3. REQUIREMENTS:

3.1 General

3.1.1 Manufacture all items in accordance with the invoked drawings, Schedule Line Item Number (LINE ITEM), and this Statement of Work (SOW) except where a Request for Deviation (RFD) or Engineering Change Proposal (ECP) has been submitted and approved explicitly for this contract.

3.1.2 For the purposes of this SOW the use of the word “shall” within the invoked documents and their references is the same as the word “must” and identify requirements.

3.1.3 Referenced specifications within invoked drawings may not have been updated to reflect current conversions from Military and Federal Specifications to commercial equivalents. Nevertheless, the LINE ITEM and this SOW cite current specifications. If a referenced specification has been canceled without replacement and the LINE ITEM or this SOW do not cite an updated replacement specification, the Contractor may substitute a commercial equivalent. If there are option choices available within the cited specifications that are not specified by the contract, the Contractor may select the grades, conditions, etc. as the Contractor recommends.

3.1.4 Approvals And Substitutions

a. Mid Atlantic Regional Maintenance Center (MARMC), Code 310.2 has action and approval authority for all submitted Drawings, Substitutes, Deviations, RFDs, or ECPs.

1. RFDs and ECPs must be precisely defined. The government may require detailed sketches, drawings, data or samples to clarify and document any requests. Due to the Habitability nature of the items, appearance is a factor in the evaluation of all RFDs and ECPs. Submittals must include contract number, applicable LINE ITEM and Find Number, description of the differences, reason for the differences, cost impact, schedule impact, identification of units which are affected, any effect on logistics support, action taken to prevent future recurrence of any non-conformance, reference to all previous correspondence that is related to the RFD or ECP or similar requests, and the Contractor's point-of contact including phone number, fax number, and e-mail address. Submittals shall be in the Contractor's format. The submission of requests via electronic means (e.g., e-mail) is preferred.

2. Reference to a manufacturer's model number or item number is intended to be descriptive and not restrictive. The referenced items represent the required sizes, configuration, materials, finish, quality, and workmanship. Alternate proposals for items that are believed equal or a better value to the government are welcome.

3. For any item, vendors may propose equivalent commercial items. For each alternate or substitute item, the vendor's proposal must include a detailed description and catalog cuts, including renderings or photographs. Additional detail, drawings, or even a sample, may be required to obtain approval if the catalog and description does not adequately describe the item.

b. Email Drawings, Substitutes, Deviations, RFDs, or ECPs submissions to the PCO and any ACO with a copy to the MARMC TPOC.

1. Proprietary Features: The Government has unlimited rights to all submitted designs, drawings and so forth, including all designs, details and notes submitted in support of RFDs and ECPs in relation to this contract/solicitation. Delivery extensions will not be added to the vendor's production schedule because of failure to promptly identify and submit requested deviations, waivers, drawings, RFDs, ECPs, or requests for clarification.

3.1.5 Additional Orders should not be made under the resultant contract until after the first unit of production inspection of the first delivery order has been satisfactorily completed and any issues addressed satisfactorily.

3.1.6 Individual Item FN Marking. To ensure the proper assembly of the ventilation system, mark each piece with the individual Find Number using an indelible marker or permanent label or stamp in a location that will not be visible when the ventilation system is completely assembled.

3.2 Detail Requirements

3.2.1 General Notes - Applicable to All Pieces

a. It is acceptable to take measurements at a single convenient location. However, take confirmation measurements in areas that appear to have an unnecessary variation.

b. It is acceptable to measure any cross section from either the inside or outside providing the material thickness is taken into account when measuring from the outside.

c. Unless otherwise stated, all dimensions are inches. Dimensions called out in a description (such as 6 x 5 x 4) refer to dimensions A, B, and C respectively in order on the drawing.

d. It is acceptable to reshape pieces by hand, without tools, to obtain satisfactory measurements, or fit.

e. Fit-up areas or surfaces are defined as the area from a rolled bead to the end of a round fitting, or within 1” of the end of a rectangular fitting. The fit-up surface for “male” ends is the outside of the piece and for “female” ends is the inside of the piece.

f. Follow best commercial practice for all workmanship.

