank you.
