QUESTIONS & ANSWERS
1. The solicitation does not identify either a CONUS or OCONUS location as the specific place of performance. Will the Government clarify where the specific place of performance will be?
Answer: All places of performance for base year will be within the Kaiserslautern Military Community, Germany. Specific installations are Landstuhl Regional Medical Center and Kleber Kaserne. Option Year 1, we anticipate need to extend one position within the UK (installation TBD) and one position within the Mediterranean (Installation TBD).
2. Will the Government provide a breakdown of the current number of incumbent staff and their associated places of performance?
Answer: There are currently four contracted personnel working in the current Virtual Health-Europe environment. They are working in a centralized location at Landstuhl Regional Medical Center, Germany.
Please note, the current work being done is not as defined in any positions identified in this PWS. They perform as Video Network Center Systems Managers and Video Network Coordinators. This is a new requirement.
3. Please confirm for which role(s) teleworking is allowed. PWS 6.5.1.3.
Answer: All Roles will have dedicated office space with the general expectation that assigned spaces will be utilized to fulfill performance. All Roles will be authorized to telework on a situational basis only during inclement weather, contingency operations (to include COVID-19 operations), and any other situations deemed appropriate by the COR and Virtual Medical Center Leadership.
4. Does the Government anticipate performance in Germany, and if so, provide the estimated hours or FTE count?
Answer: All places of performance for base year will be within the Kaiserslautern Military Community, Germany. Estimated FTE support for base year is 17 FTEs. Specific installations are Landstuhl Regional Medical Center and Kleber Kaserne. Option Year 1, we anticipate need to extend one position within the UK (installation TBD) and one position within the Mediterranean (Installation TBD). Estimated FTE Support for Option Year 1 is 22 FTEs.
5. Does the Government anticipate performance in United Kingdom, and if so, provide the estimated hours or FTE count?
Answer: The Government anticipates an estimated 1 FTE performance in the UK (installation TBD) starting Option Year 1.
6. Does the Government anticipate performance in Italy, and if so, provide the estimated hours or FTE count?
Answer: The Government anticipates an estimated 1 FTE performance in the Mediterranean which may include Italy (installation TBD) starting Option Year 1.
7. Does the Government anticipate performance in Belgium, and if so, provide the estimated hours or FTE count?
Answer: No - The Government does not anticipate performance in Belgium.
8. Does the Government anticipate all positions in the PWS to be accredited Troop Care by DOCPER and the German Foreign Office, or are there positions that will not be Troop Care accredited? If there are positions that will not be Troop Care accredited, which positions are those?
Answer: The Government anticipates ALL positions in the PWS to be accredited Troop Care by DOCPER and the German Foreign Office.
9. Government's instructions state "Reimbursable Costs CLINs are not subject to the application of overhead or profit. Reimbursement costs are limited to actual costs incurred." Question: Per our company's disclosure statement and accounting practices, General and Administrative (G&A) burdens are applied to Other Direct Costs (ODCs) and Travel expenses. Will the government please consider allowing offers to apply indirect burdens on cost reimbursable CLINs upon contract execution?
Answer: Indirect burdens will not be included in amounts for travel, PCS and DoDEA expenses. Actual amounts only are subject to reimbursement.
10. The government has indicated that 1 FTE is 1,920 hours / work year. The instructions state "Offerors proposing less than the entire effort specified herein will be determined to be unacceptable." Question: In accordance with our company's disclosure statement and accounting practices, will the government please allow offerors to propose alternative productive FTE work year? ADDENDUM TO 52.212-11.0
GENERAL INSTRUCTIONS
Answer: No. Offerors shall comply with the CLIN structure existing in the solicitation.
11. Government's instructions state that Volume 3 - Response to Price shall include (3a) Price Schedule on SF1449 and (3b) Price Matrix. Question: Will the government please provide an MS Excel pricing template? ADDENDUM TO 52.212-11.0 GENERAL INSTRUCTIONS (h)
Answer: No. Each offeror should format their own price proposal. The proposal should support the figures and amounts entered on each CLIN on the SF1449 for the base and option periods.
12. The instructions state (b) Page 1 of the SF1449 requires the offeror to fill in blocks 12, 17a, 30b and 30c.
Block 30a must be signed. Can Page 1 of the SF1449 be included as a tab in the Price Schedule or Appendix to the technical proposal? 1.0 General Instructions Page 70
Answer: Page 1 of the SF1449 should be included as part of the Price Schedule and will not count toward the 10 pages allowed for the Technical proposal. An appendix is not necessary.