3.2.2 Standard Pieces and Specialty Pieces are used to create a complete system of pieces that fit together.

a. Standard Pieces are generally Find Numbers 0001 VENT through 733 VENT, 958 VENT, 961 VENT, 983 VENT through 1097S VENT, and 6003 VENT through 6086 VENT. Standard Pieces are listed in the Pricing Schedule as LINE ITEM 10001 through 11035 for the base year. Manufacture Standard Pieces in accordance with the LINE ITEM, drawing 512-7277999, invoked references, and as elsewhere specified within the SOW.

b. Specialty Pieces are non-standard ventilation fittings designed for a specific application for a specific ship. Details of Specialty Pieces are provided in the ship specific drawing invoked through the Delivery Order. Ventilation Specialty (VS) pieces are used in construction of a Specialty Piece and are listed in the Pricing Schedule as LINE ITEM 12000 through 12202, for the base year. Manufacture Special Pieces in accordance with the LINE ITEM, drawing 8655W5SK19, invoked references, and as elsewhere specified within the SOW.

1. For procurement purposes, all Specialty Pieces are broken down to component shapes, each of which have a limited range of size parameters. Each shape and range of parameters has been assigned a Pricing Find Number that is identified on Drawing 86-55W5-SK19. The price of the ship specific Specialty Piece is obtained when the applicable prices for Pricing Find Number 0741 VS through 0982 VS are added together. The variety and parameters of the Pricing Find Number shown on Drawing 8655W5SK19 make it possible to procure a broad range of Specialty Pieces under a fixed pricing system.

3.2.3 Tolerances, Fit, and Workmanship

a. Duct sizes are the given inside dimensions unless otherwise indicated. The "given" size is the "nominal" size and refers to the dimensions provided in the Supplies/Services, description, or drawing for the piece. At connections or fit-up areas specified as “male”, the given size is the outside dimensions. At connections or fit-up areas specified as “female”, the given size is the inside dimensions.

b. “Male” pieces must fit inside “female” pieces of the same given size without the use of tools. Manufacture all pieces within best commercial practices tolerances so that appropriate male/female pieces of the same given size fit its mate and can be fastened with rivets having a grip range up to ¼-inch.

1. “Male” area measurements are equal to or smaller than the given size.

2. “Female” area measurements are equal to, or larger, than the given size.

c. Spiral Wound Duct

1. Diameter: The given size is the Inside Diameter. Spiral duct is female.

2. Length: The standard length is 10 feet. If a manufactured length exceeds 10 feet, only 10 feet is credited against the Delivery Order’s requirements. For delivery orders with quantity requirements greater than ten feet, provide sufficient 10 feet lengths to satisfy the quantity requirement. Using one reduced 5 feet length is authorized to meet the Delivery Order requirements. Do not include end defects in the measured length, except that an end defect within 1" of one end is acceptable.

d. Rectangular Duct

1. Cross Section: The given size are the inside dimensions. Rectangular duct is female.

Do not include end defects in the measured length, except that an end defect within 1" of one end is acceptable.

e. Flanges

1. Diameter (Male Flanges): Round “Male” Flanges must fit inside the stated duct size. The outside measured flange diameter of the lap joint mating area may be the given duct size or slightly smaller.

2. Diameter (Female Flanges): Round “Female” Flanges must fit over the stated duct size. The inside measured flange diameter is the stated duct size, plus two times the material thickness of the duct or slightly larger.

3. Cross Section (Male Flanges): Rectangular “Male” Flanges must fit inside the stated duct size. The outside measured flange dimensions of the lap joint mating area may be the given duct size or slightly smaller.

4. Cross Section (Female Flanges: Rectangular “Female” Flanges must fit over the stated duct size. The inside flange dimensions are the stated duct size, plus two times the material thickness of the rectangular duct of the same size or slightly larger.

f. Standard Fittings, Specialty Fittings, Etc.

