About this file
This is a Sealed Invitation for Bids (IFB #190-27) issued by the Virginia Alcoholic Beverage Control Authority (Virginia ABC) for a term contract to remove existing flooring and furnish and install new flooring at Virginia ABC retail stores statewide. The solicitation seeks qualified bidders to provide flooring installation services across eight service areas covering the entire Commonwealth of Virginia. Virginia ABC anticipates flooring installations at approximately 35 stores annually due to relocations, modernization efforts, or new store openings. The solicitation specifies three primary flooring product lines: Vinyl Tiles (Centiva, Mannington, Roppe), Laminate Vinyl Planks (Centiva, Mannington, Roppe), and Walk-Off Flooring (Van Dijk Contract, Lees Modular, Mannington). The mandatory pre-bid conference is scheduled for September 28, 2026, at 10:00 AM EST via Microsoft Teams, with attendance required for bid submission eligibility. Sealed bids are due by October 14, 2026, at 2:00 PM EST through the eVA electronic procurement system. The contract term runs from January 13, 2027, through January 12, 2028, with four optional one-year renewal periods. Virginia ABC requires installation within four weeks of approval to proceed and expects the contractor to coordinate site access, provide cost quotes within five days of notification, and conduct proper site preparation including floor sealing and seam finishing.
Bidders must submit pricing for each of eight service areas with unit costs for vinyl tiles, vinyl planks, walk-off flooring, related services (moisture testing, floor sealing, cleaning), and removal of existing flooring materials. All pricing must be provided through the eVA system and include a completed Vendor Data Sheet, State Corporation Commission Form, and Certificate of Insurance. Bidders must be eVA registered prior to the bid closing date and must certify their Virginia contractor license status. Awards will be made to the lowest responsive and responsible bidder per service area, with Virginia ABC reserving the right to make multiple awards. The contractor is responsible for all labor, supervision, tools, equipment, supplies, and materials, with installation preparation and expansion joint sealing included in quoted prices. A standard 6-inch vinyl cove base (black unless otherwise specified) must be installed around all exposed walls. Contractor personnel must present valid company identification at all work sites. The contractor must retain all books and records for three years or until audited by the Commonwealth. Payment will be made 30 days after receipt of proper invoices, with prompt payment discounts available at the contractor's discretion. All work must comply with manufacturer specifications, and the contractor assumes full responsibility for any site damage or property protection.

1. BACKGROUND:
The Virginia Alcoholic Beverage Control Authority (Virginia ABC or Authority) and its nearly 4,700 employees are proud to serve the Commonwealth of Virginia as an independent political subdivision and one of 11 public safety agencies working with the Secretariat of Public Safety and Homeland Security. The Authority administers ABC laws with an emphasis on public safety by ensuring an orderly and regulated system for convenient sales and responsible consumption of alcohol.
Virginia ABC is a leading revenue producer for the Commonwealth and a source of future economic growth and innovation for the State. The profits that Virginia ABC contributes – collected from sales of distilled spirits at Virginia ABC stores, taxes collected on beer and wine sales, violation penalties and license fees – provide much-needed funding for use in a multitude of State programs, thus benefiting all Virginians. Since its establishment in 1934, Virginia ABC has contributed $12 billion to the Commonwealth’s General Fund, which supports major education, health and transportation initiatives.
As one of 17 control states across the United States – where the state government manages the sale and distribution of distilled spirits at the wholesale level, Virginia ABC stores are the only retail outlets in Virginia where customers may purchase liquor.
Our Stores and Products: With more than 400 stores in convenient locations throughout the Commonwealth, Virginia ABC is dedicated to providing those ages 21 and older with an enjoyable, modern shopping environment. Considerable planning is involved in determining locations for new stores to ensure optimum customer service. Virginia ABC also strives to make sure that customers can easily obtain the spirit they want by being timely and nimble in response to market changes, product availability, and consumer desires.
Virginia ABC offers a wide selection of merchandise – including mixers, vermouth, and Virginia-made wines in addition to liquor – with more than 3967 items available in its product catalog. These products are stored in the 315,000-square-foot Virginia ABC warehouse – the size of about five and a half (5½) football fields – located in Hanover, VA. The warehouse daily receives and ships about 35,000 cases of distilled spirits for a total of more than 12.7 million last year. Virginia ABC stores receive weekly deliveries to restock items available for sale to customers of legal drinking age.
2. PURPOSE:
The purpose of this Invitation for Bids (IFB) is to solicit bids from one or more qualified Bidder(s) to establish a term contract for the removal and disposal of existing flooring, as well as the furnishing and installation of various types of new flooring for Virginia ABC Stores Statewide. These goods/services are for the Virginia Alcoholic Beverage Control Authority, located at various Virginia ABC retail locations throughout the State of Virginia.

In addition, it also refers to a firm who, when awarded the contract, will be responsible for the goods or services required, as a result of this solicitation.
