About this file

This document is a Vendor Questions and Answers file for a VA elevator inspection and testing services contract. The solicitation (36C25925Q0580) is an Unrestricted Open Market opportunity for the VA Salt Lake City Medical Center, previously set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) but changed due to lack of awards. The contract will be a firm fixed price base contract with four option years.

Key details include a submission deadline of 10:00am MDT on July 11, 2025, with all quotes to be emailed to Charles Morton. The previous incumbent was Bayline, but the VA emphasizes this is a new requirement with updated specifications. The VA will not disclose the budget and encourages vendors to submit competitive offers. Notable points include no enforcement of Limitations of Sub-Contracting, no planned solicitation extension, and the contract is being managed by the Department of Veterans Affairs, Network Contracting Office 19 located in Greenwood Village, Colorado.

Vendor Questions & Answers

1) Is this solicitation only for Service Disable Veteran Owned Small Business (SDVOSB) total set-aside? Or can anybody bid on it?

Answer: No, this solicitation is Unrestricted Open Market. The previous set-aside from SDVOSB to SB Solicitations resulted in no awards, due to offers being higher than the estimated funding limit. Therefore, an Unrestricted Open Market will allow more participation from different socio-economic groups.

2) Who is the incumbent?

Answer: The previous incumbent is Bayline.

3) What was the previous/current contract# for this requirement?

Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with updated details listed in the RFQ, SOW and Price/Cost Schedule.

4) What is the budget/value for this requirement?

Answer: The VA does not disclose the funding/budgeted amount for the requirement since this is a simplified acquisition under FAR 16. Therefore, we highly recommend for vendors to provide their best offer that they believe is competitive.

5) What was the cost of the final full option year of the previous contract?

Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with updated details listed in the RFQ, SOW and Price/Cost Schedule.

6) Are you going to enforce the Limitations of Sub-Contracting?

Answer: No.

7) Can this solicitation be extended?

Answer: The CS and the CO does not intend to extend this solicitation. They believe the requirements in the RFQ are very streamlined to only essential requirements and the VA facility requires this vehicle immediately, especially with delivery lead times factored in. The CS and the CO highly encourages all interested vendors to understand that unless there is a very strong and compelling reason that is determined by the CO, the solicitation will not be extended.