1. Cross Section at Ends - Round or Rectangular – “Male”: Stated dimension is an outside dimension.

2. Cross Section at Ends - Round or Rectangular – “Female”: Stated dimension is an inside dimension.

3. Cross Section - Internal: Away from fit-up areas, all dimensions are inside dimensions.

g. Welding. All welding must meet the following minimum requirements:

1. Complete Welding with no re-entrant angles less than 90 degrees (i.e., no rollover), no cracks, no holes, and no burn through.

2. Any convexity or reinforcement is less than 1/8 inch.

3. All welds are flush on fit-up surfaces.

4. Spot welds, when used, are spaced no more than 2-inches apart.

h. Fit. Fit-up of manufactured pieces must meet the following minimum requirements:

1. No gaps and no exposed sharp corners. Lap joints and seams are tight together without gaps.

2. All components fit together and work as a system; for example, directional vanes and diffusers must fit in diffuser boxes. This requirement supersedes any detail dimensions or deviations given elsewhere.

3.2.4 Ventilation Specialty Pieces – Additional Requirements

a. When designing ventilation installations for Habitability Improvement Projects, use Standard Pieces, standard off-the-shelf fittings and standard ductwork whenever possible. Whenever installations require non-standard, non-shelf items (e.g., division assemblies, special sizes, special offsets, etc.), manufacture these specific pieces as Specialty Pieces. For most ventilation installations, the designers will prepare a Manufacturing Details drawing to delineate the Specialty Pieces required for a particular ship. Drawing “512SAMPLES Vent Mfg Details” is sample of a typical ship specific ventilation manufacturing details drawing for USS SAMPLE and is posted on MSCorpHab.com under “Ventilation IDIQ References”.

b. Each Specialty Piece is assigned an identifying Find Number which is unique only to that item. This Find Number will always be a 2000 or 3000 series Find Number and is applicable only to the ship for which the Specialty Piece was designed.

c. To standardize the pricing and procurement of the Specialty Pieces, a system has been developed to define pieces by shape, size ranges, and specific parameters thus permitting assemblies of tailored pieces to be purchased as if they were Standard Pieces. For this system, the designer breaks down each Specialty Piece into its Ventilation Specialty (VS) Piece (or Pricing Find Numbers) and notes the applicable Pricing Find Number on the Manufacturing Details drawing. Additionally, the designer calculates the number of connections required to assemble the Specialty Piece, and adds the connection fee Pricing Find Number on the drawing. The connection fee Pricing Find Numbers range from 741 VS for a one-connection assembly to 749 VS for a nine-connection assembly. For very large assemblies, more than one connection fee Pricing Find Number may be used (e.g., 749 VS plus 743 VS equals twelve-connections). Some Specialty Pieces may also include Standard Pieces as Pricing Find Numbers.

d. Pricing Find Numbers 751 VS through 982 VS define the individual component shapes (and their parameters or ranges) which will be combined to manufacture and assemble each Specialty Piece. Only items which fall into the noted shape and range of parameters can be procured through this contract. More than one Pricing Find Number may be assigned to the same component to suit the contractual parameters. The parameters for Pricing Find Numbers are defined by drawing 86-55W5-SK19 and this Section. A “VENT MFG DETAILS” drawing is invoked for each Specialty Piece order which specifies the exact dimensions and shows the applicable Pricing Find Numbers which are used to establish the Delivery Order price.

e. Price each Pricing Find Number 741 VS through 982 VS, (base year LINE ITEM 12001 through 12009) based upon the parameters or ranges identified for particular Pricing Find Numbers Supplies/Services in drawing 86-55W5-SK19 and as required by this SOW. Price each of the nine connection fee Pricing Find Numbers 741 VS through 749 VS (base year LINE ITEM 12001 through 12009). The parameters for each Pricing Find Number were designed to include a relatively narrow range of materials and operations so that a manufacturer's price can be assigned to each.

