VENDOR QUESTIONS AND ANSWERS NO. 1
1. Question: Is there any flexibility to the COVID-19 vaccination requirement?
Response:
Section V “Minimum Qualifications and Mandatory Requirements” states, “The Bidder or Psychologist assigned to this contract must be fully vaccinated against COVID-19, must wear PPE at all times during working hours (or if facility PPE directives change, must follow facility guidance regarding PPE requirements), and will be required to participate in COVID-19 testing on-site monthly (or more frequently, if appropriate)”.
If the Psychologist is not vaccinated, they must apply for and be granted an approved exemption issued by the Maryland Department of Health Office of Equal Opportunity Programs (EEO). They may request either a medical or religious exemption. If pursuing a medical exemption, the Psychologist must submit sufficient medical documentation as defined by The Equal Employment Opportunity Commission; medical documentation must specify the existence of an ADA disability and explain the need for reasonable accommodation. Without this documentation, the medical exemption request will be denied.
Even if a medical or religious exemption is granted, the Psychologist must still wear PPE at all times during working hours and must participate in COVID-19 testing on-site monthly (or more frequently, if appropriate/required).
The Psychologist may initiate the exemption request if/when a contract award is granted; the Psychologist will then have a deadline by which they must receive an approved exemption.
If the exemption is not approved, the contract will be terminated for convenience.
