About this file
This is a Vendor Questions & Answers document for RFI RDAA 20170004, issued by the State of Colorado Department of Community Corrections. The solicitation seeks information regarding the potential development of a new Community Corrections Information and Billing system. This is a Request for Information (RFI) rather than a competitive solicitation, with questions due by July 19, 2017. The Department clarified that this inquiry does not involve the award of community corrections beds or facility funding. Meetings may be conducted at Division offices, vendor locations, or via web conferencing. Work may be performed outside the United States, though on-site engagement with Department staff is anticipated. Proposals may be submitted via email to tammy.lichvar@state.co.us. No specific timeline for a subsequent Request for Proposals has been identified at this time, and a project manager or technical contact has not yet been designated.
The current Community Corrections Information and Billing (CCIB) system is provided by ClientSolv Technologies, originally developed in 2008 and built on a Microsoft C# platform with a SQL Server 2008 backend database. The Department will fund this effort using state funds, with the cost to be determined based on responses received through the RFI process. The solution must interface or integrate with approximately seven different case management systems currently used statewide by Community Corrections providers, as well as preferably with the Colorado Crime Information Computer (CCIC) system. The Department operates with a decentralized model in which Community Corrections providers maintain autonomy in selecting their own case management systems, with no plans to transition to a single state-owned system. The current State accounting and billing system vendor is CGI, which provides the CORE system.