f. In addition to being used for Rectangular Offsets, Pricing Find Numbers 835 VS through 846 VS may also be applied for straight duct. Pricing Find Numbers 900 VS through 902 VS, 908 VS through 910 VS, 916 VS through 918 VS and 966 VS through 968 VS for Rectangular Reducers apply when there is no flat face and/or when there is an offset in either one or two directions. The two ends may have different dimensions.

g. Fabricate Specialty Pieces from aluminum material unless otherwise indicated or galvanized steel is specified in the LINE ITEM. Historically the cost of labor and operations with aluminum and galvanized steel materials has been comparable, nevertheless, offerors should submit pricing based using the higher material cost. The LINE ITEMs typically standalone and includes or references all technical requirements. Galvanized Steel pieces are typically called out with a suffix S on the Specialty Piece Find Number. Typically, the quantity for each Specialty Piece is one. If two or more identical Specialty Pieces are needed, they will typically be covered by different Specialty Piece Find Numbers.

h. The Delivery Order price for any particular Specialty Piece will be the total of the prices of the individual component Pricing Find Numbers in the detail, including any applicable “Assembly, Connection Fee” Pricing Find Number.

i. Appendix 1 is a sample Delivery Order for USS SAMPLE which is ordering four Specialty Pieces from drawing 512SAMPLES “Vent Mfg Details” and two Standard Pieces.

1. The Delivery Order LINE ITEM (such as 0001, 0002, 0003 and 0004) defines the Specialty Piece requirement relative to a Pricing Find Number and drawing and identifies the configuration of the Specialty Piece. The Delivery Order LINE ITEM correlates the individual component Price Find Number to its LINE ITEM on the Pricing Schedule for the appropriate Ordering Period, together with the quantity of each LINE ITEM necessary to assemble the Specialty Piece. The LINE ITEMs and their quantity are used to determine the Delivery Order LINE ITEM pricing for the Specialty Piece.

2. The large text in the sample identifies the Delivery Order LINE ITEM and its Description. The small print in the sample identifies the correlation between the individual component Pricing Find Numbers on the Sample Drawing and the LINE ITEMs, and shows how the recorded price for the Delivery Order LINE ITEM is determined.

3. In this case, for the USS SAMPLE, the Government wishes to order four Ventilation Specialty Pieces identified as Find Numbers 2001, 2008S, 2024S and 2025. These Find Numbers are located in details on Sheets 7, 10, 18 and 19 respectively of the USS SAMPLE "VENT MFG DETAILS" drawing 512-SAMPLE Rev A, (posted on MSCorpHab.com).

4. Delivery Order LINE ITEM 0001 (Find Number 2001), as shown on sheet 7 of drawing 512-SAMPLE, is made up of three shapes; a rectangular-to-rectangular reducer, a flange, and a screen assembly. The drawing uniquely defines the Specialty Piece and invokes specific dimensions for each variable parameter for each component shape. These shapes fall into the parameters of Find Numbers 754 VS, 859 VS and 865 VS with the addition of Find Number 742 VS for the connection fee. The LINE ITEM price of each of the three shapes are added together with the LINE ITEM price for the connection fee to determine the total price of Find Number 2001, which is recorded as the Deliver Order Total Price for Delivery Order LINE ITEM 0001.

5. Delivery Order LINE ITEM 0003 (Find Number 2024S), as shown on sheet 18 of drawing 512-SAMPLE, is made up of four shapes. The drawing uniquely defines the Specialty Piece and invokes specific dimensions for each variable parameter for each component shape. These shapes fall into the parameters of Find Numbers 753 VS, 766 VS, 802 VS, and 809 VS with the addition of Find Number 744 VS for four connection fees. Because this is a division assembly, it is counted as four connections as shown in the upper right of drawing 86-55W5-SK19. The LINE ITEM price of each of the four shapes are added together with the LINE ITEM price for connection fees to determine the total price for Find Number 2024S, which is recorded as the Delivery Order Total Price for Delivery Order LINE ITEM 0003.

6. Similar analysis may be used in determining the breakdown of Delivery Order LINE ITEMs 0002 and 0004, Ventilation Specialty Piece Find Numbers 2008S and 2025 respectively.