13. The instructions state the technical proposal is submitted in type no smaller than Times New Roman 10 font. Can the government please confirm font size for graphics and tables can be smaller as long as they are readable? Page 71
Answer: The word “readable” is subjective. The Government requires consistency in the application of the required font. Please ensure conformity with the instructions provided.
14. The instructions state a separate statement regarding OCI shall be submitted and if the offeror indicates an OCI may exist, they must submit with their proposal a mitigation plan along with their offer. Can the OCI statement and OCI mitigation be submitted as an Appendix to the technical proposal, and is not subject to the page and font limitations? Section 1.0 (h) Proposal Format
Answer: Yes, the statement and, when applicable, the mitigation plan addressing OCI can be submitted as an appendix.
15. The instructions state that (l) Offerors shall complete paragraph (b) of FAR 52.209-7, Information Regarding Responsibility. Would the government please confirm this information can be submitted in an appendix to the technical response, and not subject to the page count or font restrictions? Factor III: Price.
Answer: The provision is part of the SF1449; it is not part of the technical response. Offerors must only check on page 73 ( ) has OR ( ) does not have – an appendix is not required.
16. Factor II: Past Performance indicates that a Past Performance Questionnaire (PPQ) is required. Please confirm offerors are responsible to provide the requested past performance reference information, and the government will be sending out the performance surveys? Factor II: Past Performance (3).
Answer: Yes, information with regard to references is to be supplied to the Government. The Government assumes responsibility for contacting references and supplying each with the Past Performance Questionnaire.
17. CLIN 1008 (OY1, Healthcare Market Specialists) indicates a quantity of 57.60 hours, an FTE of .03. In 1.1.1, the Description of Work indicates that this option period should have three (3) FTE Healthcare Market Specialists. Please confirm the expected hours for the Healthcare Market Specialists in CLIN 1008 should be 5,760. CLIN 1008 and PWS 1.1.1.
Answer: This has been corrected on the amendment to the solicitation.
18. What are the occupational health requirements for contractor staff working on and supporting this contract?
Answer: Occupational health requirements on this contract are general in nature.
19. Government please confirm that contractor staff are able to receive the required vaccinations/immunizations at the MTF?
Answer: Personnel on this contract will not be required to receive vaccinations/immunizations as a condition of performance of their work on this contract.
20. Please confirm details on the incumbent contractor's transition-out plan that offerors can match the transition-in plan to, including length of time, turnover of materials, staff, etc.?
Answer: This is a new requirement. Any work currently being performed, while similar in nature in some aspects, would not necessarily be part of a transition out plan. Turnover of materials will be worked through the department and there would not be a formal turnover of staff.
21. Could the government please confirm that the only roles that require credentialing and privileging at the MTFs are the Clinical Nurse Coordinators?
Answer: There are no provider positions that will require credentialing or privileging – The Clinical Nurse Coordinator is required to have an active Registered Nursing License recognized by one of the 50 US States or the District of Columbia.
22. Credentialed health care providers are typically considered to provide personal services. 5.8.6 states the Clinical Nurse Coordinators will be "Under supervision of remote licensed independent provider and Medical Director..." Please incorporate by reference or by full text the Personal Services Clause? PWS Para 5.8.6. page 44
Answer: This is a non-personal services contract. The Clinical Nurse Coordinator will be supervised as such. In this position, the services of the Clinical Nurse Coordinator in the PWS are not personal services.
23. In the pricing tables, the CLINS are specified as FFP. Please confirm offerors may invoice for 1/12 of the total CLIN amount on a monthly basis. If this is not accurate, please specify the invoicing instructions.
Answer: WAWF invoicing will be submitted reflecting actual hours worked per CLIN.
24. CLIN type is FFP, however the CLIN description incorporates CR language that cost must not exceed $25K. Is there a reason for this structure? (Suggest this be a CR CLIN that incorporates NTE language that states NTE is $25K. This will clear any confusion during contract execution.) Same for DoDEA Cost CLIN 0010 and Travel Expenses CLIN 0011
Answer: All amounts on CLINs 0009, 0010 and 0011 will be available on a per FTE basis. Amounts invoiced will be only for actual expenses incurred.
