About this file

This document is a Vendor Questions Submittal related to a Request for Proposal (RFP) issued by the Michigan Department of Natural Resources (MDNR) for Marine/Naval Architect Design Services for a Fisheries Research Vessel. The RFP solicits design services for a 60-70 ft Great Lakes Fisheries Research Vessel, with a preferred length of 65 ft, beam of 16 ft, and draft of 6 ft. The RFP includes requirements for vessel structure, design considerations, and specifications. Bidders are expected to provide design and drawings as project deliverables, but these are not required as part of the proposal. The MDNR will have a representative visit the boat yard during the build phase, and all parties, including the architect, MDNR, and the builder, will be involved in sea trials. The vessel is intended for use in the Great Lakes and is not required to meet international voyage or SOLAS requirements. The vessel must be designed to comply with USCG "Uninspected Vessel" requirements for safety, navigation, and pollution prevention.

The RFP does not provide specific details on pricing terms, set asides, or funding sources. However, it does note that MDNR ownership of the vessel design is not a significant issue, as long as the design can be used for the construction of a new vessel for MDNR in the future. Bidders are expected to incorporate steps necessary to ensure the safety and operational capabilities of the vessel in all weather conditions, including considerations for the placement of trawl winches and a crane on the wet lab roof and the raised pilot house.

1Proposal InstructionsGeneralThere appears to be discrepancies concerning the dimensions of the vessel throughout the documents. Examples include the following: In the DNR New Research Vessel Specs August 2022 Document, Vessel structure, page 1 of 5, states "Preferred displacement hull, with length of 65 feet, beam of 16 feet and draft of 6 feet". Throughout the Proposal Instructions, 80+ ft is mentioned multiple times. However, in Section 2.1 Design Consulting Services on page 19 it states "for the design of a 60-70 ft Great Lakes Fisheries Research Vessel. Can you please provide a final breakdown of the general specifications, or range, of the vessels general requirements including length, beam, depth, draft, etc.?The preferred length would be 65', beam 16' and draft 6' but we are willing to accept minor adjustments if the design calls for such. However, we do not want a vessel that is too large to dock at most Great Lakes ports.
2Proposal Instructions: RFP Structure and Documentation2For Exhibit #2, Reference Drawing, Side Profile and Deck Level is it intended to have the bidding design agents to provide a conceptual arrangement and profile in their proposal? The preferred design would be to incorporate Option A and/or Option B, and then resort to Option C if either options A and/or B are unattainable. Exhibit #2 is the design/blueprint for our existing vessel - that is Option C (with current standards and technology). For whatever the final option, we expect design and specific drawings needed to construct a vessel as project deliverables, but don't expect these as part of the proposal.
3DNR New Research Vessel Specs August 2022: Vessel structure2 & 3There appear to be several instances where "Required?" and "Preferred?" are selected for "Line Items". For example, Page 2 of 5 "Ample storage on vessel (400lb/24 hours ice machine, back up chest freezer, tool chest & shelving (possibly built into the vessel)". Required or Preferred for these instances?1) Finished Engine room ceiling 6’6” preferred but required to be 5’9” (current SVS). 2) Finished ceiling height preferred 7’, but require 6'6" in pilothouse, wet lab, and living quarters. 3) Ample storage on vessel is required to include: 400lb/24 hours ice machine, back up chest freezer, tool chest & shelving, possibly built into the vessel. Preferred in this case refers to built-in aspect of storage. 4) Required walkway/access around vessel for safety while docking - approximately 28” if possible, and note this can be on different levels. Specific configuration of access can vary, hence "preferred".
4DNR New Research Vessel Specs August 2022: Vessel structure2Could you please provide additional clarification on the term "gut tube".The gut tube is a 6-8"pipe that runs from the wet lab table overboard.
5DNR New Research Vessel Specs August 2022: Design (Marine Architect)1The notes state "Design/drawings "owned" by MDNR (negotiable - depends on cost to own, chances of building another similar vessel, etc.). Will the use of licencensing fees, restrictions on ownership of the vessel design, etc. be a factor in the bid selection process?MDNR ownership of design is not a significant issue for us, as long as we aren't restricted from using the design in the construction of a new vessel for MDNR (Phase 2, to be implemented under a separate contractual process).
6Exhibit 1 MI DNR New Research Vessel Design Considerations1Smokestacks are mentioned in the description, so this vessel is requiring dry exhaust correct? The plan is to have a dry exhaust with stacks to avoid lingering exhaust fumes in the stern of the vessel. This will especially be important while using the hydraulic flip-down stern deck and possibly during run time.
7All Supplied DocumentsGeneralDuring the vessel's build phase, will MDNR have a representative on-site at the yard, or will build/contractual issues be solely handled by the naval architect? For example, what would be the expected personnel and process for sea trials? The plan will be to have a DNR representative regularly visit the boat yard - specific timing / frequency will be determined based on weekly update reports/teleconferencing with the builder and naval architect. Communication between boat builder, naval architect and Michigan DNR will remain open and decisions will be discussed by all parties. As with the build, we are expecting to have all parties (architects, DNR and builder - which can include all needed vendors (example-engine representatives)) involved with sea trials.
8All Supplied DocumentsGeneralWill this vessel need an "international voyage" route, or need to meet SOLAS requirements? If intended only for use in the Great Lakes this would not be required, just want to confirm. There is no intention to go into international waters outside the Great Lakes, although we do occasionally work / travel in Canadian waters.
9All Supplied DocumentsGeneralAre there any specific station keeping requirements for the expected vessel missions? Dynamic positioning or similar? No specific requirements, but should be considered as an option if possible. Deciding factors will come down to structual requirements, space requirements, and cost.
10All Supplied DocumentsGeneralUpon review of the documentation there are no requirements or standards defined for safety, systems, structures, stability, etc. Is there a set standard (i.e. ABS Marine Vessels Rules, 46CFR, UNOLS, etc.) that everyone should design to and base their bid around? The vessel is to be designed following the USCG "Uninspected Vessel" requirements which must comply with minimal federal standards for safety, navigation, pollution prevention, etc.
11All Supplied DocumentsGeneralAre there stability requirements for the vessel? Should we build time in for preliminary stability, final stability test and corresponding calculations?MDNR will expect this vessel to be very safe and operational in all weather conditions. We hope to locate the trawl winches and possibly the crane on the wet lab roof, and raise the pilot house above the lifting room. All of this will impact stability. Whatever steps need to be taken to ensure safe vessel operations should be incorporated in the proposal.