7. The quantity and unit of issue for Specialty Pieces is normally 1 EA.

8. Delivery Order LINE ITEMs 10013 and 10901 are representative of Standard Pieces (Find Numbers 0005 and 1000 for the base year) that might be ordered under the same Delivery Order and include their quantity and unit of issue.

3.2.5 Specific Requirements for Specialty Pieces (and Pricing Find Numbers)

a. The following requirements supersede the GENERAL NOTES in VENT MFG DETAILS drawings invoked by specific orders, and make up the manufacturing requirements for Specialty Pieces. (The Detail Drawing is commonly referred to as a "-52" drawing, which is typically the last two characters of the Habitability drawing number.) (This Section does not apply to Standard Pieces which are manufactured in accordance with Drawing 512-7277999.)

b. Specialty Pieces are developed to suit a specific application on a specific ship.

c. Manufacture all ductwork and fittings using aluminum Alloy 5052 in accordance with ASTM B209 or galvanized steel in accordance with ASTM A653, coating designation G90. Details will indicate STEEL, meaning galvanized steel. For screens, use 316L U-clips and Type 316 stainless steel for the mesh and fasteners.

d. Material Thickness:

1. Aluminum – Unless otherwise noted, manufacture aluminum pieces using 0.050” thick material for all aluminum pieces which have a maximum cross section dimension (width or height) up to 18-inches, 0.063" thick material for all pieces which have a cross section dimension (width or height) greater than 18-inches up to 30-inches, and 0.080" thick material for all pieces which have a cross section dimension (width or height) greater than 30-inches. Length does not affect material thickness.

2. Galvanized Steel – Unless otherwise noted, manufacture galvanized steel pieces using 20 gauge (0.036" min) thick material for all pieces which have a maximum cross section dimension (width or height) up to 18-inches, 18 gauge (0.0478" min) thick material for all pieces which have a cross section dimension (width or height) greater than 18-inches up to 30-inches, and 16 gauge (0.0598" min) thick material for all pieces which have a cross section dimension (width or height) greater than 30-inches. Length does not affect material thickness.

3. Manufacture all aluminum flanges using 0.125” thick material, unless otherwise noted. Manufacture all steel flanges using 1/8” thick galvanized steel angle or 11 gauge (0.1196” min) galvanized sheet.

e. Manufacture pieces using continuous welding along all seams, unless otherwise indicated. Use continuous welding on all flanges.

f. Rectangular duct joints must be continuously welded. Lap joints may be spot welded on 2” centers, unless the drawing specifically calls for rivets, or welding. If rivets are specified, locate rivets on 2” centers. Longitudinal seams may use Pittsburgh Lock in lieu of welding. All corners and joints that are not welded or Pittsburgh lock, such as riveted joints, must be coated with a high-pressure duct sealer applied in accordance with the sealer manufacturer’s recommendations (Proseal or Fiberseal by Ductmate Industries are acceptable high pressure duct sealers).

g. Accomplish all welding and weld inspections in accordance with MIL-STD-1689.

h. Repair all damaged areas of galvanized surfaces, duct interior welds, and areas that will otherwise not be primed using galvanizing repair paint in accordance with MIL-P-21035 and the paint manufacturer's written instructions for preparation and application.

i. Ensure all pieces have smooth interior surfaces that are free from projecting lips, protruding gaskets and other obstructions, except for such necessary items as dampers, splitters and vanes.

j. DO NOT drill the flange faces for flanges covered by Pricing Find Numbers 753 VS through 764 VS unless otherwise indicated, holes will be drilled by the installer. When a Specialty Piece calls for a pair of these flanges and the drawing calls for them to be drilled, drill the flange faces with 5/16” holes to match each other, unless otherwise indicated. Ship the pair of flanges wired together. Drilling the pair of flanges to match each other is considered and priced as one connection fee. Single flanges may also be called out to be drilled, and would also be priced as a single connection fee. Drill 7/16” diameter holes into the face of Heater Flanges covered by Pricing Find Numbers 973 VS through 975 VS prior to galvanizing. Locate the holes in the Heater Flanges to match MIL-PRF-22594 Figure 1, unless otherwise indicated. The cost of drilling Heater Flanges is considered to be included in Pricing Find Numbers 0973 VS through 0975 VS.