25. Are there relocation funds available for any/all other positions (in addition to $25K for CLIN 0001)?
Answer: All positions are eligible for relocation. A correction to the verbiage in the solicitation has been made.
26. We are required to ID, affirm, or deny the potential exists related to OCI. If an OCI exist, we must submit a mitigation plan. Page 71 Instructions to Offerors
a. If affirming or denying any OCI, where do we include this statement?
Answer: Provide under separate cover, perhaps on company letterhead
b. If required, is the Mitigation Plan counted towards any page limitations?
Answer: No
27. Is this a new requirement?
a. If not, how many incumbents are currently seated in existing positions?
Answer: This is a new requirement.
b. Are there any community in-theater lists (local-nationals with clearances, military spouses, etc.) of preferred hiring groups or other DoD supported talent pools?
Answer: There are no preferred groups or in-theater lists. Offerors should recruit as they see fit and in adherence to the PWS.
c. Does the government prefer OCONUS vs CONUS recruits based on available benefits to workers?
Answer: The Government will not express a preference in this case. It is the responsibility of the offeror to recruit and know the best methods to ensure candidates presented can comply with and perform in accordance with the PWS. If OCONUS workers can be found to perform the work satisfactorily that is acceptable.
28. With COVID:
a. Will these employees be able to work remotely?
Answer: No, the resultant contract will require personnel who are placed in the area of responsibility. However see information above regarding situational teleworking.
b. Or, are employees required to work onsite?
Answer: All Roles will have dedicated office space with the general expectation that assigned spaces will utilized to fulfill performance. All Roles will be authorized to telework on a situational basis only during inclement weather, contingency operations (to include COVID-19 operations), and any other situations deemed appropriate by the COR and Virtual Medical Center Leadership.
29. The solicitation instructions section regarding past performance information delineates a due date of July, 7, 2020 at 2:00pm CET for past performance reference information. Pages 71-72
a. Does this due date include Vol. 2 Past Performance AND the Past Performance Surveys?
Answer: The date for submission of references has been changed to July 9, 2020 at 2:00pm CET.
References should be sent to the Government by this date and time. Past performance surveys will be sent out by the Government and due from references the same day as proposals by offerors, 22 July 2020.
b. Or, ONLY the past performance surveys? References should be sent to the Government by this time; we will send questionnaires to the references provided. Please note, references sent by July 9 constitute “original”; Volume 2 of your proposal will be considered the “and one (1) copy” of the requirement.
30. “Past performance reference information shall be submitted separately from the cost proposal and licensing.” Page 77 or 83 (72)
Can the Government provide more details about the licensing information that is required in Volume 1 - Response to Technical Subfactors, Volume 2 - Response to Past Performance Factor, and/or Volume 3 - Response to Price Factor?

Answer: Yes. Elevated privileges is required for all IT positions. IAT-1 is a requirement for Computing Environment.
Question: Will the staffed contractor need to have DoD Approved 8570 Baseline Certifications to obtain elevated network privileges/system administrator rights?
Answer: IAT 1 is a requirement for a 2210 IT Specialist performing in this capacity. Along with the Baseline requirement, the Candidate will also need to ensure that they can provide a Computing Environment (CE) certification based on the equipment and software you work with for your primary duties.
Question: Will the Government require staffed contractors to have Approved 8570 Baseline Certifications on the first day of the contract?
Answer: Yes, they need to have it upon hire. Process for obtaining an admin token is internal to the government and takes several months. This is an inherent delay that needs not be exacerbated with an employee that is not able to comply on day one. Also, the government is not under the obligation to provide the contract candidate training or to provide time during business hours to train and meet this requirement after hire.
32. Reference: (Page 77 or 83): “FACTOR II: PAST PERFORMANCE. Present and Past Performance information will be used to determine acceptable performance of the service proposed. Only references for same or similar type contracts are desired. Submit an original and one (1) copy.”
Reference: (Page 78 or 83): Submission of offers – email only. Electronically submit one (1) complete copy of the proposal via email.
Question: Please confirm that bidders are to submit one (1) complete copy of the proposal via email including Volume 2 - Response to Past Performance Factor by 12PM on 22 July 2020?
Answer: The proposal will contain Volume 2 as the “and one (1) copy” portion of the requirement. The “original” is considered to be the references required to be submitted by the new date of 9 July. The entire proposal submission is still due on 22 July.
Question: Please provide further explanation to explain what “Past performance reference information shall be submitted separately from the cost proposal and licensing. This information is due no later than 2:00 PM CET on 7 July 2020.”
