About this file
This is a Small Business Subcontracting Plan form required by the Virginia Department of General Services (VDC) for a term contract procurement involving dust pans, mop buckets, pails, and recycle containers. The Commonwealth of Virginia has established a goal that over 42% of its purchases be made from small businesses. All potential bidders must include this completed form with their bid response to be considered responsive. Bidders must indicate whether they plan to complete all work themselves or utilize subcontractors. The contract is structured as a lot bid on an all-or-none basis.
Bidders who are certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD) as micro or small businesses need only complete Section A by providing their certification number and certification date. Bidders who are not DSBSD-certified small businesses must complete Section B, which requires identification of specific DSBSD-certified small business subcontractors, including their certification numbers, contact information, certifications held (women-owned, minority-owned, service-disabled veteran-owned), and the dollar value or percentage of work to be subcontracted for the initial contract period. The form accommodates multiple subcontractors and emphasizes that proposed participation levels will be incorporated as contract requirements, with failure to meet stated participation levels potentially resulting in breach of contract.
