The property comprises 5,714.05 square feet (expandable to 7,582.08 square feet upon consolidation with an adjacent alley), with dimensions of 50 feet by 114.88 feet (66 feet by 114.88 feet after consolidation). Proposals will be evaluated using a standardized matrix with emphasis on the highest purchase offer amount relative to the appraised value, architectural design quality and neighborhood compatibility (25 points), developer/builder qualifications and experience (15 points), project feasibility and implementation schedule (15 points), and proposal completeness and responsiveness (15 points). The minimum offer price is the appraised value of the subject property, though the evaluation will prioritize the highest financial offer. Applicants must demonstrate financial capability to complete the purchase and project, provide references from comparable projects in the Chicagoland area, and certify compliance with prevailing wage requirements, non-discrimination policies, and anti-collusion provisions. Proposals must be submitted in original plus four paper copies and one digital copy via USPS, FedEx, UPS, or in person; proposals are valid for 90 days following the submittal deadline and become public records subject to disclosure under FOIA laws.

PROJECT DESCRIPTION

The Village of Niles, Cook County, Illinois (also hereinafter referred to as the “Village”) owns real estate described as:

Lot 3 of the 7421 Waukegan Road Resubdivision in the southwest ¼ of Section 30, Township 41 North, Range 13, East of the Third Principal Meridian, in Cook County, Illinois, as set forth in the plat recorded in Cook County, Illinois, as Document No. 1735522012. (the “Subject Property”)

The Illinois Municipal Code authorizes the Village to convey the real estate when, in the opinion of the corporate authorities, the real estate is no longer necessary, appropriate, required for the use of, profitable to, or for the best interests of the Village. Any conveyance of the Subject Property will be subject to, and contingent upon, all approvals required by law, including approval of an ordinance by the corporate authorities and any required notice of the proposal to sell the Subject Property.

The process is being conducted as an RFP and not as a competitive bid. The Village reserves the right to accept or reject any proposal for any reason, to contract directly with any respondent or to negotiate with one or more respondents, to reject any and all proposals, to cancel or reissue this RFP, or to pursue another disposition process authorized by law, and will select a provider who, in the sole and absolute direction of the Village, provides the solution that is most effective or most appropriate to the Village’s needs, based upon the criteria as determined by the Village. The selected buyer/developer shall be required to enter into an agreement with the Village in the form and content as specified by the Village.

INTRODUCTION AND COMMUNITY PROFILE

The Village of Niles was incorporated in 1899 and is located in Cook County, 15 miles northwest of downtown Chicago. With a current population of 30,912 the population has increased slightly from 29,592 in 2010. The median resident’s age in the Village is 48.7, older than that of Cook County and the 7 county CMAP region. Niles is a diverse community, 42% of its residents are foreign born and 59% speak a language other than English at home. Median household income in the Village is $84,229, slightly below that of Cook County, and 40.7% of residents have a bachelor’s degree or higher.

Approximately half of the population is in the workforce, with large numbers employed in the healthcare industry (16.3%), retail trade (12.5%) and manufacturing (9.7%). Niles is a mature, “built-out” community, with slightly more than half of the housing being single family detached largely constructed in the middle of the 20th century.

The Village is located between three highways – Interstates 90, 94 and 294 – which provide automobile access to most parts of the region. While two Metra lines sandwich the Village to the east and west, Niles does not currently have a station, but is exploring the feasibility of building one on the Milwaukee District North line, which would provide easy access to Downtown Chicago. There are two Pace Pulse arterial rapid transit bus lines that run through town; Milwaukee Avenue, which provides quick connections from Golf Mill Mall to the Jefferson Park Transit Center, and Dempster Avenue, which provides connection to Evanston to the east and O’Hare International Airport to the west. The majority of Niles residents (93%) drive to work, and the Walk Score for the community is 65.00.