In other words, what “Past performance reference information” is due on 7 July? Is it the “Company/Division name, Service provided, Point of Contact name, Contract Number, Contract Dollar Value, Period of Performance, Verified current name, physical address, email address, DUNS or Unique Entity Identifier, facsimile and telephone number(s) for each company Point of Contact.”
Answer: The date has been changed to 9 July. Yes, please include all pertinent information so that the Government is able to contact and send a past performance questionnaire which is to be used to evaluate factor 2, past performance.
Question: Is the remaining narrative that describes the how the past performance is relevant to the requirements of this solicitation due with the Volume 2 submission (Response to Past Performance Factor) at 12PM on 22 July 2020?
Answer: It is the job of the offeror to gauge the relevancy of the work performed on contracts for whom references are being supplied. As stated in the addendum to 52.212-2, a confidence rating will be given based on the information supplied by references and the Government’s assessment the work performed on another contract is relative to that which is outlined in this current requirement.
Question: Please confirm the Volume 2 with the narrative that describes the how the past performance is relevant to the requirements of this solicitation does not have a page limitation.
Answer: While there is no page limitation there is a limitation on the number of references, 3 to 5.
33. Reference (Page 7 or 83): The contractor shall provide the non-personal services of a Clinical Nurse Coordinator in accordance with Performance Work Statement, paragraph 5.8. (1 FTE is 1920 Hours)

Question: Please confirm the Government is requesting the Clinical Nurse Coordinator is a “non-personal services” position.
Answer: It is a non-personal service and the person performing it will not be working in the capacity of a traditional healthcare provider.
34. Reference (Page 80 of 83): Subfactor 1.1 – Management Approach: …The Government will evaluate the management approach to ensure Offerors have proposed a staffing plan… Subfactor 1.2 – Recruitment and Retention:
Question: Since this is a non-personal services, would the Government be interested in adding a subfactor (i.e., in addition to staffing, recruiting, and retention) as to how the offer will deliver the services described in Section 5 or how the offer will oversee and monitor the technical work of its contractor employees?
Answer: No, the proposed sub-factors have been vetted and are supported with the approved acquisition strategy. No additional sub-factors will be added.
35. Paragraph 1.1.3. states, “…Contracted personnel are required to serve as full-time equivalents (FTEs).”
Question: Will the government reconsider and allow any of the positions to be filled with two part-time personnel? This would ensure flexibility and allow for immediate backfill if an individual is unavailable for any reason.
Answer: No, there is no opportunity for part-time equivalents to be considered on this contract.
36. Paragraph 2.0 Qualifications. The qualifications listed in Paragraph 2 are extremely specific.
Question: Since this is not a new contract, have the qualifications changed from the previous contract and do the current incumbents meet the qualifications?
Answer: This is a new contract. Although some qualifications and overall scope has increased from the current contract, it is reasonable to state that the current incumbents likely have the qualifications and experience necessary to meet new contract requirements.
37. Paragraph 6.4.6. states, “The contractor shall ensure contract VHSSs have received Occupational Safety and Health Administration (OSHA) required training for the position in which they will perform, and that training currency is maintained.”
Question: Please confirm that the OSHA training required is for General Industry (29 CFR 1910).
Answer: Training in general will be required and supply and deals with facility safety protocols.
38. Paragraph 6.9.3. states, “The contractor shall obtain an approved favorable NACI or CNACI before the VHSS departs CONUS to report for duty at the OCONUS Locations stated in the contract. Locally hired VHSSs shall obtain an approved favorable NACI or CNACI before performing under the contract. Cost of clearance requests is part of the contractor’s recruitment costs.”
Question: Contractors must submit requests for a CNACI through the military organization they are supporting. The Office of Personnel Management will not accept clearance requests directly from a contracting company. Please clarify the highlighted portion of the paragraph that costs related to a background check are the responsibility of the contractor. Also: what is the cost in dollars and how does the contractor reimburse the government?
Incorporated in the PWS: The Contractor shall submit the NACI and CNACI for each provider to the COR for adjudication at the MTF Security office and command group as required per each MTF. The contractor is only responsible for costs to provide the required submission to obtain clearances necessary for providers to start work, and is not responsible for adjudication costs. There is no reimbursement to the Government for adjudication of clearances.