k. Rolled beads must be ¼-inch wide by 1/8-inch high.

l. Manufacture transformations to be symmetrical unless otherwise noted.

m. Measure elbow radii from the inside of the bend. The minimum radii of elbows must be one diameter of the duct for circular ducts and the width of the duct in the plane of the bend for rectangular or flat oval ducts, unless otherwise noted.

n. Dimensions given for ducts and fittings are inside dimensions unless otherwise noted. Use the inside diameter of spiral or round duct and the inside cross section dimensions of rectangular duct as the given or nominal size. When noted "female", fitting ends must have the same inside diameter (round) or inside cross section dimensions (rectangle) as the given size.

o. All fittings and couplings are “male” unless otherwise noted.

p. Use the given size as the outside diameter of round “male” fit-up areas which must fit inside “female” pieces of the same given size. The outside diameter of round “male” pieces may be the given size over the entire length. (Round “male” pieces are not required to have an offset to reduce the fit-up area diameter.)

q. Unless specified on the drawing, the cross-section of the male and female rectangular fittings is the same (i.e., the outside dimension of male rectangular fittings is the given size plus two times the material thickness). Notch the corners of the male fitting. The installer will accomplish the joggle/offset to fit inside a female piece in the field.

r. A circular duct is identified with one dimension. A rectangular duct is identified with two dimensions where the first dimension given is the visible face of the duct in the view of the invoked drawing.

s. Specialty Pieces are normally 8 feet or less in length.

t. Manufacture Quick Operating Access covers in accordance with Drawing 803-6397256. Correct the latch part number to read Hartwell PN H602S080C261 (NSN5340-01-022-3301)

u. Unless otherwise indicated, use commercial galvanized or zinc coated fasteners for all non-working steel parts, such as nuts, bolts, etc.

v. Apply one coat of epoxy polyamide primer Formula 150 in accordance with MILDTL24441 and one coat of soft white top coat in accordance with MIL-PRF-24596 to all external surfaces of Galvanized Steel. Apply two coats of Formula 84 Alkyd Type primer in accordance with TT-P-645 to all external surfaces of Aluminum. Comply with the coating manufactures recommendations for preparation, cleaning, pre-treatment such as phosphate wash, and application. This coating requirement does not apply to diffusers which are anodized and volume control dampers which are finish painted.

w. Clearly mark each separate assembly with the Specialty Piece Find Number identified on the Delivery Order (i.e., 2000 or 3000 series).

x. A three-digit number in a rectangular bubble on a Detail Drawing is a Pricing Find Number. A three-digit number in a circular bubble on a Detail Drawing is a Standard Find Number used as a Pricing Find Number. These are for estimating and pricing purposes only. These numbers are not to be marked on the completed Specialty Piece. Each Pricing Find Number correlates to a basic shape and range of sizes as shown on drawing 86-55W5-SK-19. Pricing Find Numbers do not invoke any manufacturing requirements.

y. For information, splitters are normally designed in accordance with S9512-BS-MMA-010 Figure 9.9. If there is only one radius given, it is the Throat Radius, R=TR.

z. An asterisk (*) indicates a change in level perpendicular to the view. Offset dimensions are typically indicated as a Z dimension. 4.2 Inspection and Acceptance (Additional Provisions)

4.2.1 Inspection may be accomplished at any work location involved and authorized government representatives shall be permitted to observe the work or to conduct inspection at all reasonable hours. If any samples are found to be defective, the defective items are rejected and every item in the lot must be individually inspected. This sampling scheme may be applied to all materials under this solicitation and resultant contract. Smaller sample size and cursory inspection may be applied to mass produced items such as Hat and Coat Hook FN 413 ARR based on a documented QMS and email approval from the TPOC.
