About this file
Volume 2 Record Documents is a supporting exhibit file for the City of Gainesville's Regional Transit System (RTS) solar canopy project procurement. The project involves the design and construction of a comprehensive photovoltaic panel system with a 1,058 kW DC output capacity covering approximately 470 parking spaces across 207,000 square feet of the employee parking lot. The primary objectives include generating renewable power for RTS facilities, reducing electric utility costs, and providing shade for parked vehicles. The Request for Proposal was released on October 20, 2025, with proposals due by December 2, 2025, at 3:00 pm. Oral presentations are scheduled for December 16, 2025. The project must achieve Permission to Operate (PTO) by January 30, 2027, and proposers must demonstrate extensive experience in PV system design and installation with detailed technical submittals including shop drawings, health and safety plans, and performance testing documentation.
The total project budget is capped at $4,490,000, comprised of $4,265,000 for purchase, installation, and first-year annual maintenance, plus $225,000 for workforce training. Proposers must be currently listed in the Florida Unified Certification Program (UCP) Disadvantaged Business Enterprise Directory maintained by the Florida Department of Transportation (FDOT), with specific emphasis on DBE participation. The project requires compliance with Federal Transit Administration (FTA) requirements, Buy America provisions, and Davis-Bacon wage standards. Mandatory documentation includes an Anti-Human Trafficking Affidavit, Buy America Certification, Debarment Certification, certification of no outstanding federal tax liabilities, and verification of no recent felony convictions. Any submittals exceeding the $4,490,000 budget cap are automatically disqualified. The project emphasizes local economic development and sustainable infrastructure development for the Gainesville RTS transit system.