39. Addendum to FAR 52.212-1, Factor 2 – Past Performance. “Contracts provided must be recent, meaning virtual health support services performed or completed within three years of the date of issuance of this solicitation.”
Question: In this excerpt, does the word “Contracts” refer to each individual reference provided, or the collection of references provided?
Answer: We would prefer references for work performed on different contracts, not references for the same contract.
40. Page 71, paragraph FACTOR II: PAST PERFORMANCE states: "Present and Past Performance information will be used to determine acceptable performance of the service proposed. Only references for same or similar type contracts are desired. Submit an original and one (1) copy."
Question: Are hard copies of the proposal required? If not, are 2 electronic copies required?
Answer: When submitting an “original and one (1) copy” the original will be the references required to be sent to the Government by 9 July. At the time of submission of your proposal, present in Volume 2 the references already supplied; this is your “and one (1) copy”. Hard copies are not required.

ADDENDUM TO 52.212-1
1.0 GENERAL INSTRUCTIONS
(a) This will be a single award (all or none), definitive contract. Offerors proposing less than the entire effort specified herein will be determined to be unacceptable. The contract is intended to be awarded for a base period and two option years.
(b) This section of the RFP provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror's proposal must include all data and information requested by the RFP and must be submitted in accordance with these instructions. Non-conformance with the instructions provided in the RFP may result in an unfavorable proposal evaluation.
Page 1 of the SF1449 requires the offeror to fill in blocks 12, 17a, 30b and 30c. Block 30a must be signed.
(c) The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase, restate or merely parrot back the contractual requirements, but rather must provide convincing documentary evidence in support of any conclusionary statements relating to promised performance. Offerors shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their operations and experience, and will base its evaluation on the information presented in the offerors proposal.
(d) Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.
(e) If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the Contracting Officer (KO) in writing with supporting rationale. The offeror is reminded that the Government reserves the right to award this contract(s) based on the initial proposal, as received, without discussions.
(f) Deadline for submission of questions is 29 June 2020, 3:00 P.M. Central European Time. Answers will be posted through an amendment to the solicitation. Submit your questions to donna.m.kabatek.civ@mail.mil
(g) Offer due date: See Block 8 of SF 1449. Local Time is: Central European Time (local time Germany).
(h) PROPOSAL FORMAT. The technical proposal should be submitted in type which is no smaller than Times New Roman 10 Font, single spaced, on plain white paper, and with a maximum of 10 pages. Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal. Only responses to evaluation Factor 1-Technical (Volume 1) are included in the 10-page count.
Proposals shall be submitted in three separate volumes and a separate statement regarding OCI as detailed below:

**Offerors are required to identify any Organizational Conflict of Interest (OCI), either affirming and denying the potential exists. If the offeror indicates an OCI may exist, they must submit with their proposal a mitigation plan along with their offer.**
Your technical proposal should be structured as a written narrative to address what the Government is asking for in the two technical subfactors Criteria below.
FACTOR I: TECHNICAL. Technical Factor. The offeror must demonstrate compliance with the requirements in the solicitation by submitting a written proposal which addresses compliance with each of the following technical subfactors:

(1) The government will evaluate the quality and extent of an offeror’s performance deemed relevant to the requirements of this solicitation. The government will use information submitted by the offeror and any other available sources such as other Federal government offices and commercial sources, to assess performance.
(2) Provide at least three (3) but no more than five (5) references for commercial customers, Federal agencies, or other military organizations that have used, or are currently using the same or similar service proposed for this contract. Contracts provided must be recent, meaning virtual health support services performed or completed within three years of the date of issuance of this solicitation. Contracts older than three years will not be considered.

FACTOR III: PRICE
Offerors shall submit prices on the price schedule in the solicitation. Price will not be rated. The extended amount for each contract line item will be added up for a grand total and will be used to calculate the offer or’s total price for the base year and all option years. The proposed hourly rates shall be fully burdened and include any costs for doing business at the overseas locations specified in the solicitation. The signed offer by each offer or affirms their offered commercial hourly rates are fully burdened to include any and all costs for performing and living at the overseas locations. To assist in pricing your hourly rates for your proposed providers, visit http://aoprals.state.gov/ U.S. Government civil servants serving overseas receive Living Quarters Allowance (LQA) and Post (Cost of Living) Allowance. The Department of State web site lists the allowance rates for OCONUS U.S. Government employees. For Post (Cost of Living) Allowance see Department of State Regulation (DSSR Chapter 220) and for Living Quarters Allowance see DSSR Chapter 130). Under “Allowance Rates” at http://aoprals.state.gov/, it provides the U.S. Dollar amounts for the different groups to assist in pricing of proposals. Once employees receive DOCPER Troop Care status approval, they will be entitled to full Logistics support which is afforded U.S.
