About this file
This document is a Statement of Objectives (SOO) for a Specimen Collection Software System to be procured by the Veterans Health Administration (VHA) for VISN 4 Hub.
The VA seeks to procure a specimen collection software system benchmarked against Lattice Inc.'s Medicopia, though the specification is open to equivalent products. The system must perform positive patient identification by scanning VA wristbands containing barcode, name, and date of birth, then validate patient identity and match active specimen orders at the bedside. The software must generate specimen labels at the point of care immediately following collection, support emergency/STAT label creation, rainbow draw workflows, and capture collector/staff ID and timestamp. Integration with VA clinical systems is required, including VA EMR and LIS systems (CPRS, VistA, and Oracle/Cerner) using commercially standard HL7 and API interfaces without modifications to existing VA systems. The system must be TRM-approved or have an approved Enterprise Risk Assessment prior to award and comply with VA Directive 6500, VA Cybersecurity Program requirements, and Risk Management Framework controls. User authentication must support Single Sign-On using VA PIV cards or Active Directory without stand-alone application-level credentials. Printers and scanners must be VA-approved or compatible with existing devices, with wireless hardware FIPS 140-2 or FIPS 140-3 validated. Portable printers must support USB and WLAN with removable/rechargeable batteries; Bluetooth-only devices are not permitted.
Functionally, the system must support collection of multiple specimen types, import and print inpatient specimen orders for both lab-collect and ward-collect workflows, and generate audit trails with timestamps, user identity, and order details. Built-in reporting capabilities for specimen data analysis are required. The software shall operate on OI&T baseline Windows 11 workstations either locally installed or browser-based, support deployment on VA virtual servers using SQL Server where required, and support multiple HL7 feeds and multi-timezone VISN configurations. Software licenses must be perpetual, owned by the VA, and fully functional without subscription renewals. The vendor must provide comprehensive on-site training including nights, weekends, all shifts, and refresher sessions post-Go-Live, along with 24/7 maintenance, phone support, software patches, and upgrades. Hardware and software must include a minimum one-year warranty beginning after site-specific Go-Live. American-made products are preferred.
