About this file

This is a Request for Information (RFI) issued by the Department of Veterans Affairs Veteran Health Administration, Prosthetics Sensory Aids Service (PSAS), seeking vendor interest and capability feedback for Desktop Video Magnification Devices (VMDs) for visually impaired Veterans. The RFI is not a binding solicitation and does not constitute an offer to award a contract. The VA is seeking to establish a reliable supply source for these devices across Department of Veterans Affairs Medical Centers (VAMCs) nationwide. The NAICS code identified is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing). All submission costs are the respondent's responsibility, and the government reserves the right not to respond to industry questions. Submissions will be treated as business confidential materials and become government property.

The RFI requests responses to three categories of questions: general information (bidding intent, socio-economic status, existing GSA schedules or contract vehicles, commercial availability, and consistency with industry standards); capability information (ability to meet Minimum Technical Requirements and lead time from award notification); and draft requirement comments and feedback (recommended changes to MTRs and adequacy of draft requirements for RFQ response). The document includes detailed Minimum Technical Requirements across three product categories: Desktop Video Magnifier Small Profile (Clin 1), Desktop Video Magnifier Full Size in 22", 24", and 27" options (Clin 2), and Desktop Video Magnifier with Enhanced Features featuring multi-distance viewing in 22", 24", and 27" options (Clin 3). All devices must include features such as adjustable monitors, cameras with specified magnification ranges, rechargeable batteries, user controls, live technical support, delivery and in-home setup within 10 business days, brief orientation training, expedited shipping options, and minimum 2-year warranties covering parts, labor, and shipping. The points of contact are Contracting Officer Adam Vulgamore and Contract Specialist Tessa Smith at VA Strategic Acquisition Center – Virginia (SAC-V).
