REQUEST FOR QUOTATIONS

(THIS IS NOT AN ORDER)

REQUEST NO: RFQ: 2026-02

REQUEST TITLE: VIZCAYA VILLAGE PHASE 2 - 5 BUILDINGS

FURNISHINGS

ISSUED BY: PROCUREMENT DEPARTMENT

VIZCAYA MUSEUM AND GARDENS TRUST, INC.

3251 SOUTH MIAMI AVE. MIAMI, FL 33129

BACKGROUND

Vizcaya Museum and Gardens is a historic house museum and gardens owned by Miami-Dade County and managed by Vizcaya Museum and Gardens Trust, Inc., a 501(c)3 non-profit organization (“VMGTI” or “Vizcaya”). The estate includes a 45,000-sf museum and gardens full of important, sensitive collections, fifteen other historic buildings or structures, several non-historic buildings or structures, and rare plants on fifty acres.

SCOPE OF SERVICES

Vizcaya is soliciting a vendor to provide a quote for the Furnishings outlined in the 5 Buildings Restoration Project Documents by Beyer Blinder Bell (BBB), including Plans dated 10/10/25, Specifications dated 11/20/25, and Look Book 10/17/24.

Quote is to include pricing, sourcing, submittals, and labor for delivery, assembly, and installation including all tools/equipment, shipping/delivery, materials, and any other requirements needed for complete installation including testing and inspection, as required, and all warrantees on goods and services. Services are to be provided at Vizcaya Village, located at 3250 South Miami Avenue, Miami, Florida 33129.

The selected vendor is to submit product cut sheets, specs and brochures for VMGTI & BBB review and approval prior to ordering the equipment. Standard manufacturer warranty information is to be provided. Vendor is to provide at a minimum, a one-year warranty on labor and installation which starts at completion of installation. VMGTI reserves the right to reject any substitution.

Delivery and Installation will be coordinated with the project’s General Contractor Red Door Construction [RDC]. Because of work occurring in multiple buildings, Vizcaya requires that Proposer minimize the number of deliveries to the site. To accomplish this, Proposer should accept delivery at its own, or a third-party facility, and coordinate delivery to the Village 5 Buildings with RDC and Vizcaya.

As part of Exhibit A, Proposer is asked to briefly explain its approach to efficient delivery of the equipment.

The Vizcaya Village 5 Buildings are located in the Vizcaya Village between S. Miami Avenue and US-1. Entry may be made from S. Miami Ave or 32nd Road. The 5 Buildings are located at Ground Level, no more than Two Hundred Feet (200’) of paved path from the paved parking lot. There is no loading dock. Once inside the building, Proposer will need to move equipment on a flat surface a maximum distance of 100’ to the point of installation. Two of the buildings have second floors accessed by stairs; there are no elevators

Proposer is to provide floor, corner, and door frame protection to prevent marring, scuffing, and damage. Proposer is to exercise care with nearby surfaces such as walls, doors, door frames, and thresholds. Walls will be freshly painted, and cabinets/countertops will be newly installed.

Protection plan must be approved by VMGTI before delivery. Proposer is responsible for any damage that occurs due to insufficient protection and carelessness.

Proposer is responsible for the off-site removal of all equipment packing and shipping materials to disposal or recycling centers and leaving site broom clean upon completion.

Proposer must take any necessary steps to register equipment with manufacturers to initiate warranties on a mutually agreed upon date. Proposer must compile and provide to Vizcaya a well-organized file or binder with all equipment literature, maintenance and warranty information, with clear identification as to the equipment to which each pertains. Failure to provide such documentation will delay final completion and may result in withholding of payment to Proposer.

Proposer is responsible for all final connections and testing (electrical, etc.) to any equipment in this contract requiring such connection and testing. All installation must be performed by individuals licensed for this work and in accordance with manufacturer’s certification requirements. All hardwiring must be completed by a licensed electrician. Provide copy of license prior to Notice of Intent to Award. If Proposer does not comply with manufacturer installation requirements and such non-compliance results in damage to equipment or voiding of manufacturer warranty, Proposer shall be responsible to Vizcaya for repairing or replacing any equipment damaged as a result of non-compliant installation and for repairs that may result from a voided warranty for the duration of the manufacturer’s original warranty.

Please save a copy of your completed Exhibit A spreadsheet as a PDF and attach it to your final RFQ submission.

PROPOSAL EVALUATION

The award will be given to the Proposer whose Quotation is deemed most advantageous to VMGTI at VMGTI’s sole discretion.

