About this file

This is a Vendor Questions and Answers document for RFP 260000001772 issued by the Library of Michigan for web development and managed services. The contract encompasses ongoing maintenance, support, and enhancements for four custom websites: Michigan eLibrary (MeL.org), Michigan Memories (michmemories.org), Library of Michigan Digital (lmdigital.libraryofmichigan.org), and Ready to Read Michigan (readytoreadmi.org). The contract will run from May 25, 2026 through May 24, 2027, with seven additional one-year renewal options available. The scope includes a dedicated Project Manager on a fixed basis, with variable staffing comprising Front-End Developers and Back-End Developers. Services required include ongoing maintenance, security updates, performance monitoring, content integration and migration, responsive design maintenance across devices, and new development projects as directed by the Library. The Library of Michigan will provide access to all environments and support knowledge transfer activities, with the incumbent vendor having completed transfer activities to the state.

The contract utilizes a time and materials pricing model, with project-based quotes provided for specific initiatives. Support hours are 8:00 a.m. to 5:00 p.m. EST, with critical issues impacting site functionality requiring resolution within one business day. All contract activities must commence within five business days of quote approval and be completed within ten business days unless otherwise agreed for complex tasks. New development projects typically have delivery timelines of 30 to 90 business days depending on scope, with deliverables subject to review and approval or rejection within 15 business days. Two websites currently run on Drupal CMS with Apache Solr and CONTENTdm integration, while two operate on SpringShare LibApps. Remote work by entities located within the continental United States is acceptable; however, offshore resources are not permitted. All websites must comply with WCAG 2.1 AA accessibility standards, with no known accessibility gaps reported. Flexible staffing models with ramp-up and ramp-down capabilities based on workload are acceptable to the Library.
