About this file
This is a Brand Name Justification document under FAR 13.5 for a sole source procurement of Vocera System Administrative services at the Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, Texas. The justification supports a firm-fixed price contract for Premier Vocera System Services requiring an Original Equipment Manufacturer (OEM) Administrator for ongoing management and support of existing Vocera communication solutions.
The requirement is for a 12-month base period with two 12-month option periods for software support and maintenance of hands-free communication badges used within specialty care areas. Only Vocera Communications Inc. (the OEM) and its authorized resellers Government Marketing and Procurement LLC and Alvarez Technology (both SDVOSBs) can provide the required services due to proprietary system access requirements. Market research included posting an RFI (36C25625Q0116) on SAM.gov from 11/12/2024 to 11/19/2024 and on GSA eBuy from 12/10/2024 to 12/13/2024. While 4,752 SDVOSB/VOSB vendors were identified under NAICS 541519, none besides the two authorized resellers can provide the required OEM services. The justification notes that purchasing a new system would not be advantageous to the government compared to maintaining the existing 2018 Vocera system.

VHAPG Part 813.5 Simplified Acquisition Procedures for Certain Commercial Items Attachment 1: Request for Brand Name Justification >SAT-$7.5M under FAR13.5
Effective Date: 11/15/24
REVISION: 01
Acquisition ID#:
( X ) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition
Requires the Use of the Authority Cited Above (applicability of authority): The Government purchased the system in 2018 and the Vocera Communications, Inc. software system is proprietary equipment already in use and has been extensively validated by MEDVAMC Facilities
Management Service for the hands-free communication badges.
This is a brand name requirement. Communication is key in order to provide for our Veterans. The
Vocera PA System is currently in use, and no other brand can be used. Another brand cannot be interfaced with the current unit without causing delays. If we should use another brand other than the existing, it will cause extreme interruption in patient care. An extreme or any interruption in patient care is unacceptable at the Veterans Hospital. This system is used to announce different categories of emergencies in order for the different specialty teams to communicate with each other to provide for our Veterans.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: 36C25625Q0116 an RFI/sources sought notice was posted on SAM.gov on
11/12/2024 with a closing date of 11/19/2024 and an GSA eBuy was posted on 12/10/2024 with a closing date of 12/13/2024. The intent of the notice was to determine the availability of sources that could provide the exact brand that is compatible with the existing system. A search of VetCert was also conducted, which shows that 4,752 SDVOSB/VOSB who utilized the NAICS code 541519 were identified.
Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable: The CO will conduct price analysis by comparing the proposed price to the
Independent Government Cost Estimate (IGCE) and historical data that met the Government’s needs to justify the proposed cost. As a result, the above methods will aid the CO in determining that the anticipated price has been determined to be fair and reasonable. A new system would have to be purchased if the MEDVAMC is unable to obtain services from the OEM. The total estimated cost of a new system along with maintenance is estimated at . If a new system is purchased this would not be advantageous to the Government.
7. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted: In accordance with FAR Part 810.001-70 the Contracting
Specialist (CS) reviewed the Veteran Small Business Certification (VetCert) database as required by subpart 819.70. The VetCert queried results for Service-Disabled Veteran Owned Small Business
(SDVOSB) and Veteran Owned Small Business (VOSBs) using NAICS 541519 listed 4,752-
SDVOSBs/VOSBs. This requirement is for a base period of 12 months with two additional 12-month option periods. The CS conducted a search on Ability One using key word ‘software support’ with no results.
The CS posted 36C25625Q0116 an RFI/Sources Sought Notice to https://sam.gov/
Contract Opportunities with four responses of potential vendors. A GSA eBuy notice 1736242 was posted on 12/10/2024 with a closing date of 12/13/2024.The CS conducted a search on FPDS for past purchases. Two vendors were identified. Government Marketing and Procurement LLC. and
Alvarez Technology. Both vendors are authorized distributor of the OEM. There are 4,752
SDVOSB/VOSB’s found on VetCert with the NAICS 541519, however, they are not authorized distributors for the OEM. Vocera Communications, Inc. is the sole manufacturer.