Vizcaya’s Executive Director/CEO will appoint an Evaluation/Selection Committee who shall review and evaluate all Proposals received and establish a ranking and/or short list of Proposers deemed to be qualified to perform the Work in accordance with the criteria set forth in these Proposal Documents.

The Evaluation/Selection Committee reserves the right to request from Proposer additional materials, contact references, verify submitted information or waive any informality, irregularity or technicality in any Proposal at the Committee’s sole discretion.

Based on the Proposal and related information, the Evaluation/Selection Committee will use the below criteria and scoring system to evaluate each Proposal:

Criteria Points

A: Price Score (Formula-Determined)

Price is scored objectively using the following formula, applied after all Proposals are received:

Price Score = (Lowest Responsive Bid ÷ This Proposal’s Bid) × 40 The lowest responsive bid automatically receives the full 40 points.

All other proposals receive a proportionally lower price score. Price Score is calculated to full precision and rounded to two decimal places. Criterion A is not scored by the Evaluation/Selection

Criteria Points

Committee.

B: Proposer’s Past Performance

Proposer’s Past Performance Record and References, indicating the quality and performance on previous contracts of similar nature, illustrated by their letters of reference, list of references, and previous projects.

The quality of performance of Proposer under previous contracts, as well as any Sub-Contractors and other persons providing labor or materials to Proposer.

C: Proposer’s Qualifications (Firms and Personnel)

Ability, capacity, experience, and skill of Proposer to meet Specifications.

Proposer’s qualifications and capabilities, including but not limited to, the size, financial history, strength and stability of the business to perform the Work of the Contract.

Possession, through experience, of knowledge of the product.

The possession of necessary trained labor force, warehousing facilities, delivery and installation equipment, and the availability thereof to this contract.

D: Proposer’s Locale

Proposer’s Main office and satellite office locations, and their relations with local providers and facilities to support installation and continued servicing.

Total

The Evaluation/Selection Committee may, at any point during its evaluation process, also request oral presentations as well as clarification or additional information from the Proposer. If presentations, clarifications or additional information are provided following initial scoring, the Evaluation/Selection Committee members shall have the opportunity to adjust their individual scores (Criteria B, C, and D only) and the updated scores will be used to calculate the final score as noted below.

Once qualitative scores (Criteria B, C, and D) have been tallied, Proposals that receive fewer than 36 qualitative points on average (equivalent to 60% of the available 60 qualitative points) may be disqualified at the sole discretion of the Evaluation/Selection Committee.

For all eligible Proposals, the Evaluation/Selection Committee shall then calculate a Final Score for each Proposal by applying the following formula:

Price Score = (Lowest Responsive Bid ÷ This Proposal’s Bid) × 40

Final Score = Price Score + Qualitative Score (Criteria B + C + D)

Scores will be calculated to full precision and rounded at the end to two decimal places. The proposal with the highest Final Score will be ranked first and so on.

For example:

Proposal Price Price Score (of 40)

Qualitative Score B+C+D (of 60)

Final Score (of 100) Rank

$105,000 40.00 34.00* 74.00* #5*

$110,000 38.18 53.00 91.18 #2

$115,000 36.52 56.00 92.52 #1

$120,000 35.00 54.00 89.00 #4

$132,500 31.70 58.00 89.70 #3

* Proposals that receive fewer than 36 qualitative points on average may be disqualified. The $105,000 proposal above is shown for illustrative purposes only.

Based on the Final Scores, the Evaluation/Selection Committee will then submit a recommended firm or short list or a combination of a recommended firm and the short list to Vizcaya’s Executive Director/CEO. Vizcaya’s Executive Director/CEO shall evaluate the Proposals and make the final selection of the Proposer, which shall be documented by issuance of the Notice of Intent to Award.

Prior to authorizing issuance of a Notice of Intent to Award, Vizcaya’s Executive Director/CEO shall consider all the foregoing criteria and in addition thereto may consider other facts or circumstances. Vizcaya’s Executive Director/CEO may request further clarifications or additional information, including oral presentations, from one or more of the Proposers.

Vizcaya’s Executive Director/CEO shall not be required to award a Contract to the highest ranked Proposer, nor shall they be required to award a Contract at all. Vizcaya’s Executive Director/CEO and/or designee reserves the right to request a best and final offer and to negotiate terms.

