About this file

This is a Vendor Questions and Answers document from the Illinois Department of Natural Resources regarding a drainage improvements project at Cahokia Mounds State Historic Site in Collinsville, Illinois. The project (26-422DNR-REALT-B-50744) involves caulking removal and replacement around the building's concrete to brick interface, with an estimated 480 linear feet of caulking work. Additional work includes tuckpointing and brick replacement where garden walls are being removed, particularly for fractured, scarred, or defective bricks at the garden wall to building interface connection. The department clarified that seamed or seamless gutters are acceptable options, and that caulking work applies only to the building facade perimeter joints at exterior doors and the concrete sidewalk to exterior building wall interface, specifically the perimeter joint closest to the building. Bidders are encouraged to visit the site to assess existing joint conditions, and vendors must provide a Contractor's Schedule of Values form detailing cost breakdowns for each work item.

The scope includes removal of existing weathered caulk and debris from joints, with mortar and brick replacements to match existing materials as closely as possible. Any brick damage resulting from mechanical removal must be replaced. The department mandated that remaining caulk, sealant, and mortar be removed after garden walls are demolished, and areas with fiberboard expansion between brick and concrete interfaces are to remain intact and uncaulked. Vendors should provide unit pricing for brick replacement to allow comparable bidding across proposals. No information regarding contract award dates, contract term, renewal options, pricing terms, set-asides, or funding sources was included in this questions and answers document.

QUESTIONS AND ANSWERS

LOCATION:Cahokia Mounds State Historic Site

Collinsville, IL 62234

PROJECT TITLE: Cahokia Mounds SHS – Drainage Improvements

Question 1:

Will seamed gutters be accepted or only seamless? We are having trouble getting seamless from the manufacturers.

Answer 1:

Yes. See Addendum/Bid Amendment allowing seamed or seamless.

Question 2:

Caulking note reads: “Remove and Replace Existing Caulk Around Entire Building at Concrete to Brick Interface” Is this just the building facade walls or does that include the porch walls, ramp walls, garden walls out front. (there is a concrete walk on both sides of the low walls out front)

Answer 2:

The intent is just at the building façade walls. At the concrete sidewalk to exterior building wall interface, only one perimeter joint closest to the entire building and in front of exterior doors. Does not include the ramps or garden walls unless one side is touching the exterior wall of the building. Areas that have fiber board expansion between the brick and concrete interface are to be left intact and not caulked. An approximate linear foot quantity of caulking estimated to be 480 ft. See attached additional specification 07 92 01 that shall apply to only the joint sealing around the perimeter of the building.

Question 3:

There was a lot of snow on the ground when this Prebid meeting occurred. So, it was impossible to know joint conditions to view what is needing replacement. Clarify please.

Answer 3:

Existing joints have detached weathered caulk and debris that need removed. The site is open to the public from dawn to dusk and bidders are encouraged to visit the site before bidding.

Question 4:

Please clarify you are doing 100% caulking - You won’t get a manufacturer’s warranty if doing spot caulking.

Answer 4:

An approximate linear foot quantity of caulking estimated to be 480 ft. See attached additional specification 07 92 01 that shall apply to only the joint sealing around the perimeter of the building.

Question 5:

There are a few areas that have some newer caulk in them, however there is quite a bit of failure in those already which means they were not installed properly. Trying to document which joints were left and which are new to this construction will be very difficult. I would recommend you do it all so warranty will be consistent. You may want to include footage for bid purpose and ask for unit pricing for additional – please provide a detail for bid purpose so everyone is bidding comparable scopes.

Answer 5:

An approximate linear foot quantity of caulking estimated to be 480 ft. See attached additional specification 07 92 01 that shall apply to only the joint sealing around the perimeter of the building. Vendor shall provide a cost breakdown of each item of work required to fulfill the contract on a Contractor’s Schedule of Values (CSV) form.

Question 6:

The tuckpointing and brick replacement needed where the garden walls are being removed. There are a lot of bricks that are fractured – clarify if these should be replaced.

Answer 6:

Refer to general note 4.4.2 on sheet C-1 of the contract plans. In addition to General Note 4.4.2, the contractor shall remove any remaining caulk, sealant, and mortar after the garden walls are removed. Any bricks that are fractured, scarred, or have defects where the garden wall to building interface connection shall be replaced. Mortar and brick replacements to match existing bricks as closely as possible.

Question 7:

The walls were perimeter caulked against the brick that will remain. Clarify that this caulking needs to be removed.

Answer 7:

Refer to general note 4.4.2 on sheet C-1 of the contract plans. In addition to General Note 4.4.2, the contractor shall remove any remaining caulk, sealant, and mortar after the garden walls are removed. Any bricks that are fractured, scarred, or have defects where the garden wall to building interface connection shall be replaced. Mortar and brick replacements to match existing bricks as closely as possible.

Question 8:

Mechanical removal will scar up the brick. Please clarify what degree of damage would require brick to be replaced.

Answer 8:

Any damage to the bricks from removal will require the brick to be replaced.

Question 9:

The brick that are hidden between the walls being removed and the brick that are staying may or may not be damaged. Please clarify if you want to include any replacement at these locations as well as providing a per brick replacement unit cost would be a good idea.

Answer 9:

Refer to general note 4.4.2 on sheet C-1 of the contract plans. In addition to General Note 4.4.2, the contractor shall remove any remaining caulk, sealant, and mortar after the garden walls are removed. Any bricks that are fractured, scarred, or have defects where the garden wall to building interface connection shall be replaced. Mortar and brick replacements to match existing bricks as closely as possible.
