About this file
This document contains vendor-submitted questions regarding an Invitation for Bid (IFB) for a VMware Master Contract, issued by the State of Illinois in agreement with the Chief Procurement Officer for General Services. The IFB seeks to establish a joint purchase master contract for VMware products and services. It clarifies that a Businesses Enterprise Program (BEP) utilization plan must be submitted as part of Packet 4 in the bid submission, with a 30% BEP goal applied to the entire value of the contract. The document also confirms that all subcontractors must be VMware Solutions Partners authorized to resell and deliver products or services on behalf of the software publisher.
The contract is seeking to cover the entire State of Illinois, with State agencies required to only accept electronic submissions for this competitive solicitation. Vendors are advised to contact the specified VMware partner representative for assistance in obtaining the necessary letters of authorization if they are not currently an authorized VMware Partner.

Vendor Submitted Questions
Q1. The IFB discusses a BEP portion and percentage being weighed in the IFB decision, but in the “Submission of Bids” (pasted below) section, packets 4 and 5 are labeled as “N/A”. Are these referring to the BEP Utilization Plan as well, or is that considered to be included in Packets 1-3? I just want to clarify whether or not a BEP Utilization Plan is actually being considered for this IFB and needs to be submitted, or if I am reading it incorrectly. Thank you in advance for your help with this matter.
A. Section A.10.2 has been updated to correctly reflect that the BEP U-Plan needs to be submitted as part of Packet 4 in the bid submission.
Q2. Regarding the 30% BEP goal for this IFB. Is the 30% for Spend or Services?
A. The BEP goal of 30% will be applied to entire value of the contract during the term.
Q3. (Selected BEP firm) are not VMWare certified. Can we still utilize them as a BEP partner under this IFB being they would be a sub to us?
A. All subcontractors must be VMWare Solutions Partners authorized to resell and deliver products or services on behalf of the software publisher. VMware has a robust channel partner program for Value-Added Resellers and VMware Certified Service Providers. Prime and subcontractors should contact Ms. Katie Murray at 630-745-1943 or murrayk@vmware.com to assist with letters of authorization for currently authorized VMware partners. Prime and subcontractors not currently an authorized VMware Partner should contact Ms. Katie Murray for assistance to enter the VMware Partner Program.