Vizcaya’s Executive Director/CEO at all times shall have the right, in their sole and absolute discretion, to waive any informality in any Proposal, to increase or decrease the quantities shown in the Proposal Form, or they may reject any and/or all Proposals prior to award.

Reasonable efforts will be made to either award the Contract or reject all Proposals within one hundred and twenty (120) days after Proposal opening date. A Proposer may not withdraw its Proposal unilaterally nor change the Contract Price (excluding negotiation with Vizcaya) before the expiration of one hundred and twenty (120) days from the date of Proposal opening. A Proposer may only withdraw its Proposal after the expiration of one hundred and twenty (120) days from the date of Proposal opening by delivering written notice of withdrawal to Vizcaya prior to Vizcaya’s award of the Contract.

Vizcaya may issue a Notice of Intent to Award based on the Proposal submitted without discussions. Therefore, each initial Proposal offer should contain the Proposer’s best and final efforts and prices. However, Vizcaya, at its sole discretion, reserves the right to enter into Contract negotiations with one or more qualified responsive and responsible Proposer(s) prior to issuing a Notice of Intent to Award. If Vizcaya and said Proposer cannot negotiate a successful Contract, Vizcaya may terminate said negotiations and begin negotiations with another responsive and responsible Proposer. This process will continue until a Contract acceptable to Vizcaya has been executed or all Proposals are rejected. No Proposer shall have any rights against Vizcaya arising from such negotiations or termination thereof.

Following contract negotiations and after Vizcaya has made its final determination, Vizcaya will issue to the Successful Proposer a formal Notice of Intent to Award, with copy to all other Proposers as notification. Vizcaya may, in its sole discretion, require that the Successful Proposer deliver to Vizcaya all required Bonds and Certificates of Insurance, within ten (10) calendar days after issuance of the Notice of Intent to Award. The Successful Proposer must also deliver an executed original of the contract within five business (5) days of the Notice of Intent to Award.

Following receipt of the contract executed by the Successful Proposer and all required Bonds and Certificates of Insurance, Vizcaya shall deliver the Notice of Award, one (1) fully executed contract to Successful Proposer, and the Notice to Proceed. The fully executed Contract will be accompanied by a complete set of drawings (if required). Once Vizcaya has issued its Notice of Award, the Proposer shall have no further right to negotiate the terms of the proposed contract.

If the Proposer to whom award is being recommended fails to execute the contract as herein provided, Vizcaya may rescind the Notice of Intent to Award to said Proposer and issue a Notice of Intent to Award to another ranked Proposer who is responsible and responsive in the opinion of Vizcaya. Such Proposer shall fulfill every stipulation embraced herein as if it were the original party to whom the award was being recommended.

ADDITIONAL REQUIREMENTS

Non-negotiable Agreement Terms: These include but are not limited to non-assignment of Agreement, insurance requirements, and all terms of Addendum A to the Agreement. A sample agreement with Addendum A is included as Exhibit F.

Insurance Requirements: Proposer shall furnish VMGTI with certificates of insurance as required in the sample agreement (Exhibit G). The certificates are to be received and approved by VMGTI before VMGTI executes the Agreement. VMGTI reserves the right to require complete certified copies of all required policies at any time. The Proposer shall include Red Door Construction, and all subcontractors as insureds under its policies or shall furnish separate certificates for each subcontractor. All coverages for subcontractors shall be subject to all of the requirements stated herein for the Proposer.

Performance Bond: The successful Proposer shall be required to provide performance (surety) and labor and materials bonds in the amount of 100% of Contract total amount to ensure the successful performance under the terms and conditions of the contract negotiated between the successful Proposer and VMGTI. The performance bond shall be subject to forfeiture or failure on the part of the successful Proposer to perform its obligations under the contract. Said bonds shall be provided within one (1) week of the execution of the Agreement. Failure to provide such bond in a timely manner may result in termination of the Agreement for Cause. Cost of the Bonds shall be included as separate line items in Proposer’s Quotation.

FEE FOR SERVICES

VMGTI will provide to the Successful Bidder the following Payments:

• 25% of Contract Total Upon Product Order Submittal for Manufacturer deposit.

• Up to additional 30% of Contract Total for manufacturers requiring larger deposits, when submitted with manufacturer’s invoice. Additional 30% upon Receipt of Equipment on Site and commencement of Installation.

• Final 20% of Contract Value upon VMG acceptance, training if required, and Owner’s Receipt of Completed Warrantees, and Close Out Materials.