Government civil servants serving at OCONUS locations. However, LQA and Post Allowance are not included in
Logistics support. See PWS paragraph 6.20. LOGISTICAL SUPPORT for what is covered when contract employees are authorized Logistics support which will assist in pricing of proposals.
Cost Reimbursable CLINs for Relocation cost, DoDDS Reimbursement costs (Tuition), and TDY Travel and Per Diem costs are not part of the price evaluation when determining the total price as fair and reasonable and should NOT be included in your hourly FTE rates.
(i) Offerors shall submit a separate price schedule on a spreadsheet.
(j) Submission of offers – email only. Electronically submit one (1) complete copy of the proposal via email. The Government will use the offeror’s sent date and time, referenced on the e-mail submission, as receipt confirmation.

ADDENDUM TO 52.212-2
BASIS FOR CONTRACT AWARD: This is a competitive selection in which competing offerors’technical capabilities and past performance history will be evaluated on a basis significantly more important than price. By submission of its offer in accordance with the instructions provided in clause FAR 52.212-1, Instructions to Offerors, the offeror accedes to all solicitation requirements, including terms and conditions, and representations and certifications, in addition to those identified as evaluation factors. The evaluation process shall proceed as follows:
a) The Government will evaluate technical,past performance and price as follows:
FACTOR 1, TECHNICAL CAPABILITY: The technical capability factor is comprised of the following subfactors that when combined are equal in importance and will result in the overall technical rating of the proposal.
Subfactor 1.1 – Management Approach: Offerors shall NOT simply rephrase or restate the Government’s objectives, but rather provide convincing rationale to address how the Offeror intends to meet the objectives in the PWS. If an Offeror merely rephrases or restates the PWS, their managerial approach will receive an unacceptable rating.
This subfactor is met when an Offeror proposes a managerial approach that provides the necessary technical staff with the required minimum qualifications to perform the objectives of this solicitation. The Government will evaluate the management approach to ensure Offerors have proposed a staffing plan that adequately demonstrates their methodology for obtaining and maintaining the skills needed in performance of this contract and that proposed personnel reflect labor categories and qualifications as established in this contract. In addition, the Government will evaluate the following:
(i) Offeror adequately describes and demonstrates the approach to ensure that the personnel hired and retained are qualified with the requisite knowledge, skills, and training to successfully execute the task areas set forth in the PWS.
(ii) Offeror adequately discusses DOCPER process and how they will handle phase-in and demonstrates the ability to be operational by the start date of the contract and sufficiently discusses the procedures that will be used to establish and retain a workforce to satisfy the requirements of the contract over the entire period of performance.
(iii) Offeror adequately discusses how they will accommodate fluctuating workloads, minimize turnover, and retain qualified personnel while demonstrating the capability to meet, sustain, and grow the personnel resources as needed to successfully perform the requirements of the contract.
(iv) Offeror adequately describes processes for initial verification of education and experience and sufficiently describes how they will ensure all applicable training is maintained.
Subfactor 1.2 – Recruitment and Retention: Offerors are required to provide, in narrative form, a market analysis of methods they plan to use to recruit qualified and competent personnel, taking into account the DOCPER process, to ensure the virtual health support services commence in a timely manner and throughout the life of the contract. This analysis shall describe your processes for initial verification of education and experience requirements and should highlight experience with the DOCPER process.
The following adjectival ratings will be used to evaluate Technical capability:
Outstanding – Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Good – Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Acceptable – Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal – Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable – Proposal does not meet requirement of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.
FACTOR 2, PAST PERFORMANCE: Offerors are required to provide three references who can attest to work having been performed by the offeror, either as a Prime Contractor or a Sub-Contractor, and considered to be recent and relevant to the requirements outlined in the PWS. Past performance questionnaires will be sent to references and returned directly to RHCO-E for evaluation. Additionally, information from Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), the Contractor Performance Assessment Rating System (CPARS) or other databases will be obtained to substantiate any information provided.
Past Performance will be given a confidence rating in the following manner:
Substantial Confidence – Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence – Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence – No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful…
